What is a residence permit Class C in Tanzania? It is the Immigration permit for foreign nationals who do not qualify for Class A or B: researchers, retirees aged 55 or over, missionaries, volunteers, NGO staff, patients, interns, artists and others. GN 428 of 2023 sets thirteen codes, C-1 to C-13. Fees run from USD 200 to USD 500, plus a USD 50 re-entry pass (F0407).

The residence permit Class C Tanzania issues is the widest of the three classes and the least understood. Each code has its own fee, documents and work permit rule. This guide sets out every code with its register ID, the work permit question, the e-Permit process, a documents checklist, validity, dependants, change of class, penalties and the Zanzibar position.

What the law says about the Class C permit

Class C is a residual class. It exists for people with a lawful reason to live in Tanzania who are neither investors nor employees of a specific employer.

Two points follow from the wording. First, Class C is discretionary: "if the Commissioner General thinks fit". Second, a Class C permit is a residence status, not a licence to work. Section 30(1) of Cap. 54 bars paid employment except under a permit issued under Cap. 436. Section numbers here come from the 2021 consolidation and may differ in the Revised Edition 2023.

What are the Class C codes and fees?

The table follows the GN 428 matrix and the e-Permit Residence Permit Application guidelines, version 2024.3. Fees are from the Zatra fee register at 26 September 2026. Every code also carries a USD 50 re-entry pass for the applicant and each dependant (NEW-04-21), except C-12, which is gratis.

Students are not on the list. Older mission pages, such as the High Commission in Pretoria, still describe Class C as covering students, with a 2011 fee table. Under the current matrix, students use a Student Pass at USD 200 or USD 100 (NEW-04-26, NEW-04-27). The amount on the GePG control number governs on the day of payment.

Does a Class C holder need a work permit?

It depends on the code. The e-Permit guidelines state that applicants "should first obtain Work Permit from the Ministry of Labor, except those coming for such purposes like Studies, Research, attending court case and retired persons". For Class C they also accept an "Exemption letter from Relevant authority (For Missionaries, Volunteer and NGO employees)".

Section 13(1)(d) of Cap. 436 issues a Class D permit to a non-citizen "employed or engaged in a registered religious and charitable activities". Class C covers a non-citizen with "such other profession", at USD 1,000 (F0415). The Labour Commissioner decides the class. Exemption certificates are issued under section 4(4) to (6), and no fee is charged for the application (F0420).

Unpaid work is not outside the law. Section 9 of Cap. 436, as recorded in register line F0422, covers any occupation "for reward, profit or non-profit". A retiree who starts volunteering needs a permit or exemption first.

Which documents does a Class C file need?

GN 428 sets general documents for every Class C file and specific documents for each code. The general list includes the online form, a covering letter from the host institution, a passport valid for at least six months, dependants' passports and a photo. Renewals add the previous original permit; transfers add a letter of no objection.

Tanzania is not a party to the Apostille Convention, so foreign pension letters, degrees and marriage certificates may need notarisation and legalisation. NGO employers should have their registration in order first; our note on foreign NGOs operating in Tanzania covers that step. How do you apply for a Class C permit on e-Permit?

The application runs online through the Immigration e-Permit system. Where a work permit is needed, it comes first, on the Labour Commissioner's work permit portal, which is integrated with e-Permit.

  1. Labour step, if any. The host files the work permit or exemption application and pays its control number.
  2. Residence application. The applicant or host files the Class C code on e-Permit and uploads the documents.
  3. Approval for payment. Immigration issues a control number. The guidelines require payment "within sixty (60) days", or "the application will be deleted automatically".
  4. Enrolment. The applicant attends the nearest Immigration office for fingerprints and photo capture.
  5. Issue. The guidelines say issue follows enrolment "within a week". The permit is collected at the regional office, Immigration Headquarters or the Immigration Head Office Zanzibar.

Timing matters. The guidelines state that a Class C application "must be made prior to the entry of the prospective applicant into Tanzania", "except Retired persons and those winding up affairs". An in-country first-grant applicant awaiting a decision may be given a special pass, with no fee printed on the fee matrix (F0411). How long is a Class C permit valid, and how is it renewed?

Neither GN 428 nor the guidelines fix a term for Class C. The outer limits come from the Act.

The actual term is the one printed on the card. Renewal is a fresh application at the code fee, with no separate renewal fee (NEW-04-19). File well before expiry, because presence after expiry is unlawful. A linked work permit must be renewed at least 60 days before it expires (NEW-04-36). The five-year total in section 32(2) raises a practical question for long-term retirees. GN 428 provides the RPL status for "renewing after expiry", but no published text explains how the two fit together. Take advice on the position before year four.

Can family members join a Class C holder?

Yes, by one of two routes.

The wording of section 39 refers to a wife. A male spouse of a female Class C holder should confirm the route with Immigration before filing. Family status follows the principal's permit and ends with it. Our dependant pass guide sets out the documents, including legalised marriage and birth certificates. Can you change from Class B or another class to Class C?

Yes, but each change is a new application. GN 428 assigns an issuance status to every file:

Host institutions carry risk too: the Cap. 436 penalty reaches "any person" who engages a non-citizen without a permit. Our note on working without a permit covers inspections. Class C is cheaper, but it is not a back door. A retiree who starts a business needs Class A. A volunteer who takes a salary needs Class B.

How does Class C work in Zanzibar?

Immigration is a Union matter. The Class C permit, its codes and its fees are the same in Zanzibar, issued by the Immigration Services Department. The e-Permit guidelines name the Immigration Head Office Zanzibar as a collection point.

Labour is not a Union matter. Section 2(1) of Cap. 436 states that "This Act shall apply to Mainland Tanzania". A Class C holder who will work in Zanzibar, including missionaries, NGO staff and artists, needs a Zanzibar work permit under the Employment Act No. 11 of 2005. FB Attorneys (31 October 2022) report that these permits "are issued by the Zanzibar Labour Commissioner" and that a Mainland permit cannot be used for work in Zanzibar.

Worked example: a retired couple and an NGO director

Case 1, retirees. A Dutch retiree aged 63 moves to Arusha on a pension. His wife, aged 52, is below the C-2 age and joins as his dependant. Neither is an EAC citizen.

If the wife takes a dependant pass instead of endorsement, the cost is USD 500 + 50 + 550 = USD 1,100 (NEW-04-22). If he later volunteers at a school two days a week, he first needs a work permit or exemption. A certificate of exemption carries no fee (F0420); a Class D work permit costs USD 500 (F0416).

Case 2, NGO country director. A Kenyan citizen becomes country director of an NGO with a charitable certificate in Dodoma. Her two children join her.

If the role is approved as Class D charitable work, the work permit costs USD 500 (F0416) and the total falls to USD 900. A non-EAC director pays USD 500 for C-7, so the Class C total becomes USD 1,650. The work permit runs 24 months, so renewal at month 22 repeats the fees (NEW-04-19, NEW-04-36). Budget USD 2,800 over four years in the base case. Zatra's professional fee is quoted separately.

What to do now

  1. Pick the code. Match the purpose to one of C-1 to C-13, and rule out Class A or B first.
  2. Settle the labour position. Decide whether the code needs a work permit, a Class D permit or an exemption certificate, and file that first.
  3. Stay outside if required. Apply before entry unless the code is C-2 or C-4.
  4. Prepare documents. Collect, certify and legalise the code-specific documents and the family certificates.
  5. Choose the family route. Endorse dependants at USD 50 each or file dependant passes.
  6. Pay and enrol. Pay the control number within 60 days, attend biometrics and collect the card.
  7. Diarise expiry. Record the permit and work permit expiry dates and the 60-day work permit renewal date.

Frequently asked questions

Is there a minimum income for a C-2 retiree permit?

GN 428 asks for "assured income" to support the retiree and dependants, with a retirement letter and proof of benefits. No minimum amount is printed in the matrix or the guidelines. Bank statements showing regular pension receipts over several months make the strongest file.

Can a C-11 property buyer rent out the house?

C-11 is a residence status for a buyer, not a business licence. Letting property for income may be treated as an economic activity needing other permits and tax registration with TRA. Take advice before signing a lease, and keep the title documents current.

Do children of a Class C holder need a student pass to attend school?

Children endorsed on the parent's permit, or holding a dependant pass, live in Tanzania on that status. Schools often ask for the permit card at enrolment. Confirm with the school and Immigration whether a separate student pass is expected for older children.

Can a medical patient on C-6 bring a carer?

The C-6 matrix entry covers the patient only. A spouse or child may be endorsed as a dependant. A carer who is not family would need a status of their own, possibly C-13 or a visitor visa, depending on the length of stay.

Is the Class C fee refunded if the permit is refused?

The residence fee is paid only after approval for payment, so a refusal before that stage costs nothing at Immigration. A linked work permit fee is non-refundable. A refusal can be appealed to the Minister, whose decision is final under Cap. 54.

Can a C-1 researcher be paid by a Tanzanian university?

C-1 covers approved research, and the guidelines exempt research from the work permit. A salaried teaching or employment post is different. If the university employs the researcher, a work permit and Class B permit are likely needed. Confirm before accepting payment.

What is C-13 used for in practice?

C-13 is the catch-all for people Immigration considers eligible for Class C but who fit no other code. GN 428 lists no code-specific documents, so the covering letter must explain the purpose fully. Expect Immigration to ask for further evidence.

Can a Class C holder travel abroad and come back on the same permit?

Yes. The GN 428 matrix charges a re-entry pass with every Class C permit, USD 50 for the holder and each dependant. Leaving Tanzania for good is different: section 41(6) of Cap. 54 requires the holder to surrender the permit.
