Exporting from Tanzania? There is no single ‘export permit’ for Tanzania. A lawful export sits on a stack: a company TRA can recognise, a TIN, the sector instrument the HS code actually requires, a TANCIS export declaration, and any TBS, phytosanitary, veterinary or origin paper the destination and the live Trade Portal card name. Cashew, minerals, fish and timber each keep their own board. Confirm trade.tanzania.go.tz and the mandate-holder on the day you book the vessel.

This page is the general export-document operating file: which papers sit on a carton leaving a Tanzanian port or airport, in what order, and which mandate-holder owns each paper. It is not the cashew auction file, not a mineral-export royalty file, and not a TANCIS data-entry manual.

There is no single export permit

Investors search “export permit Tanzania” because other countries issue one. Tanzania issues a stack. The company must exist. TRA must know the taxpayer. The sector board that owns the goods, if any, must have licensed the activity. Customs must see a TANCIS export declaration that matches the commercial documents. TBS, the plant-health desk, a veterinary desk or a certificate of origin may sit on top depending on the HS code and the destination. Skipping any layer is how a container sits.

A BRELA extract is identity. It is not permission to export cashew, gold, fish, timber, scrap or medicines. Those goods have named boards. General manufactured goods may have no crop board and still need TANCIS, a commercial invoice, a packing list, a transport document and whatever destination rule the buyer’s bank named.

Identity before the carton

Start with the legal person who will be the exporter of record. Mainland companies sit at BRELA. Zanzibar companies sit at BPRA. See BPRA, not BRELA. The TIN on the declaration must match that person. An EFD / e-fiscal device story and a VAT file, where the taxpayer is in that net, sit beside the export, not instead of it. Confirm the live TRA exporter profile before the first declaration.

Banks will later ask for the same identity when export proceeds arrive. Build the pack once. Do not invent a second company name for the bill of lading.

The Tanzania Trade Portal publishes procedure cards by activity. Open the card that matches the goods, not the card that matches the slogan on your website. If two cards could apply, read both and then ask the mandate-holder which one they will actually stamp.

TANCIS is the customs declaration, not the sector licence

TRA’s Tanzania Customs Information System (TANCIS) is where the export declaration lives. It does not replace a Cashewnut Board buying licence, a mineral export permit, or a fish export licence. Filing TANCIS without the sector paper is how the file is complete in the software and dead at the gate.

Pre-arrival and import declarations are a sibling family. Do not paste an import packing list into an export file and call it done. Confirm the live TRA export procedure on tra.go.tz and the Trade Portal card.

Papers that sit on the carton

The commercial set is ordinary and still mishandled: commercial invoice, packing list, and the transport document the carrier will actually issue (bill of lading, air waybill, or the road equivalent). Then the destination set: certificate of origin where the buyer’s preference scheme requires one, a phytosanitary certificate for plants, a health or catch certificate for fish, a fumigation certificate where the contract says so. TBS conformity is more often an import PVoC story; do not assume every export needs a TBS export certificate. Confirm the live TBS and Trade Portal cards for that HS code.

GN 487A sits before the first contract

GN No. 487A of 2025 is reported to close fifteen business categories to non-citizen control. On-farm crop purchasing is the cashew example already used on this site. Clearing and forwarding is reported reserved. A foreign-controlled exporter who also wants to buy at the farm gate, or to clear their own goods as a licensed agent, needs an advocate’s reading of the gazetted Order, not a blog inference. This page publishes no penalty figure. Screen the activity on the restricted-activity checker and the restricted-list operating file before you form the vehicle.

Sequence that does not invent a calendar

  1. Name the goods and the HS code: not the marketing category.
  2. Screen ownership against reported reserved classes: especially on-farm buying and self-clearing.
  3. Form the exporter of record on the correct side of the Union.
  4. Open the TIN and the TRA exporter profile that will appear on TANCIS.
  5. Take the sector instrument the board actually issues for that season or year.
  6. Assemble the commercial pack the bank and the buyer named in the LC or contract.
  7. Declare on TANCIS and match the physical carton to the declaration.
  8. Keep the evidence for proceeds, TRA and the next shipment.

Export procedure cards, crop-board season rules and TRA system screens change in-year. This page is orientation as at 10 September 2026. It will need a restatement when a named board reprints its export checklist. Worked path: a manufactured carton vs a regulated crop

Take two exporters who both think they need ‘an export permit’. The first is shipping plastic household goods made in a Dar factory to Nairobi. The legal person is a Mainland company with a TIN. There is no crop board. The live Trade Portal card for that HS family will still want a commercial invoice, a packing list, a transport document and a TANCIS export declaration that names the same exporter. EAC preference, if claimed, is a certificate-of-origin story. Confirm the live issuing body. TBS may be silent on the export side and loud on the Kenyan import side. The stall is usually a name mismatch, not a missing ‘general export licence’ that does not exist.

The second is shipping raw cashew. Identity and TANCIS still sit on the file. They are not the buying licence, not the TMX auction, not the bid-security deposit, and not the TRA levy arithmetic. Those live on the cashew operating guide. Pasting the plastic-goods pack onto a cashew season is how a container is booked and the Board does not know the buyer. Pasting the cashew pack onto plastic goods is how an investor waits for a crop-board meeting that will never be called.

Minerals are a third family. A dealer licence, royalty and export control at the Mining Commission and TRA are not this page. Do not put gold in the ‘general manufactures’ row because the courier offered a sample kit.

Banks, letters of credit and the same names

Export proceeds will hit a Tanzanian account. The bank will reconcile the declaration, the contract and the payer. If the LC names a Hong Kong trading company and TANCIS names a Dar manufacturer with no agency paper, the proceeds sit. Build the identity once: BRELA or BPRA extract, TIN, authorised signatories, and the exporter of record on every document. What ‘confirm live’ means on a shipping week

Print or save the Trade Portal card dated the day you book. Save the TANCIS acknowledgement. Save the sector licence’s season or expiry. If the Board reprints rules between booking and gate-in, the reprint wins. Email yourself the PDFs. A consultant’s memory of 2024 is not a filing.

Is there one export permit for Tanzania?

No. Export is a stack: identity, TIN, sector instrument where the goods require one, TANCIS declaration, and destination papers. Confirm the live Trade Portal card for the HS code.

Does a BRELA company let me export cashew or gold?

No. Cashew sits on a Cashewnut Board licence and TMX rules. Gold sits on Mining Commission and TRA export controls. The company is identity.

Can a foreign-owned company export?

Often yes for the export act itself, subject to the sector statute. GN No. 487A of 2025 is reported to reserve on-farm crop purchasing and clearing and forwarding, among other classes. Local incorporation is reported not to cure a reservation. No penalty figure is published here. Get an advocate’s reading of the gazetted Order.

What is TANCIS in an export file?

TRA’s customs information system for the declaration. It is not a sector licence and not a bank remittance.

Where do I confirm the documents today?

trade.tanzania.go.tz for the procedure card; tra.go.tz for the declaration; the named sector board for the licence. Confirm on the day you book.

Does this page quote export levies?
