01 · Four questions
Find the right service
The answer is the line, the price and the ownership rule that fit — and a brief the Client can send to a consultant in one tap, without filling a form.
02 · Start here
The engagement ladder
Seven published tiers. Each is a fixed scope for a non-regulated activity; regulated sectors are priced on their sector lines below. Select a tier to open its full line.
03 · The full catalogue
Every service, by desk
Search by service, sector or concern, or filter by desk and by ownership rule. The rate box drives every TZS tag on the page.
04 · Invoice and withholding
What the Client pays
Choose a service and the type of client. The table shows the invoice and the amounts Tanzanian law requires the Client to withhold and remit to TRA on Zatra's behalf — those amounts are credited to Zatra and do not change the price.
05 · Eight controls
How the Client knows it will be done
Every engagement runs on the same eight controls. They are written into the engagement letter, not promised in conversation.
The engagement letter fixes the deliverables, the fee, the phases and the document checklist. Work starts when the Client's documents are complete.
Main services are billed in phases against a named result — the certificate, the licence, the handover file. The phase amounts are printed on each line above.
BRELA, TRA, Immigration, regulator, bank and notary fees are recharged at the exact amount on the authority's receipt. Never marked up.
Every invoice carries a TRA EFD/VFD receipt, and the Client's withholding certificates are collected with each payment.
Each line states Zatra's target to delivery or to lodging. The authority's own decision time is stated separately and never presented as Zatra's.
Certificates, permits, accounts and funding are the decision of the authority, bank or investor. A line that depends on such a decision says so before the Client pays.
Where a licence is reserved or carries a Tanzanian shareholding minimum, Zatra says so first. A citizen nominee is never used to pass a citizenship rule.
The figures on this page, in the Price Book and in the PDF catalogue are the same figures, dated 17 September 2026. No quotation is built off a different list.
Monday to Friday, 08:30–17:30 EAT. The reply names the line, the price and the documents needed — nothing to fill in first.
Scope, fee, phases and the ownership rule in writing. The Client signs when satisfied; nothing is invoiced before that.
Documents in, phase 1 paid against a fiscal receipt, and the working-day clock starts.
06 · Ownership rules
Foreign owners: reserved, shared and open
Three lists, each line with its instrument. Reserved means 100% Tanzanian ownership. Shared means a stated minimum Tanzanian shareholding. Open means a wholly foreign-owned company may hold the licence, on the conditions shown. Lines marked "confirm" rest on practitioner or secondary sources and are confirmed with the authority before filing; the rest were read in the instrument or on the authority's own page on 17 September 2026.

How much does it cost to register a company in Tanzania in 2026?
Zatra's Standard Business Setup is USD 999, invoiced in TZS at the Bank of Tanzania rate: BRELA incorporation, TRA registration, ordinary business licence, notarisation and a bank-readiness pack in 14 working days. BRELA's own charges are paid at cost — name reservation TZS 50,000, registration from TZS 95,000 by capital band, TZS 22,000 per document; the TIN is free.
What does SETUP499 cover, and who qualifies?
SETUP499 is TZS 499,000 for Tanzanian citizens starting a sole proprietorship or a company in a non-regulated activity: business-name or company registration, TIN with tax optimisation, the business licence and a bank account opened. TZS 300,000 when the file opens and TZS 199,000 on completion; limited to the first 100 clients.
What does a first business licence cost?
Zatra's fee for a first application in a non-regulated activity is TZS 120,000. The licence fee itself is set by activity category under the Business Licensing Act schedule and paid at cost: BRELA issues Class A licences and the local council, through TAUSI, issues Class B. Regulated sectors are priced on their own sector line.
Can a foreigner own 100% of a company in Tanzania?
Yes, for most activities: the Companies Act, Cap 212, sets no ownership ceiling. The exceptions are activities reserved for citizens by GN 487A of 2025, sectors with a Tanzanian shareholding minimum — insurance broking (two-thirds, Insurance Act 2009 as amended 2017), shipping agencies (over 60%, Cap 415 s.13(2)) — and land, held by non-citizens only through TISEZA derivative rights (Land Act ss.19–20).
Which activities are reserved for Tanzanian citizens?
GN 487A of 2025 reserves 15 activities, including wholesale and retail trade (supermarkets and specialised outlets excepted), mobile money transfer, phone repair, salons, cleaning, small-scale mining, domestic parcel delivery, tour guiding, radio and television, real-estate brokerage, clearing and forwarding, on-farm crop buying and micro and small industries. The Tourism Act 2008, s.58(2), adds mountain climbing, tourist car hire and travel agencies.
What are the work permit and residence permit fees in 2026?
Labour Commissioner work-permit fees: Class A USD 1,000; Class B USD 500; Class C USD 1,000. Immigration residence-permit fees: Class A USD 3,000 (EAC citizens USD 1,500); Class B USD 2,000; Class C USD 500 or USD 200 by sub-class. Zatra prepares and lodges each file for USD 500 per applicant. Verified on the authorities' pages, 18 September 2026.
When must a business register for VAT in Tanzania?
When taxable turnover reaches TZS 200 million in twelve months, or TZS 100 million in six months, under the VAT Act; professional service providers register regardless of turnover. Registration and the TIN are free at TRA, and VAT is charged at 18%. Zatra's VAT registration and EFD/VFD set-up fee is USD 500.
How long does company setup take?
Standard Business Setup targets 14 working days from complete documents to a trading-ready file; Fast Track, at USD 1,500, targets 7. Each line states Zatra's working days to delivery or to lodging. The authority's own decision time is stated separately and is never presented as Zatra's.
How does the Client pay?
In phases against a named deliverable, printed on each service line. Standard Business Setup, for example, is 40% on engagement, 35% on the Certificate of Incorporation and 25% on the trading-ready handover. Every invoice carries a TRA EFD/VFD receipt, and authority charges are recharged at the exact amount on the authority's receipt.
Are there fees beyond the price shown?
No. Each price is Zatra's professional fee, shown exclusive or inclusive of VAT at 18% with the switch under the tag. Authority charges — BRELA, TRA, Immigration, regulators, banks and notaries — are paid at cost with the receipt. The same figures, dated 17 September 2026, appear in the Price Book, the PDF catalogue and this page.
In which currency does Zatra invoice?
Prices are published in USD; lines quoted in shillings, such as SETUP499 and the first business licence, are published in TZS. Every invoice is issued in Tanzanian shillings at the Bank of Tanzania mean rate on the invoice date. The TZS tags on this page use the rate in the filter bar — 2,641.5878 on 17 September 2026.
Who prepared these figures, and how current are they?
The Client Services Desk of Zatra Consultants Limited, Mwenge Tower, Dar es Salaam, reviewed by the firm's founder, a Certified Financial Educator (Bank of Tanzania). Zatra's prices are as at 17 September 2026; authority fees were re-read on the authorities' own pages on 18 September 2026, and every line cites its Act, Order or Regulation.
Guidance for pricing and briefing, not legal or tax advice. Ownership rules were read in the instrument or on the authority's page on 17 September 2026 and authority fees re-verified on the authorities' own pages on 18 September 2026; both change without notice; the live schedule and the current rule are confirmed with the authority before any filing or payment. Prices are Zatra's professional fees in Mainland Tanzania and may be revised; TZS tags follow the rate shown and the invoice uses the Bank of Tanzania rate on the invoice date. Approvals, permits, certificates, bank accounts and funding remain the decision of the authority, bank or investor.
