Dependant Pass Tanzania: Spouses, Children, Fees and the Rules

What is a dependant pass in Tanzania? It is the Immigration pass that lets the spouse, child under 18, parent aged 60 or above or near relative of a resident live in Mainland Tanzania. It costs USD 550, or USD 300 for EAC citizens. A family can instead be listed on the principal's residence permit at USD 50 each. Neither status allows the holder to work.
The dependant pass Tanzania families use is a status that rides on another person's permit. It lasts only as long as the principal's status and the family relationship last. This guide covers who qualifies, the two routes, fees with register IDs, documents, work and school, and what happens when the principal's position changes.
What the law says about dependants
Three instruments govern how a resident's family lives in Tanzania. Each answers a different question.
- Immigration Act, Cap. 54: section 3 of the consolidated text to Act No. 9 of 2021 defines a dependant as "a person who is materially dependent upon the earnings of another". Section 39 lets the Commissioner General endorse the holder's wife and dependent children on a residence permit. Section 32A lets the Commissioner General issue passes under regulations.
- Immigration Regulations, 1997 (GN 657 of 1997): regulation 9 of the TanzLII text creates the dependant's pass. Regulation 10 sets when it expires. Regulation 8(4) bars a pass holder from employment, trade, business or profession without the written permission of the immigration head.
- Immigration (Amendment) Regulations, 2023 (GN 428 of 2023): the gazette text replaced the Second Schedule. Its pass matrix sets dependant pass codes DP-1 to DP-4 and student pass codes STP1 to STP4.
Fees rest on the Minister's power under section 50(1)(j) of Cap. 54 R.E. 2023, as recorded in the Zatra fee register. Section numbers above come from the 2021 consolidation and may differ in the 2023 revised edition.

Who counts as a dependant?
The GN 428 pass matrix sets four groups. Each has an (a) code for relatives of a Tanzanian citizen and a (b) code for relatives of a resident.

The 1997 regulations add conditions. Regulation 9(1) requires the applicant to show adequate accommodation and an income sufficient to maintain the dependant. Regulation 9(2) bars a pass for a male person over 18 without the Minister's consent, unless he cannot support himself because of age, infirmity or sickness.
Two points need care:
- Adult children. The 1997 text speaks of male children over 18. The 2023 matrix uses "below the age of 18" for every child. Plan on dependant status ending at 18 for sons and daughters alike, and confirm any exception with Immigration.
- Valid marriage. According to FB Attorneys (7 August 2023), a spouse qualifies only where the marriage is valid under the Law of Marriage Act. The firm expected a same-sex spouse's application to be refused.
Dependant pass or endorsement on the permit: which applies?
A family can hold status in two ways, which differ in cost and handling.

The e-Permit fee lines for Class A (F0405) and Class B-1 (F0406) both add a USD 50 re-entry pass "per applicant and dependant". The TISEZA resident permit page charges "USD 50 for each dependants" on Class A and Class B files (F0403).
No published text says which route Immigration must use for a given family. In practice the officer decides on the file. Budget the re-entry pass as the base case and the dependant pass as the higher case.
How much does a dependant pass cost?
All figures come from the Zatra fee register at 26 September 2026. Each is paid to the authority at the official rate against its own GePG control number. The control number governs on the day of payment.

The GN 428 matrix describes the TZS 200,000 citizen-spouse figure as covering "fee and reentry" and uses the word spouse, not wife. The register line names a foreign wife of a Tanzanian husband. A foreign husband of a Tanzanian wife should confirm the code and fee before paying.
The High Commission in New Delhi still lists older figures of USD 500, USD 150 and TZS 100,000. Clyde & Co (6 April 2023) gives USD 550, matching the register.
What documents does a dependant file need?
The matrix lists documents by code; the New Delhi page and Clyde & Co list the general set. A careful file holds the items below.

Foreign certificates. Tanzania does not appear on the HCCH status table for the Apostille Convention. ALN (21 May 2025) also states that Tanzania is not a signatory. An apostille alone may therefore not satisfy an officer. Plan for notarisation, authentication by the issuing country's foreign ministry and legalisation by the Tanzanian mission there.
Translations. Certificates not in English or Kiswahili need a certified translation. No published Immigration rule sets the translator standard, so use a sworn or notarised translator and attach the original.
How does a family apply through the e-Permit system?
Applications go online through the Immigration e-services portal. The e-Permit guidelines set out the process for residence permits. They say an applicant has 60 days to pay after the file is approved for payment, or the file is deleted. After fingerprint and photo enrolment, the permit is processed and issued within a week.
A family that arrives before the pass is issued enters on a visa. Our guide to business visas, entry passes and residence status explains what a visitor may and may not do while waiting. Do not let a visitor visa expire while the file is pending; overstay is unlawful presence under Cap. 54 s.47(1)(i) (F0428).
Can a dependant work in Tanzania?
No. Two rules apply at once.
- Immigration: regulation 8(4) of GN 657 bars a pass holder from employment, trade, business or profession without written permission. Under regulation 10(1)(c), a dependant's pass expires if the holder works without that permission.
- Labour: section 9(1) of the Non-Citizens (Employment Regulation) Act, Cap. 436 bars any non-citizen from any occupation for reward, profit or non-profit without a work permit or exemption. The Act makes no exception for spouses.
The penalty under Cap. 436 s.9 is a fine of not less than TZS 10,000,000, imprisonment of not less than two years, or both (F0422). It applies to the dependant and to anyone who engages them. Working without a valid residence permit or pass is also an offence under Cap. 54 s.47(1)(m), with a fine of not less than TZS 500,000, up to three years' imprisonment, or both (F0426).
A spouse who receives a job offer needs a work permit from the Labour Commissioner at the class fee, such as USD 1,000 for Class C (F0415). The spouse then moves to a residence permit of their own. Can dependant children go to school or university?
The GN 428 matrix provides student passes, and the register prices them.
- STP1: a student above the age of majority at an approved training establishment. Student Pass 1 costs USD 200, EAC gratis (NEW-04-26).
- STP2: a student below the age of majority. Requirements include the parent's residence permit or pass and the child's birth certificate. Student Pass 2 costs USD 100, EAC gratis (NEW-04-27).
- STP3: children below the age of majority in home schooling, with proof of study.
The New Delhi mission describes Student's Pass 2 as for children under 18 "who have not been endorsed in their parents' Residence Permits". On that reading, a child listed on the principal's permit may attend school without a separate student pass. The position for a child on a dependant pass is not stated. Ask the school and Immigration before term starts.
A child who turns 18 and stays for university moves to Student Pass 1 before dependant status ends.
How long does dependant status last, and how is it renewed?
No text we read fixes a period for a dependant pass. Expect Immigration to align the family's status with the principal's permit, and read the expiry printed on each pass.
Dependant status ends earlier on these events:
- A child's 18th birthday: regulation 10(1)(b) ends a male child's pass one month after he turns 18, unless extended.
- Unauthorised work: regulation 10(1)(c), as above.
- Ceasing to be a dependant: regulation 10(2) requires the person to report within 30 days.
- Principal's death: an endorsement expires one month after the holder's death under s.39(2), unless the Minister directs otherwise.
Renewal is a fresh application. For the principal, a residence permit renewal costs the class fee again (NEW-04-19), and the work permit renewal goes in at least 60 days before expiry (NEW-04-36). What happens on divorce, death or loss of the principal's job?
This is the least documented area. Our sort of the position:

A spouse who wants to stay after divorce or the principal's departure needs a status of their own, such as a work permit with a residence permit, or a Class C permit. Where a refusal, removal order or prohibited-immigrant notice is in play, instruct an advocate before anyone responds to Immigration.
Do dependants need a NIDA identity card?
According to an EY alert reported by TanzaniaInvest (15 November 2016), registration became part of the immigration procedure for foreigners resident more than six months. That alert did not mention dependants, and it is old.
The register carries NIDA fees with a dependant column. No fee is stated for first registration (F0432). Renewal of a worn card costs a dependant USD 10 (F0431). Replacement of a lost card costs USD 20, USD 30 and USD 40 for the first, second and third loss (F0430). Confirm with NIDA whether each family member must register.
How does it work in Zanzibar?
Immigration is a Union matter, so the dependant pass and the s.39 endorsement are the same instruments in Zanzibar. The e-Permit guidelines name the Zanzibar Immigration head office and ZIPA as places to lodge Class A files.
Labour is not a Union matter. Section 2(1) of Cap. 436 applies the Act to Mainland Tanzania only. In Zanzibar, work permits come from the Labour Commissioner of Zanzibar under the Employment Act No. 11 of 2005. FB Attorneys (31 October 2022) note that a Mainland work permit cannot be used for work in Zanzibar.

Worked example: a family of four on an A-3 investor permit
A British investor runs a logistics company in Dar es Salaam. He files under A-3. His wife and two children, aged 7 and 11, will live with him. None is an EAC citizen.
Route 1, direct, family listed on the permit.
- Work permit Class A: USD 1,000 (F0413).
- Residence permit A-3: USD 3,000 (F0405).
- Re-entry passes, four persons at USD 50: USD 200 (NEW-04-21).
- Total government fees: USD 4,200.
Route 2, through TISEZA, family listed on the permit.
- Work permit: USD 1,000 (F0413) plus TISEZA facilitation USD 100 (F0418).
- Residence permit Class A: USD 3,050 (F0403).
- Three dependants at USD 50: USD 150 (F0403).
- Facilitation fee at 10% of USD 3,050: USD 305 (F0403).
- Total government fees: USD 4,605, or USD 405 more than Route 1.
Higher case, dependant passes. If the family receives dependant passes instead, three passes at USD 550 cost USD 1,650 (NEW-04-22). Direct: USD 1,000 + 3,000 + 50 for the investor's re-entry pass + 1,650 = USD 5,700. Through TISEZA: USD 1,000 + 100 + 3,050 + 305 + 1,650 = USD 6,105.
If the 10% is charged on USD 3,200, including dependants, it becomes USD 320 and the Route 2 total USD 4,620. If the wife later takes a job, her own Class C work permit adds USD 1,000 (F0415). Zatra's professional fee is quoted separately.

What to do now
- Map the family. List each member, age, nationality and relationship, and flag any child within two years of 18.
- Pick the route. Decide whether the family joins the principal's permit or applies for dependant passes, and budget both cases.
- Prepare certificates early. Order certified marriage and birth certificates, then notarise, authenticate, legalise and translate them.
- File with the principal. Add dependants to the residence permit application where possible, so one cycle covers everyone.
- Pay on time. Pay each GePG control number within 60 days of approval and keep the receipts.
- Enrol biometrics. Book enrolment for each family member and collect the cards.
- Plan schooling. Confirm with the school and Immigration whether a student pass is needed.
- Block unlawful work. Brief the spouse that any job, paid or unpaid, needs a work permit first.
- Diarise expiries. Record each pass, the principal's permits and every 18th birthday in one calendar.

Frequently asked questions
Can my spouse enter Tanzania before the dependant pass is approved?
Yes, on an ordinary visa for the visit. The visa does not permit work and has a fixed stay. File the family's application early so the decision arrives before the visa ends, and keep proof of the pending application with the passport.
Can an unmarried partner get a dependant pass?
The matrix speaks of a spouse and asks for a registered marriage certificate or memorandum of marriage. An unmarried partner does not fit DP-1. A partner may qualify for a Class C permit or another status on their own facts.
Can my parents live with me in Tanzania as dependants?
Yes, if they are aged 60 or above. Code DP-3(b) covers a dependant parent of a resident, with testimonial certificates and passports. The USD 550 dependant pass fee applies, or USD 300 for EAC citizens (NEW-04-22).
Does a dependant pass allow running an online business from home?
No. Regulation 8(4) of GN 657 covers trade, business and profession, not only employment. Income earned while living in Tanzania may also raise tax questions with TRA. The safer course is a work permit and residence permit of one's own.
Is the dependant pass fee refunded if the application is refused?
No published rule provides a refund. Under the e-Permit process for residence permits, the fee is paid only after the file is approved for payment, which limits the risk. If a family member is refused, ask an advocate about review.
Do EAC citizens get a lower dependant fee?
Yes. A dependant pass costs USD 300 for citizens of East African Community partner states, against USD 550 for others (NEW-04-22). Student passes are gratis for EAC students (NEW-04-26, NEW-04-27).
Can an adult child with a disability stay as a dependant?
Possibly. Regulation 9(2) of GN 657 allows a pass for a son over 18 who cannot support himself because of age, infirmity or sickness, for up to two years at a time. Bring medical evidence and ask Immigration to apply the exception.
Is there a minimum income to sponsor a dependant?
No figure is published. Regulation 9(1) of GN 657 requires adequate accommodation and an income sufficient to maintain the dependant. Officers judge this on the file, so attach a contract or payslips, bank statements and a lease.
