PVoC and TBS Import Conformity: The Certificate the Container Needs Before It Sails

This page is the import-conformity operating file: when goods bound for Tanzania need a Pre-Export Verification of Conformity paper administered with the Tanzania Bureau of Standards. It is not a TANCIS manual, not a TMDA product-registration course, and not a duty table.

What PVoC is for

Tanzania requires many regulated goods to be inspected against applicable standards in the country of supply before they ship. The output is typically a Certificate of Conformity (CoC) that Customs and TBS will recognise on arrival. Arriving without it, where the live list requires it, is how a container earns storage and a destination-inspection argument you did not budget.

PVoC is a standards gate. It does not assess customs value. It does not collect VAT. It does not licence the importer to retail. A beautiful CoC on a reserved wholesale activity is still a GN 487A problem. Screen ownership first.

What it is not

Food can need TBS and TMDA. Cosmetics can need TMDA. A generator can need TBS and an energy overlay. Stack the desks. Do not pick the friendliest acronym.

Who inspects

TBS contracts inspection bodies for routes and countries. The live list of bodies is a TBS publication. Using a cousin’s surveyor in Shenzhen is how you pay twice. Book the body TBS currently names for that origin. Confirm tbs.go.tz the week you manufacture, not the week the vessel is on the berth.

Destination inspection, where the live programme still allows it as an alternative or a penalty path, is usually slower and more expensive in dwell. Do not plan for destination inspection because PVoC felt like paperwork. Plan for PVoC. Confirm the live alternative, if any.

HS code first

The goods list is HS-driven. A marketing category (‘home appliances’) is not a row. Classify, then check. If two codes could apply, read both rows and then ask TBS which one they will actually enforce. Guessing ‘we are spare parts so we are exempt’ is how you meet an inspector.

Exemptions and de-minimis, where they exist, are live TBS/TRA rows. This page publishes no value threshold. A sample kit in a courier bag can still be scheduled goods.

Sequence

1. Classify HS before you book production.
2. Open the live PVoC list on tbs.go.tz / the Trade Portal.
3. Book the contracted body in the country of supply.
4. Ship with the CoC matching the invoice, packing list and marks.
5. Declare on TANCIS with the same names.

Where this file stalls

• CoC that names a different importer or a different product
• Shipping before the inspection because the factory was ‘ready’
• Treating a manufacturer ISO certificate as a CoC
• Skipping PVoC on a TISEZA project because ‘investment goods’
• Mixing Zatra’s fee into a TBS charge: pricing only

Worked path: electrical appliances vs bulk fertilizer

Consumer electrical goods are the textbook PVoC family in operator memory, still confirm the live list. The CoC, the plug standard story, and the invoice must match. A Dar retailer who is foreign-controlled still has the wholesale/retail reservation screen before the till opens.

Bulk fertilizer is a TFRA product and dealer story as much as a TBS story. See the fertilizer-dealer orientation when upgraded. Do not file PVoC and skip TFRA, or the reverse. Two desks. One vessel.

Used goods

Used goods and used vehicles have extra overlays that move by Finance Act and TBS/TRA notices. This page will not invent a ban, an age cap, or a levy. Confirm the live used-goods card before you buy the auction lot abroad.

Currency of this file

TBS reprints lists and changes contractors. This page is orientation as at 10 September 2026. tbs.go.tz wins.

Documents the inspection body actually wants

Product list with HS codes; manufacturer identity; test reports the live programme names; and the importer who will appear on TANCIS. Booking an inspection against a brand name without an HS code is how you inspect the wrong row.

The CoC must still match the shipped marks. A CoC for model A and a container of model B is not a CoC. It is storage.

What this page will never publish

Failure modes

ISO certificates offered as CoCs. Destination inspection used as a plan. TISEZA projects skipping PVoC because ‘capital goods’. Fertilizer or medicines treated as ‘just TBS’ when TFRA or TMDA also sits on the carton.

Open the live list before you pay the factory deposit. If the list grew, the list wins.

Mandate-holders this file does not replace

TBS owns the conformity programme. TRA Customs owns the entry that will ask for the CoC. TMDA, ZFDA, TFRA, TPHPA and TOSCI own product files that can sit on the same carton. EWURA can sit on fuel-burning equipment. Stack them. A CoC is not a medicine registration.

Inspection bodies are contractors TBS currently names. They are not a substitute for TBS. If a body is rotated off the list, last year’s relationship does not save this shipment. Confirm tbs.go.tz.

Retail and wholesale reservation is still GN 487A as reported. A perfect CoC on a reserved till is still a reserved till. Screen ownership.

What to put in the board minutes

Write the HS family, that the live PVoC list will be printed before the factory deposit, and that destination inspection is not the plan. Write which other product desks might apply. If no one in the company can name those desks, hire someone who can before you ship.

When a CoC is issued, minute that marks, model and importer were checked against the invoice. Mismatched CoCs are how you buy storage.

What a declined CoC pack usually looked like

An ISO certificate, a cousin’s surveyor, and an HS code chosen by a shipping clerk. TBS will not treat that as a Certificate of Conformity. Book the contracted body named this week on tbs.go.tz, against the HS row, with the importer who will appear on TANCIS. Destination inspection is not the plan. Fertilizer and medicines still need their own desks on top.

Operator calendar for conformity

Before the factory deposit: print the live PVoC list for that HS. During production: book the contracted body TBS currently names. Before the vessel: CoC matching marks, model and importer. On arrival: TANCIS with the same names. After: keep the CoC with the entry. ISO badges and cousin surveyors are not a calendar. Confirm tbs.go.tz the week you pay the deposit.

Cross-links without contradicting keepers

TANCIS lodges the entry. Duty-VAT-excise charges it. TMDA, TFRA and cousins remain other desks. This page only decides whether a CoC is on the live list. Confirm tbs.go.tz. A CoC does not open a reserved wholesale till. GN 487A hedging is unchanged. TISEZA does not waive conformity unless a live instrument, which this page has not seen as a general waiver, says so.
