EWURA classes are not a shop licence

Construction of a station, wholesale, retail, and LPG distribution are different live instruments. A municipal business licence does not authorise a pump. A BRELA extract does not authorise a tank. Sequence EWURA with fire, weights-and-measures, NEMC and the council.

Import of petroleum products is another overlay (TPA, TRA, EWURA wholesale). This page is the site that sells to vehicles and cylinders, not the tanker at the port.

What to put in the board minutes

Write the EWURA class, the ownership screen against reported reservations, and that no product flows until the operating instrument exists. If a partner wants to ‘soft open’, minute the refusal.

A roadside tank, a shop licence, and a foreign-controlled company that also wanted to retail. Rebuild ownership and EWURA before the first tanker is ordered.

An LPG cylinder yard is a related family with different live instruments. Cylinders from an unlicensed yard are a safety file as well as a licensing file. Do not treat LPG as ‘just retail gas’ on a municipal shop licence.

Ownership screen

Retail trade is a reported reserved class under GN 487A. Whether a filling station is in that class or in a separate energy class is an advocate’s reading of the Gazette and the petroleum statute together. This page will not invent the answer.
