TANCIS Import Declarations: The Customs File, Not the Sector Licence

boxes: TANCIS Import Declarations
Import cartons: TANCIS declares them; it does not licence the agent. Caption date: 10 September 2026. A photograph is not a filing.
Direct answer

TANCIS Import Declarations? TANCIS is the Tanzania Customs Information System: the electronic file where import (and export) declarations live. It is not a licence to clear goods, not a TBS PVoC certificate, not a TISEZA duty exemption, and not a sector permit. Importers still instruct a licensed clearing agent. GN No. 487A of 2025 is reported to reserve clearing and forwarding to non-citizen control. Confirm the live TRA procedure, the Trade Portal card, and an advocate’s reading of the gazetted Order before a foreign-controlled company tries to ‘self-clear’.

This page is the import-declaration operating file: what TANCIS actually files, who may file it, and which papers sit beside it. It is not a PVoC manual, not a duty-rate table, and not a clearing-agent licensing course.

As at 10 September 2026. Confirm tra.go.tz and the Tanzania Trade Portal. Screen names (TANSAD, TANCIS, ‘single window’) move in practitioner speech. The live TRA system name wins. This page publishes no filing fee.

What TANCIS is

TRA Customs’ electronic environment for declarations. The importer of record, the goods, the HS code, the valuation story, the origin, and the taxes computed on that story live there. It is a customs file. It is not permission to be a clearing agent. It is not a TBS certificate. It is not a TMDA registration.

Exports use the same family of systems. Do not paste an import packing list into an export declaration and call it done. See the export page.

Who may declare

In practice, a licensed clearing and forwarding agent lodges the declaration. Importers instruct that agent. A foreign-controlled company that wants to ‘save the agent’ by licensing itself meets GN No. 487A of 2025 as reported: clearing and forwarding is a named reserved class, and local incorporation is reported not to cure a reservation. This page publishes no penalty figure. Get an advocate’s reading of the Gazette before you apply for the agent class.

Being the importer of record is lawful for many companies. Being the licensed agent is a different class. Do not collapse them because the director once cleared a personal used car.

Papers beside the declaration

PaperWhy it sits hereNot a substitute for
Commercial invoice and packing listValuation and identity of goodsA CoC / PVoC certificate
Transport documentThe goods actually movedA TISEZA exemption
PVoC / TBS CoC where scheduledStandards gateThe TANCIS entry
Permits (TMDA, TFRA, others)Sector gatesCustoms duty payment
Exemption / preference documentsIf a live relief actually appliesA brochure promise

Names on those papers must match the importer the system knows. A Hong Kong invoice, a Dar importer, and a third-country consignee with no agency paper is the classic stall. Build identity once: BRELA or BPRA extract, TIN, authorised signatories.

Valuation, HS and origin

Related-party invoices meet customs valuation and transfer-pricing at once. See the TP page. Do not tell Customs one value and TRA income-tax another without a reconcilable reason.

HS classification is a specialist file. ‘Closest code’ from a shipping clerk is how you meet an investigation. Origin for EAC or SADC preference is a certificate story. Confirm the live issuing body. Preference claimed without the paper is a duty assessment waiting.

Pre-arrival and used goods

Pre-arrival declaration practice exists as a sibling slug still pruned on this assignment unless upgraded separately. Confirm the live TRA pre-arrival rule for your cargo type. Used vehicles and used goods have extra overlays. Confirm, do not invent a ban or a levy here.

Transit cargo is another family. A transit declaration is not an import for home use. Diverting transit into the market is a customs offence conversation, not a TANCIS tip. This page will not help you divert.

Sequence

  1. Name the importer of record and screen GN 487A if you also wanted to be the agent.
  2. Classify HS and check PVoC / sector permits before the vessel is booked.
  3. Instruct a licensed agent with a pack whose names match.
  4. Declare, pay, and take delivery against the live release.
  5. Keep the entry for TRA, the bank, and the next audit.

Where this file stalls

Worked path: factory machine vs retail carton

A capital machine for a BRELA manufacturer: importer is the manufacturer, agent is licensed, PVoC/TBS checked against the live list, any capital-goods relief is a named TRA/TISEZA instrument confirmed that week, not a 2019 rumour. The capital-goods-exemption slug remains pruned unless upgraded; confirm TRA. Do not skip PVoC because ‘it is for the factory’.

A carton of consumer goods for a shop: first screen whether retail is a reported reserved class for that owner. Then import as an importer of record through an agent. The shop licence is municipal. TANCIS does not issue it.

Currency of this file

TRA systems, procedure cards and agent-licensing rules move. This page is orientation as at 10 September 2026. The live TRA screen wins.

Documents the agent should receive in one pack

Importer extract and TIN; invoice; packing list; transport document; CoC if scheduled; sector permits; and any relief instrument that actually exists. Names must match. A Hong Kong seller, a Dar importer and a third-country consignee need agency paper, not hope.

Related-party invoices need the valuation story in the same pack. Do not let the broker invent a value the tax adviser has never seen.

What this page will never publish

A TANCIS filing fee. A dwell-time promise. A self-clearing workaround for a foreign-controlled company. GN 487A hedging on clearing stays: reported reserved, local incorporation reported not to cure, no penalty figure.

Failure modes

Booking the vessel before PVoC. Claiming a TISEZA exemption that names a different importer. Diverting transit. Using a friend’s agent licence. Those are how containers sit, or worse.

As-at 10 September 2026: diary discipline

Save the TRA procedure card the day you instruct the agent. If the screen was rebuilt overnight, the new screen wins.

Mandate-holders this file does not replace

TRA Customs owns the declaration. TBS owns PVoC where scheduled. Sector boards own permits. Licensed agents own the lodging. TISEZA owns facilitation, not the entry. Banks own the later FX pack. TANCIS is one screen in that stack.

GN 487A as reported owns the question whether a foreign-controlled company may hold the agent class. Local incorporation is reported not to cure a reservation. No penalty figure is published here. The restricted-list and own-company-clearing pages are the reservation file. This page is the declaration file.

Port terminals and TPA charge dwell. That is not a TRA tax and not a Zatra fee. See TPA orientation if upgraded. Do not argue with a terminal using a TANCIS screenshot.

What to put in the board minutes

Write the importer of record, the agent you will instruct, and that self-clearing will not be attempted without an advocate’s reading of the Gazette. Write that PVoC will be checked before the vessel is booked. Containers do not wait for board meetings held after gate-in.

When a relief is claimed, minute the instrument number. A slide is not a number.

What a declined entry pack usually looked like

Invoice seller, TANCIS importer and bill-of-lading consignee as three different legal persons with no agency paper; a CoC for a different model; and a TISEZA slide offered as relief. The agent cannot lodge that. Rebuild identity, conformity and relief as named instruments before the vessel is on the berth. Self-clearing ambitions in a foreign-controlled vehicle stay on the Gazette, not on a TANCIS password.

Operator calendar for an import

Before the purchase order: HS, PVoC, sector permits, GN 487A screen if you wanted to be the agent. Before the vessel: pack whose names match, licensed agent instructed. On arrival: declaration, payment, release. After: keep the entry for TRA, the bank and the audit. Booking the vessel first is how you buy storage. Confirm tra.go.tz the day you instruct the agent.

Cross-links without contradicting keepers

PVoC is the conformity sibling. Duty-VAT-excise is the charge sibling. Export documents are the outbound twin. Clearing-restriction is the GN 487A sibling. This page only lodges the entry. It does not licence the agent and does not waive PVoC. Confirm tra.go.tz. Reported reservation of clearing and forwarding, local incorporation reported not to cure, no penalty figure: that hedge is unchanged.

Frequently asked questions

Can my company lodge TANCIS without an agent?

Usually you instruct a licensed agent. Self-licensing as an agent is a separate class and a reported GN 487A reservation for non-citizen control. Confirm TRA and the Gazette.

Is TANCIS a licence?

No. It is a declaration system.

Does a TISEZA certificate replace the entry?

No. Relief, if any, must appear as a live customs instrument.

Is PVoC filed inside TANCIS?

PVoC is a TBS conformity paper that sits beside the entry. Confirm both desks.

Exports too?

Same system family, different procedure. See the export page.

Fees?

TRA, agent and port tariffs are not Zatra invoices. Zatra is on /pricing/.
