Residence Permit Class B Tanzania: Employee Permits, Fees, Sequence and Renewal

What is a residence permit Class B in Tanzania? It is the Immigration permit for a foreign national offered specific employment by a specific employer in Mainland Tanzania. The main code, B-1, costs USD 2,000, or USD 500 for EAC citizens (F0406), or USD 2,050 through TISEZA (F0404). It follows a Labour Commissioner work permit of USD 500 or USD 1,000 and ends when the job ends.
The residence permit Class B Tanzania employers file is the second of two permits. The work permit from the Labour Commissioner comes first; the Immigration permit follows on the same online file. What the law says about the Class B permit
Two Acts and two authorities govern a foreign employee, and both permits are needed.
- Immigration Act, Cap. 54: section 32 of the consolidated text to Act No. 9 of 2021 creates three classes of residence permit, A, B and C. Section 34(1) allows a Class B permit for a person "offered a specified employment in Tanzania". The Commissioner General must be satisfied that the person has the qualifications or skill and that the employment benefits Tanzania. The employer gives security.
- Immigration (Amendment) Regulations, 2023 (GN 428 of 2023): the gazette text replaced the Second Schedule to the 1997 regulations. Its matrix sets the Class B codes, fees, issuance statuses and document lists.
- Non-Citizens (Employment Regulation) Act, Cap. 436: the TanzLII consolidation of 14 March 2025 bars any non-citizen from any occupation without a work permit or exemption (section 9). Section 10(1) requires the application to the Labour Commissioner before the non-citizen enters. Section 13(1) sets the work permit classes.
Cap. 54 section numbers here come from the 2021 consolidation and may differ in the Revised Edition 2023. TanzLII flags a Cap. 436 amendment dated 30 June 2025 that its text does not yet carry.

What are the Class B codes in the permit matrix?
GN 428 of 2023 calls Class B "specific employment by specific employer". The e-Permit guidelines, version 2024.3, carry the same four codes.

B-1 is the code for almost every expatriate hire; B-3 suits a project role of six months or less. The amount on the control number governs on the day of payment.
The matrix also sets an issuance status for each file: FG for a first grant, SG for a second grant, RPL for a replacement after expiry, and RG1 or RG2 for a re-grant within or into a class.
Which comes first, the work permit or the residence permit?
The work permit comes first. Both permits are filed on one integrated online file, but two authorities decide.
- Labour Commissioner. The employer opens an account on the Tanzania Work Permit Application portal, files the work permit and pays its control number.
- Commissioner General of Immigration. On approval, the system passes the file to Immigration for the residence permit. The portal guidelines state that it is "integrated with the Online System for application of Residence Permit (e-Permit)".
- Payment and enrolment. Immigration approves the file for payment. The applicant pays the residence permit control number, then attends an Immigration office for fingerprints and photo.
- Issue. Both permits are issued on one e-Permit smart card, according to Clyde & Co (6 April 2023).
Section 10(1) of Cap. 436 requires the work permit application "prior to entry". The e-Permit guidelines say a Class B application "must be made prior to the entry of the prospective employee into Tanzania". Starting work on a visitor visa while the file is pending is an offence. Class B or Class C work permit: which applies?
The residence permit is Class B for every employee. The work permit class depends on the profession. Section 13(1) of Cap. 436 sets five classes:
- Class A: a foreign investor who is self-employed.
- Class B: a non-citizen "in possession of a prescribed profession".
- Class C: a non-citizen in possession of any other profession.
- Classes D and E: approved religious or charitable work, and refugees.
The register describes the prescribed professions for a Class B work permit as medical and health, oil and gas, science and mathematics teaching, and others listed. A Class B work permit costs USD 500 (F0414). Every other profession takes a Class C work permit at USD 1,000 (F0415). The portal does not print the full list, so confirm the class for the job title.
A Class C work permit holder still takes a Class B residence permit. Clyde & Co describes Class B residence as for non-citizens holding "a Class B or C work permit".
How much does a Class B residence permit cost?
Figures are from the Zatra fee register at 26 September 2026. Each fee is paid at the official rate against its own GePG control number, which governs on the day of payment.

The TISEZA resident permit page states the TISEZA figures: "USD 2050", "USD 550 For East African citizen", "USD 50 for each dependants" and a "10% facilitation fee". It does not say whether the 10% is charged on USD 2,050 alone or on the total with dependants.
The portal states that fees are "non-refundable and/or non-transferrable", so a refused or abandoned file loses its fee.
What documents does a Class B file need?
The e-Permit guidelines and the GN 428 matrix list the documents. Uploads on the work permit portal must be PDF, with photos in jpeg or png, each not exceeding 500 kilobytes.

Two items need early work. First, Tanzania is not a party to the Apostille Convention, so foreign degree and marriage certificates may need notarisation and legalisation. Second, section 11(2) of Cap. 436 requires the Labour Commissioner to be satisfied that "all possible efforts have been explored to obtain a local expert". Keep the advertisement and interview record for the role.
Section 7 of Cap. 436 also requires the employer to prepare a succession plan for transferring "the noncitizen's knowledge or expertise to the citizens". The ratio of foreign to local staff is a separate test, covered in our note on the foreign employee ratio.
How long does a Class B permit last, and how is it renewed?
The two Acts set different outer limits, and the shorter cycle drives the calendar.
- Work permit: section 12(4) of Cap. 436 makes a permit valid for 24 months. The first grant and renewals "shall not, in any case, exceed eight years". Section 12(5) allows longer only for investors whose contribution is of great value.
- Residence permit: section 32(2) of Cap. 54, in the 2021 text, allows a permit of up to three years, renewals of up to two years and five years in total.
- Practice: Clyde & Co reports grants of up to two years, renewable, with a total of eight years tied to the work permit.
The work permit portal still shows a five-year maximum for Class B and C. The Act has read eight years since 2021, according to Cymbell Attorneys (3 November 2021). Plan on 24-month cycles and an eight-year ceiling, and confirm the residence permit term on the card.
Renewal is a fresh application. The work permit renewal goes to the Labour Commissioner at least 60 days before expiry under section 12(7) of Cap. 436 (NEW-04-36). Clyde & Co (2 May 2025) confirms that the Labour Laws (Amendments) Act No. 4 of 2025 kept the 60-day rule. The residence permit renewal costs the class fee again (NEW-04-19). Can a Class B holder change employer?
Not on the same permits. Both permits are tied to one job.
- Section 12(3) of Cap. 436 states that a work permit "shall not be transferable" and is valid only for the purpose issued.
- Section 34(3) of Cap. 54 states that a Class B permit ceases to be valid if the holder stops working in the specified employment or takes up other employment.
The new employer must file a new work permit and a new residence permit, at the full class fees. The matrix status RG1, a re-grant within the same class, appears to fit this case; confirm the status code with Immigration. The High Commission in Pretoria lists a letter of no objection from the old employer, and a special pass for a changing employee already in the country. Its 2011 fees show the page is dated, so treat it as indicative.
Until both new permits issue, work for the new employer is work without a permit.
What happens when a Class B employee's job ends?
Status ends with the job, and the employer carries reporting duties under both Acts.

No published text gives a fixed grace period after termination. An employee who needs time to close affairs should apply for C-4 at once. A dismissal dispute does not extend the permit; take an advocate's view before the employee stays on.

The Cap. 54 offences sit in section 47(1) of the Revised Edition 2023, paragraphs (m) and (n) (section 45 in the 2021 consolidation), per register line F0426. A shareholder who also draws a salary is an investor first. Section 9(3) of Cap. 436, as amended in 2025, lets a Class A holder work for another company in which they hold shares only with the Labour Commissioner's written authorisation.
How does it work in Zanzibar?
Immigration is a Union matter, so the Class B residence permit is the same instrument in Zanzibar. The e-Permit guidelines name the Immigration Head Office Zanzibar and the Zanzibar Investment Promotion Authority (ZIPA) as filing points.
Labour is not a Union matter. Section 2(1) of Cap. 436 states that "This Act shall apply to Mainland Tanzania". In Zanzibar, the labour approval comes from the Zanzibar labour authorities under the Employment Act No. 11 of 2005. FB Attorneys (31 October 2022) state that a Mainland work permit holder "cannot use his work permit issued in Mainland to do any work in Zanzibar".

Worked example: a civil engineer and family on B-1
A Dar es Salaam contractor hires a British civil engineer on a three-year contract. His wife and two children, aged 6 and 9, join him; none is an EAC citizen. Civil engineering is not among the register's examples of prescribed professions, so the base case is a Class C work permit.
Route 1, direct, family listed on the permit.
- Work permit Class C: USD 1,000 (F0415).
- Residence permit B-1: USD 2,000 (F0406).
- Re-entry passes, four persons at USD 50: USD 200 (F0406, NEW-04-21).
- Total government fees: USD 3,200.
Route 2, the employer is a TISEZA-registered project.
- Work permit Class C: USD 1,000 (F0415) plus facilitation USD 100 (F0418).
- Residence permit Class B: USD 2,050 (F0404).
- Three dependants at USD 50: USD 150 (F0404).
- Facilitation at 10% of USD 2,050: USD 205 (F0404).
- Total government fees: USD 3,505, or USD 305 more than Route 1.
If the 10% is charged on USD 2,200, including dependants, Route 2 becomes USD 3,520.
Variations. For example, if the engineer works in oil and gas, a prescribed profession, the Class B work permit costs USD 500 (F0414) and Route 1 falls to USD 2,700. If he is a Kenyan citizen, B-1 costs USD 500 (F0406) and Route 1 falls to USD 1,700. If the family receives dependant passes instead of listing, three passes cost USD 1,650 (NEW-04-22). Route 1 then becomes USD 1,000 + 2,000 + 50 + 1,650 = USD 4,700.
Renewal. The work permit runs 24 months, so a three-year contract needs one renewal. Renewal at month 22 repeats the direct cost of USD 3,200 (F0415, F0406, NEW-04-19). Budget USD 6,400 in government fees for the contract under Route 1. Zatra's professional fee is quoted separately.
What to do now
- Confirm the class. Check whether the job title is a prescribed profession (Class B work permit) or not (Class C), and whether the employer files direct or through TISEZA.
- Keep the employee abroad. File before entry, and do not let the employee start work on a visitor visa.
- Build the local-search record. Keep the advertisement, shortlist and reasons, and draft the succession plan.
- Prepare documents early. Certify, legalise and scan degrees, contracts and family certificates to the portal limits.
- Pay on time. Pay each GePG control number within 60 days of approval, and keep the receipts.
- Diarise expiries. Record the expiry, the 60-day renewal date and the half-yearly returns.
- Plan the exit. On resignation or termination, report to both authorities and file C-4 if the employee needs time.

Frequently asked questions
Can I enter Tanzania on a visitor visa and apply for Class B from inside the country?
Cap. 436 and the e-Permit guidelines both expect the application before entry. A visitor may attend meetings but may not work while waiting. The Pretoria mission page also says applicants should generally be outside Tanzania while a Class B file is pending.
Who pays the Class B fees, the employer or the employee?
The law does not say who bears the cost. In practice the employer pays, because it files the work permit and gives security under Cap. 54. State the position in the employment contract, including who pays on renewal and on early exit.
Can a Class B holder do paid work for a second company?
No. The permits are tied to the employer named on them. Work for a second company, even part time or on a consultancy basis, needs its own permits. The 2025 authorisation route for multiple companies applies only to Class A holders with shares.
Is the Class B fee refunded if the application is refused?
The work permit portal states that application fees are non-refundable and non-transferable. The residence permit fee is paid only after approval for payment, which limits the risk on that part. A refusal can be appealed to the Minister within 30 days, through an advocate.
Does a Class B permit holder need a NIDA identity card?
NIDA registration of foreign residents has been reported as part of the residence process, but the current rule is not stated in the permit guidelines. Our dependant pass guide sets out NIDA fees for family members. Confirm with NIDA when collecting the permit.
Can the spouse of a Class B holder work in Tanzania?
Not on the family listing or a dependant pass. A spouse with a job offer needs a work permit and a residence permit of their own, filed by their employer. Unpaid volunteering is also an occupation under Cap. 436.
What happens to a Class B permit if the employer is sold or merged?
No text addresses this directly. If the employing entity changes, the permits name the wrong employer. Treat a change of legal employer as a change of employer and refile. Where only the shareholders change and the same company remains the employer, confirm with both authorities whether any update is needed.
Can a Class B holder stay after the eight-year limit?
Not as an employee under Cap. 436. A holder who becomes a genuine investor may move to Class A, and a retiree aged 55 or above may consider Class C-2. Each route has its own tests and fees, so plan the move well before expiry.
