Foreign Employee Ratios in Tanzania: Labour, Immigration, and Sector Overlays

Foreign Employee Ratios in Tanzania? Tanzanian work-permit practice asks whether a role could be done by a citizen and whether the employer’s localisation story is real. Some sectors, mining local-content rules are the loud example, add statutory overlays on goods, services and, in places, people. This page publishes no frozen foreign-to-local headcount ratio, because the number quoted in corridors is not a substitute for the live Labour, Immigration and sector instruments. Confirm kazi.go.tz, immigration.go.tz, and the sector regulator that actually licences the project.
This page is the localisation operating file: how work-permit desks and some sector statutes treat foreign versus citizen roles. It publishes no frozen headcount ratio. Corridor figures (1:10 and cousins) are not a Gazette.
- Unauthorised work: working without a permit
- Permit how-to: Mainland keeper
- Mining local content: live mining keepers; this assignment does not rewrite them
- GN 487A: reserved activities (ownership, not headcount)
As at 10 September 2026. Confirm kazi.go.tz, immigration.go.tz, and the sector regulator that licences the project. Succession plans on renewals are a live OWAIS attachment for some classes. Confirm the portal, do not invent the template.
Two different questions
Question one: may this non-citizen hold this role? That is a work-permit class and a justification-letter file. Labour asks whether a citizen could do it, what you have done to find one, and how you will transfer skills. Question two: does a sector statute reserve goods, services, or roles to citizen-owned firms? Mining local-content lists are the loud example. Mixing the two questions is how a mining contractor quotes a headcount ratio that belongs to a procurement list.
GN 487A is a third question: may this owner control this business class at all? A fully localised payroll does not cure a reserved wholesale till. Screen ownership first.
What Labour actually asks, in operator language
| Artefact (orientation) | Why it exists | Not a substitute for |
|---|---|---|
| Justification letter | Why this person, this role, this year | A TISEZA certificate |
| Succession / localisation plan on renewal | How a citizen takes the role over time | A frozen 1:10 slogan |
| Advert / recruitment evidence | You looked | A WhatsApp ‘no Tanzanians apply’ |
| Sector approval where required | Mines, health, aviation, others | The work permit itself |
Those artefacts move with the live OWAIS checklist. Confirm epermit.kazi.go.tz. A 2018 PDF in a shared drive is how you upload the wrong annex.
Sector overlays
Mining has local-content regulations that reserve specified goods and services to Tanzanian-owned companies. That is procurement, not a work-permit ratio. People on a mine still need permits. The mining keepers on this site already warn. This page will not reprint the reserved-goods list.
Oil and gas, construction (CRB/ERB), and health have their own professional-registration overlays. An engineer without ERB is not rescued by a work permit, and a work permit is not rescued by ERB. Stack them.
Investor class versus operations staff
Class A-type investor permits (confirm live class names on kazi.go.tz) are not a headcount holiday for an entire foreign operations team. Shareholders who actually work still file. Spouses on dependent instruments still need the correct permission to work. Confirm Immigration. Do not staff a factory on investor permits because the cap table is foreign.
Sequence
- Screen the activity against reported reserved classes.
- Design the org chart with citizen roles that are real, not decorative.
- Justify each foreign role with a letter the live checklist wants.
- Attach sector approvals where the desk asks.
- Renew with a succession story you can defend.
Where this file stalls
- Quoting 1:10 as if it were a 2026 Gazette
- Decorative HR managers who cannot explain the foreign GM’s diary
- Mining local-content lists used as a work-permit ratio
- All-foreign site teams on visitor visas. See the consequences page
- Inventing a localisation ‘waiver fee’
Worked path: factory GM vs specialist millwright
A factory GM is the role Labour will always ask about. Write a real search, a real deputy, and a real training plan. A specialist millwright who commissions a unique line for eight weeks is a different justification: duration, uniqueness, knowledge transfer. Both still need the live permit. Neither is a ratio slogan.
If the millwright is working without a permit because ‘the machine cannot wait’, you are on the consequences page, not this one.
Currency of this file
Checklists, class names and sector lists move. This page is orientation as at 10 September 2026. No frozen ratio is published here on purpose.
Documents Labour actually opens
Org chart with citizen roles that exist; justification letter per foreign role; recruitment evidence the live checklist wants; succession plan on renewal where listed; sector approvals; and NSSF/WCF papers that show the Tanzanian payroll is real. Decorative HR managers are visible in an interview.
Do not attach a mining local-content procurement list and call it a headcount ratio. Different statute. Different desk.
What this page will never publish
A frozen 1:10 or any other headcount ratio. A waiver fee. A TISEZA localisation exemption this desk has not seen as a primary instrument. Confirm kazi.go.tz.
Failure modes
All-foreign commissioning teams on visitor visas. Investor-class permits for shift supervisors. Succession plans copied from another company with the names not changed. GN 487A ignored because ‘our staff are local’: ownership is a different screen.
As-at 10 September 2026: diary discipline
Build the org chart before you offer the foreign GM a start date. Confirm the live OWAIS annex list the week you file.
Mandate-holders this file does not replace
Labour and OWAIS own the justification and succession annexes. Immigration owns residence. Sector regulators own professional registration and, in mining, local-content procurement lists. GN 487A as reported owns activity reservation. None of those is a frozen headcount ratio, and this page will not invent one.
CRB and ERB sit on construction files. A work permit does not register the firm. The construction keepers on this site already exist. Do not paste a corridor ratio onto a CRB class.
Mining local-content reserved services are a procurement statute. Hiring Tanzanian staff does not let a foreign-controlled firm supply a reserved mining service if the regulation says otherwise. Read the mining keepers. This assignment does not rewrite them.
What to put in the board minutes
Write the org chart, which roles will be foreign this year, and who the citizen deputy is. If there is no deputy, write that Labour will be told the truth. Decorative deputies are visible in interviews.
On renewal, minute the succession evidence you will attach. Copy-paste plans from another file with the names not changed are how officers decide you are not serious.
What a declined localisation pack usually looked like
A 1:10 slide, a decorative deputy who cannot describe the GM’s week, and a mining local-content list attached as if it were a headcount rule. Labour reads the justification letter and the succession annex the live checklist names. Write real roles. Confirm kazi.go.tz. This page still prints no ratio. GN 487A remains an ownership screen even if the payroll is local.
Operator calendar for localisation
At org-chart: citizen roles that exist. At each foreign offer: justification letter. At filing: live OWAIS annexes. At renewal: succession evidence with the right names. Mining procurement lists stay in the procurement calendar, not this one. Confirm kazi.go.tz. This page still prints no headcount ratio. GN 487A stays on the ownership calendar even if every shift is local.
Cross-links without contradicting keepers
The consequences page is unauthorised work. The permit keepers are how to apply. Mining keepers own local-content procurement lists. This assignment does not rewrite them. This page prints no ratio. Confirm kazi.go.tz. Decorative deputies fail interviews. GN 487A remains an ownership screen. A localised payroll does not open a reserved class.
What this desk will not freeze on 10 September 2026
Any headcount ratio, including 1:10. Labour reads justifications and succession annexes. Mining local-content lists stay procurement. Confirm kazi.go.tz the week you file. Decorative deputies fail. Ownership reservations remain a separate screen.
Investor-class permits are not a staffing holiday for shift supervisors. Spouses on dependent instruments still need the correct permission to work. Confirm Immigration. Do not staff a line on cap-table folklore.
ERB, CRB and health-professional registers sit beside work permits, not inside them. A permitted engineer who is not on ERB is still the wrong paper for that site. Stack the desks. Do not quote a corridor ratio as if it registered the firm.
Confirm the live OWAIS checklist the week you file. Annex names move on the portal.
Frequently asked questions
What is the official foreign-to-local staff ratio?
This page publishes none. Confirm Labour and your sector statute. Corridor ratios are not a Gazette.
Does mining 100% local-content on some services set my headcount?
That list is procurement. People still need permits. Read the mining keepers.
Do I need a succession plan?
OWAIS lists it for some renewal classes. Confirm the live checklist.
Can TISEZA waive localisation?
Do not assume it. Facilitation is not a Labour waiver unless a live instrument says so.
Zanzibar?
Different permit desks. Do not paste Mainland ratios onto Unguja.
GN 487A vs ratios?
Ownership reservation versus staffing. Screen both.
