Work Permits for Investors in Tanzania: Shareholding Is Not Employment Cover

This page is the investor-who-will-work file. It exists because shareholders treat the extract as permission to manage the Dar office. It is not the employee how-to, not the residence-only page, and not the Zanzibar operating file. If the person will not work — they will only own — you still have a people question for dependants and for anyone who will work. Do not skip Labour because the cap table looks founder-heavy.

As at 10 September 2026. Work-permit class letters have moved with the e-system. Older blogs that say “Class A is the investor permit” are mixing Labour classes with Immigration residence classes. Print the live Labour list the week you file. This page will not freeze a letter.

Two desks, two questions

An investor who will sit in the office, sign contracts, supervise staff or “help out at the plant” is working. Calling it “board oversight” does not change the activity. Seconding from a foreign parent without a Tanzanian employer of record is how inspections start. The company at BRELA, the TIN, and the employer on the permit must be the same story — the same rule the employee stack already states, applied here to founders.

Shareholding, Class A rumours and TISEZA

Immigration has long used Class A language for investors and the self-employed as a residence class. That is the stay file. It is not a Labour work permit. A founder who collects a residence Class A and starts managing operations without the live Labour class is the failure mode this slug exists to name.

TISEZA registration, and any immigrant-quota facilitation the 2025 Act still mentions, is a sentence in an investment file. It does not print the permit. A Certificate of Incentives is not employment cover. Do not tell a bank or an airport officer that “we are TISEZA” instead of showing the live instruments.

Minimum-capital folklore (“USD 500,000 and you get a permit”) is not published here. If a live instrument still ties a residence class to investment thresholds, print that instrument. Do not quote a 2019 TIC brochure.

Sequence for a founder who will work

1. The vehicle exists at BRELA (or BPRA if this is actually Zanzibar — stop and change this page).
2. The company has a TIN. Banks, Labour and Immigration will ask.
3. Name the role in classification terms the live Labour portal uses for investor, shareholder-director, or equivalent — not “founder vibes.”
4. Take the live work-permit class. Do not start paid or de facto work on a business visa.
5. Take the matching residence permit. The residence sibling owns the stay detail.
6. If the job is in Zanzibar, the Mainland stack does not run. Open the island keepers.
7. Renew both. A live work permit with an expired residence is still a problem at the airport.

Dependants do not inherit a job. A spouse who starts work on the principal’s paper is a new Labour file. Children in school are an Immigration question, not a work class.

Fast-track is a slogan

This URL used to market “timeline” and “fast-track setup.” There is no statutory seven-day investor work permit on this page. Working days move with the e-permit host, with complete packs, and with whether the employer actually exists. Quote no clock. A complete pack is: matching names, matching passports, a role the live class list recognises, and the employer’s tax identity. Incomplete packs are not expedited by paying a broker.

Foreign-employee ratios, where they still exist in live regulations or practice, are not reprinted here. Confirm Labour. A one-person founder company still has a people file if that founder is a non-citizen who will work.

Director, shareholder and employee are not interchangeable roles

A non-citizen director who never enters Tanzania may still be a Companies Act fact without being a Labour fact. A non-citizen director who sits in Mwenge three days a week is working. The live Labour class list is what names the box, not the articles of association. Secretaries who “just attend the AGM” and then run procurement are working. Chairpersons who “pop in to sign the bank” are working if that is a regular operating act. Be honest on the form. The inspection will be.

Multiple Tanzanian companies do not give you a floating permit. The work permit names an employer. Moving to a sister company is a new file or a variation the live rules allow — confirm which. Group titles (“East Africa CEO”) are not a class. Mining-sector founders still need this people file and the mineral right; one does not carry the other.

What the e-permit pack is testing

Labour is testing whether a Tanzanian employer exists, whether the role is a live class, and whether the person in the passport is that role. Immigration is testing stay. Banks later test the same names. A pack that uses a maiden name on the passport, a married name on BRELA, and a nickname on the permit is three people. Align them before you pay a portal fee.

Qualifications, CVs and “scarcity of skills” narratives belong on employee classes where the live instrument asks for them. An investor class, if the live list still has one, is a different test — often identity, investment story and role, not a job-ad. Do not paste an employee covering letter onto an investor filing, or an investor letter onto a hired CFO. Print the live form.

Medical, police clearance and yellow-fever requirements appear and disappear from checklists. This page freezes none of them. If the live card asks, attach. If it does not, do not invent a 2018 embassy list.

Renewal clocks and the airport

Work and residence expire on different days more often than boards expect. Diary both. A renewed Labour class with a lapsed residence is how Friday flights fail. A residence that outlives the work class is not permission to keep managing the plant. Dependants follow the principal; when the principal’s work ends, the family file is not a separate business.

Leaving “to wait for the permit” and working remotely into Tanzanian staff is a fact pattern counsel should see. This page is not a remote-work opinion. If the workplace is Tanzania, assume Tanzania’s people desks until a written opinion says otherwise.

Mining, TISEZA and other overlays that still are not the class

A mining licence does not employ the founder. A TISEZA immigrant-quota mention does not print Labour’s certificate. A Cashewnut Board buying licence does not. OSHA does not. The people file stays the people file. Founders in extractives should still open this page and the mining application sequence as two lines in the same board minute.

How this file sits next to the employee stack without copying it

The Labour-first keeper tells an employer how to class a hired foreigner: employer exists, live work class, then residence, then do not work pending. This investor page uses the same desks and refuses the same visitor-visa cover. What it adds is the ownership mistake. A cap table does not skip step two. A founder who will not work still has hired staff who will — those staff belong on the employee keeper, not here. A founder who will work belongs here and still reads the employee keeper so they do not invent a third stack.

Residence Class A language in old Immigration materials is the stay sibling. Founders who “already have Class A” should open the residence page and check whether they also have Labour. Many do not. That gap is the inspection.

Families, drivers and the unpaid cousin

A spouse who “helps in the shop” needs their own work class if they work. An adult child on a dependant residence who starts in the factory needs their own. A foreign driver employed by the company is an employee file, not an investor file, even if they are also a shareholder of a related entity. Unpaid family labour is still labour when it is regular and directed. Do not hide it in a dependant application.

Domestic staff who are Tanzanian are a different statute (and often a different political sensitivity). This page is non-citizen work. Do not mix a Tanzanian housekeeper’s contract into a founder’s e-permit pack.

What “fast-track setup” on this URL used to pretend

The slug still says costs, timeline and fast-track. Those words are a search remnant. There is no investor window that turns a missing TIN into a permit in seven days. There is no Gazette that lets a visitor visa cover a managing director while BRELA “comes through.” The honest acceleration is a complete pack: aligned names, a role the live list recognises, an employer that exists, and no island/Mainland mix-up. Incomplete packs wait. Brokered photocopies fail later, which is worse.

If someone sells you a same-week investor work permit as a product, ask which live instrument they are quoting. If they quote this page, they are misquoting it. If they quote /pricing/, that is Zatra’s professional fee, not Labour’s.

Board questions that are not ‘which class letter is fastest’

Ask: will this person work in Tanzania. Ask: which building. Ask: which company is the employer this week. Ask: Mainland or Zanzibar. Those four answers decide the file. ‘Which class letter is fastest’ is a fifth question that only matters after the live list is open, and even then this page will not rank letters. Date the portal screenshot. A class letter from a 2022 blog is not today’s instrument.

If the answer to ‘will they work’ is no, stop this page and keep the share register as a share register. If they later start working, come back. Permits are not optional because the first year was ‘just setup.’ Setup is work when it is running an office.
