Direct answer

How does a contractor or developer set up to build in Tanzania?

Register the project company, secure the Contractors Registration Board class or foreign-project registration that matches the works, register the engineers, architects and quantity surveyors with their boards, then sequence land, NEMC and local-authority approvals so the contract, the permits and the tax position start together.

Adviser preparing a project registration file

How to mobilise a project with the registrations in the right order.

Construction in Tanzania is regulated through the Contractors Registration Board under the Contractors Registration Act, with contractors registered by class and category, and foreign contractors registered for specific projects. Engineers, architects and quantity surveyors are registered by the Engineers Registration Board and the Architects and Quantity Surveyors Registration Board. A works contract is executed within those registrations, not before them.

Zatra's desk diagnoses the registration route from the contract itself: value, category, local-partner requirements and the professional staff the project needs. Reserved-activity and local-participation conditions are stated first. Class thresholds and fees are confirmed against the current CRB regulations during the diagnosis.

For developers, the desk sequences land title or derivative rights, NEMC screening and EIA coordination, local-authority building permits, OSHA registration, and the tax position of the project company — VAT, withholding tax on contractors, and PAYE for site staff — so nothing on the critical path arrives after mobilisation.

Frequently asked questions.

Can a foreign contractor bid in Tanzania?

Foreign contractors are registered by the CRB for specific projects subject to conditions, including local-participation requirements in defined cases. The diagnosis states the conditions that apply to the project before mobilisation.

Which comes first: the company or the CRB registration?

The company. CRB registers a legal entity; the entity, its professional staff and its tax registrations must exist before the application is complete.

Does a real-estate developer need CRB registration?

A developer that does not execute works itself contracts registered contractors; the developer's own route is land, approvals, project-company structure and tax. The desk separates the two.

Is an EIA required?

NEMC screening determines whether an EIA or a lesser assessment applies. Zatra coordinates the pathway with registered experts and does not conduct the study itself.
