Residence Permit Class A Tanzania: Who Qualifies, Fees and the 2026 Route

What is a residence permit Class A in Tanzania? It is the Immigration permit for foreign investors and self-employed persons. It comes after a Class A work permit from the Labour Commissioner. The main investor sub-class, A-3, costs USD 3,000 filed directly or USD 3,050 through TISEZA plus a 10% facilitation fee, with USD 50 re-entry passes for the holder and each dependant.
A Class A residence permit lets an investor live in Tanzania. It does not let the investor work. The work permit does that, and Immigration will not issue the residence permit until the Labour Commissioner has granted the work permit. What the law says about the Class A residence permit
Two statutes govern an investor who wants to live and work in Mainland Tanzania. Each has its own authority and its own permit.
- Immigration Act, Cap. 54: creates three classes of residence permit, A, B and C. The consolidated text to Act No. 9 of 2021 sets the classes in section 32 and the Class A grant in section 33. Class A covers a person who intends to enter or remain in Tanzania for trade, business, profession, agriculture, prospecting or manufacture. The Commissioner General of Immigration decides.
- Non-Citizens (Employment Regulation) Act, Cap. 436: section 9 bars any non-citizen from any occupation without a work permit or exemption. Section 13(1)(a) of the TanzLII consolidation to 14 March 2025 reserves work permit Class A for "a foreign investor who is a self-employed". The Labour Commissioner decides.
The fees come from the Minister's power to prescribe fees under the Immigration Act, cited in the Zatra fee register as section 50(1)(j) of Cap. 54 R.E. 2023. The work permit fee sits in the Fifth Schedule to Cap. 436.
The sub-classes are not in the Act. They come from the Immigration Services Department's e-Permit residence permit guidelines, which list four Class A codes, their fees and the documents for each filing status. Section numbers in the 2023 revised edition may differ from the 2021 consolidation we read, so they are listed under figures to confirm.

Who qualifies for a Class A residence permit?
The e-Permit guidelines describe Class A as a permit for a person "who intends to enter or remain in Tanzania and engage on self-employed investment". The examples given include mining, agriculture, information technology, construction and real estate. The applicant is a director or shareholder of the investing company.

Every code adds a USD 50 re-entry pass for the applicant and for each dependant (NEW-04-21). Where an investor works in more than one sector, the guidelines say officials decide the capital amount and the fee category.
Most foreign investors file under A-3. A-1 and A-2 are narrow categories with lower fees, so check eligibility before choosing them. A wrong code means a refused file and a fresh fee.
Do you need a work permit before the residence permit?
Yes. Holding shares is not permission to work. Section 9 of Cap. 436 applies to "any occupation", and directing your own company is an occupation.
The TISEZA work permit page sets out the order. The applicant files on the Labour Commissioner's system, pays, and the Labour Commissioner reviews the file. The Commissioner General of Immigration then processes the residence permit. Approved applicants enrol fingerprints and a photograph at an Immigration office and collect an e-Permit smart card.
The Prime Minister's Office (Labour, Employment and Relations) runs the work permit system. The e-Permit guidelines list "work permit from the Labour Commissioner" as a core document for every Class A residence application.

How much does a Class A residence permit cost in 2026?
All figures below come from the Zatra fee register at 26 September 2026. Each is paid to the authority at the official rate on its own GePG control number. The amount on the control number governs on the day of payment.

TISEZA route or direct route: which should you use?
An investor can file the residence permit directly with Immigration or through the TISEZA one-stop centre. The e-Permit guidelines name the Immigration headquarters, the Zanzibar head office, the investment centre windows and ZIPA as places to lodge a Class A file.

The TISEZA figure of USD 3,050 appears to fold in the applicant's own USD 50 re-entry pass. Neither page states the base for the 10% fee, so we treat it as 10% of the permit fee and list it under figures to confirm.
The TISEZA route costs more in government charges. It earns its keep where the investor also holds, or is applying for, a certificate of incentives, and wants one window for the whole file. Our guide to the TISEZA certificate of incentives covers that certificate.

The e-Permit guidelines list core documents for Class A and add items by filing status. Upload certified copies as PDF files.

A move to a different company in the same class (RG1) or from Class B to Class A in a different company (RG2) adds a no-objection letter from the former company. For the work permit, the TISEZA page asks a Class A applicant for current proof of shares from the BRELA search system and proof of any share transfer, with a tax clearance certificate where applicable.
In what order do you apply?
Each step feeds a document into the next. Filing out of order causes avoidable delay.
- Company: incorporate with BRELA, or register a branch. Our foreign company registration service handles this stage.
- TIN: register the company with TRA. No fee is prescribed (NEW-02-17); see our TIN registration guide.
- Business licence: apply on the national business portal. BRELA issues a Class A licence within one working day of payment (NEW-08-05).
- TISEZA certificate, if any: apply only where the project meets the incentive threshold.
- Work permit Class A: file with the Labour Commissioner and pay USD 1,000 (F0413).
- Residence permit Class A: file on the e-Permit system, pay and enrol biometrics.
The register line for the business licence (NEW-08-05) records that non-citizen shareholders resident in Tanzania file a Class A residence permit with the licence. A new investor may not yet hold one. Ask BRELA how it will treat the licence file before you rely on this order.
An investor who is already in Tanzania while the permits are processed should hold an interim pass. The Immigration (Amendment) Regulations, 2023 (GN 428 of 2023) renamed the old special pass for this purpose. Our special pass and interim pass guide explains it.
How long does a Class A residence permit take?
Few official timelines are published. These are the ones we could confirm.
- Business licence: issued within one working day after payment, per BRELA's FAQ as recorded in the register (NEW-08-05).
- Work permit: Cap. 436 sets no number of days for the Labour Commissioner's decision. Section 11(1) requires the Commissioner to inform the applicant of the decision and the reasons.
- Payment window: once Immigration approves a residence file for payment, the guidelines give 60 days to pay, or the application is deleted.
- Issue: the guidelines say processing and issue take place "within a week" after biometric enrolment.
Any total timeline quoted by an agent is an estimate. Immigration and the Labour Commissioner can ask for more documents or a physical verification visit, and the clock stops while they do.
How long is a Class A permit valid, and can it be renewed?
This is where published sources disagree, so read them together.
- The Act: section 32(2) of Cap. 54, in the consolidation to 2021, allows a permit "for any period not exceeding three years". It allows renewal for up to two years, with a five-year total.
- Practice reported in 2023: Clyde & Co wrote that the residence permit is "valid for a period not exceeding two years". They added that renewals depend on the work permit's duration, up to eight years.
- The work permit: section 12(4) of Cap. 436 makes it valid for 24 months, with eight years in total. Section 12(5) allows an investor whose contribution is of great value to exceed ten years.
In practice, plan for a residence permit that runs alongside a 24-month work permit, and read the period printed on your grant. Whether the five-year cap in the Act still binds Class A holders is unclear from the texts we read. Treat it as a question to put to Immigration, not as settled.
Renewal is filed under the "Replacement" (RPL) status as a fresh application at the class fee (NEW-04-19). The work permit renewal goes in at least 60 days before expiry, under section 12(7) of the TanzLII text. Our work permit renewal guide covers that step.
Is there a minimum capital for a Class A residence permit?
Not a single published figure for the permit itself. The e-Permit guidelines say the company's capital "should not be below the minimum capital stipulated in the Investment Act."
The minimum in the investment law is the threshold for a TISEZA certificate of incentives. The TISEZA certificate of incentives page gives USD 500,000 for foreign-owned or joint-venture projects and USD 50,000 for projects wholly owned by Tanzanians. The gazetted figures are TZS 1,500,000,000 and TZS 150,000,000 under regulation 14 of GN 466 of 2025 (TZ-02).
Two further figures appear in official material:
- The guidelines print USD 100,000, half for EAC citizens, in the capital column for an investor joining an existing company or changing class or company.
- Older embassy pages mention USD 300,000 for applicants who do not meet the investment criteria. That text sits beside fees from 2011, so do not rely on it.
Our reading: the USD 500,000 threshold governs the TISEZA certificate, and no text we read makes it a condition of every Class A permit. Immigration assesses capital case by case, so show paid-up capital and assets that match the business plan. Confirm the figure Immigration applies before you set the capital.
How do a spouse and children get status?
Two instruments appear in official sources.
- Endorsement on the permit: section 39 of Cap. 54, in the 2021 consolidation, lets the Commissioner General endorse the spouse and dependent children on the residence permit. The e-Permit fee matrix charges a USD 50 re-entry pass "for each applicant and dependant".
- Dependant pass: the register carries a dependant pass for the spouse or children of a residence permit holder at USD 550, or USD 300 for EAC citizens (NEW-04-22). Passes rest on the Immigration Regulations, 1997 (GN 657 of 1997).
Which instrument Immigration issues for a given family is decided on the file. Budget for the re-entry passes and keep the dependant pass figure as the higher case. Bring passports, a marriage certificate and birth certificates for each dependant. A dependant who wants to work needs a work permit of their own.
How does it work in Zanzibar?
Immigration is a Union matter. The Class A residence permit is the same instrument in Zanzibar. The e-Permit guidelines let an applicant lodge it at the Zanzibar head office of Immigration or through the Zanzibar Investment Promotion Authority (ZIPA).
Labour is not a Union matter. Cap. 436 applies to Mainland Tanzania only. In Zanzibar, the work permit comes from the Zanzibar Labour Commissioner under the Zanzibar Employment Act No. 11 of 2005. FB Attorneys note that a Mainland work permit cannot be used for work in Zanzibar.

What happens if you work or stay without the right permit?
The penalties fall on the investor and on the company.
- No work permit: a fine of not less than TZS 10,000,000, imprisonment of not less than two years, or both, under Cap. 436 s.9 (F0422).
- No residence status: a fine of not less than TZS 500,000, imprisonment of up to three years, or both, under Cap. 54 R.E. 2023 s.47 (F0426).
- Late employer returns: TZS 500,000 for each month of delay on the half-yearly return under Cap. 436 s.16 (NEW-04-39).

Worked example: an investor, a spouse and two children
An Indian national sets up a food packaging company in Dar es Salaam. She is the majority shareholder and managing director, so she files under A-3. Her husband and two children, aged 9 and 12, will live with her. None of them is an EAC citizen.
Route 1, direct to Immigration.
- Work permit Class A: USD 1,000 (F0413).
- Residence permit A-3: USD 3,000 (F0405).
- Re-entry passes, four persons at USD 50: USD 200 (NEW-04-21).
- Total government fees: USD 4,200.
Route 2, through TISEZA.
- Work permit Class A: USD 1,000 (F0413), plus TISEZA facilitation USD 100 (F0418).
- Residence permit Class A: USD 3,050 (F0403).
- Three dependants at USD 50: USD 150 (F0403).
- Facilitation fee at 10% of USD 3,050: USD 305 (F0403).
- Total government fees: USD 4,605.
The TISEZA route costs USD 405 more on these assumptions. If the 10% is charged on USD 3,200, including the dependants, it rises to USD 320 and the total to USD 4,620.
Higher case for the family. If Immigration issues dependant passes instead of endorsing the family, three passes at USD 550 add USD 1,650 (NEW-04-22). On the direct route the total would then be about USD 5,800, depending on whether re-entry passes are still charged for the dependants.
A TISEZA certificate of incentives, if she seeks one, is a separate cost: TZS 6,000,000 application fee for a foreign investor (TZ-01), with the capital threshold above. Zatra's professional fee is quoted separately and is never mixed with these charges.
What to do now
- Pick the sub-class. Match the investor to A-1, A-2, A-3 or A-4 before paying anything.
- Check the company file. Make sure BRELA shows the investor as shareholder and director, with capital that fits the business plan.
- Get TIN and licence. Register with TRA and obtain the business licence, and keep tax clearance current.
- Decide the route. Choose direct filing or the TISEZA window, and budget the facilitation fees if you use TISEZA.
- File the work permit first. Apply to the Labour Commissioner for Class A and pay against the control number.
- File the residence permit. Upload certified documents on the e-Permit system, pay within 60 days of approval and enrol biometrics.
- Add the family. Include dependants with passports and certificates, and confirm whether they are endorsed or need passes.
- Diarise renewals. Note both expiry dates and file the work permit renewal at least 60 days before expiry.
- Treat Zanzibar separately. For work in Zanzibar, get the Zanzibar labour approval as well.

Frequently asked questions
Can a foreign shareholder who lives abroad skip the Class A permits?
A shareholder who does not live or work in Tanzania needs neither permit. Board meetings and short visits use the visa rules instead. Once the shareholder starts running the company from Tanzania, both the work permit and the residence permit apply.
Can I change from a Class B to a Class A residence permit?
Yes. The e-Permit guidelines provide a Second Grant (SG) status for a Class B holder who becomes a shareholder-director in the same company, and RG2 for a move to a different company. Both need a new Class A work permit, share transfer evidence and a bank statement.
Does a Class A permit let me hold shares in a second company?
Holding shares needs no permit. Working in a second company does. Section 9(3) of Cap. 436 requires a Class A holder who intends to engage with another company in which he is a shareholder to obtain the Labour Commissioner's written authorisation after a tax clearance certificate (F0419).
Is the EAC rate available to a Kenyan or Ugandan investor?
Yes, on the codes that carry it. A-3 costs USD 1,500 for EAC citizens instead of USD 3,000, and A-1 costs USD 500. Through TISEZA the EAC rate is USD 1,550. The work permit fee of USD 1,000 has no EAC discount in the Fifth Schedule.
What happens to my family's status if my permit is cancelled?
Their status depends on yours. Under section 39(2) of the 2021 consolidation, an endorsement generally expires one month after the holder's death or after the dependant ceases to qualify. Plan a new status for the family before the main permit ends, and take advice from an advocate on any cancellation.
Is a TISEZA certificate of incentives required for a Class A permit?
No. The e-Permit guidelines list the certificate of incentives as a document only where applicable. An investor below the TISEZA threshold can still apply directly to Immigration at the standard fee, provided the company file and capital satisfy the officer.
Who pays the permit fees, the investor or the company?
The law does not fix who bears the cost. Most companies pay and record the cost in their books. Whoever pays, use only the GePG control number issued by the authority, and keep the receipt for the renewal file.
Can a Class A holder also run a second, unrelated business?
Only within what the permits allow. The work permit is not transferable and is valid only for its stated purpose under section 12(3) of Cap. 436. A new line of business or a new company needs the Labour Commissioner's approval, and often a change of residence permit status.
