Clearing and Forwarding: Importer of Record Is Not the Agent Licence
Clearing and Forwarding? A company may be the importer of record. That is not a licence to act as a clearing and forwarding agent. GN No. 487A of 2025 is reported to reserve clearing and forwarding to non-citizen control, commencing 28 July 2025, and local incorporation is reported not to cure a reservation. Importer of record is not the agent
Many companies lawfully import. They instruct a licensed clearing and forwarding agent to lodge TANCIS. Wanting to ‘save the agent’ by licensing the same foreign-controlled company as the agent is the reservation. Being the consignee is not the class.
A citizen-owned agent you instruct is the ordinary path. A nominee agent who is you in disguise is a BO and GN 487A problem. See the BO page.

Write that the company is the importer of record, that clearing will be instructed to a licensed agent, and that self-licensing will not be attempted without an advocate’s Gazette reading. If a director wants to save the fee, minute the reservation.

A manufacturer who imports machines through a licensed agent is the ordinary path. The manufacturer is the importer of record. The agent lodges TANCIS. Names match. GN 487A as reported does not bite the import act itself. It bites the agent class. Keep it that way.
A group that wants the agent licence ‘because we import a lot’ is the reservation. A foreign-controlled Tanzanian company is reported not to become a local agent by incorporating. What ‘licensed’ means this week
TRA publishes or recognises licensed customs agents. Ask for the licence copy and check it. A WhatsApp ‘we clear at port’ is not a licence. Borrowing an agent code is a customs conversation you do not want. The TANCIS page is the declaration sibling.
