Solar Mini-Grids and Captive Power: EWURA First: NEMC Is Not the Licence

Solar Mini-Grids and Captive Power? Generating electricity in Tanzania (mini-grid, captive plant, or a system that sells to others) is an EWURA electricity-licensing file under the Electricity Act framework. A NEMC certificate is not that licence. A TANESCO connection offer is not that licence. Off-grid rules, net-metering conversations and exempted small systems, where they exist, are live EWURA instruments, not a forum post. This page publishes no MW threshold and no tariff. Confirm ewura.go.tz. The locked hydropower foreign-contractor guide on this site already warns that EWURA is not NEMC; this page does not edit that guide.
This page is the generation-and-mini-grid operating file: EWURA’s electricity path for solar plants, captive power and mini-grids. It is not a petroleum-station licence, not an EIA issuer essay, and not a TANESCO connection manual.
- Fuel / LPG: EWURA petroleum
- EIA issuer: who issues the certificate
- Hydropower keeper: locked on this assignment; EWURA is still not NEMC there either
As at 10 September 2026. Confirm ewura.go.tz. This page publishes no MW threshold, no tariff, and no exemption for ‘captive only’. If a live EWURA rule exempts a small system, that rule, not this paragraph, is the exemption.
Captive is still generation
A factory that generates for itself still meets the Electricity Act framework unless a live exemption says otherwise. Selling surplus to neighbours is a mini-grid or supply conversation. A container of panels without EWURA is a procurement, not a plant. Confirm the live class for your MW and your offtakers.
TANESCO connection offers, net-metering conversations and standard-offer programmes, where they exist, are live instruments. Do not model a tariff from a 2020 PDF.
EWURA is not NEMC
| Desk | Paper | Substitute? |
|---|---|---|
| EWURA | Generation / mini-grid / supply class | Not applicable |
| NEMC / EMA | EIA certificate where required | No |
| Lands | Instrument for the plant | No |
| TANESCO / network | Connection where you interconnect | No |
| Municipal | Building permit | No |
The locked hydropower foreign-contractor guide already makes this distinction. This page does not edit it. If a sentence here disagrees with that page on GN 487A hedging, that page’s hedge stands.
Sequence
- Name MW, offtakers and site.
- Screen EIA before you order panels as if they were furniture.
- Hold land you can plant on.
- Apply to EWURA on the live class.
- Build under the construction conditions, then operate.
Where this file stalls
- Importing panels first, licensing later
- Calling a mini-grid ‘just CSR’
- NEMC correspondence offered as a generation licence
- Inventing a kW exemption from a forum
Documents this file usually needs
Site coordinates; land instrument; single-line diagram; offtaker story; EIA status; company extract; EWURA forms the live portal names. If offtakers are a village, write who pays whom. If offtakers are the factory only, write that honestly, and still confirm whether captive is exempt.
What this page will never publish
A MW threshold. A tariff. A statement that solar is always exempt. A foreign-contractor waiver. Confirm ewura.go.tz.
Failure modes the officer already knows
Energising a plant on an EIA acknowledgement. Selling to neighbours on a captive story. Using a TISEZA slide as EWURA. Mixing petroleum retail into a solar yard without the fuel class.
Operator calendar
Land and EIA sit before panel deposits if the list requires a certificate. EWURA sits before energisation. Reverse that order and you own stranded containers.
What to put in the board minutes
Write MW, offtakers, EIA status, and the EWURA class you believe you are in. Write that no energisation happens without the live instrument. If a contractor wants to ‘test’, minute whether testing is generation.
What a declined pack usually looked like
A container of panels, a NEMC letter, and a village already wired. Rebuild EWURA and the offtaker story before the next container sails.
As-at 10 September 2026: what this desk will not freeze
Thresholds, tariffs, class names. Print ewura.go.tz the month you apply. The hydropower keeper’s EWURA-is-not-NEMC warning is unchanged.
Cross-links without contradicting keepers
Petroleum EWURA is the sibling. EIA pages sit beside. Building permits sit beside. Locked TISEZA and hydropower pages are not edited here. GN 487A hedging is unchanged.
Worked path: factory rooftop versus village mini-grid
A factory rooftop that never sells a kilowatt-hour may still need an EWURA class unless a live exemption names that kW. Confirm. Importing panels first is how you own containers while the class is pending. EIA may still sit if the list cares about the site. Building permits may still sit for mounting structures. Stack them.
A village mini-grid that sells to households is supply. Tariffs, consumer rules and offtaker contracts are live EWURA conversations. CSR language is not a class. Who collects the money must be written. If a donor pays capex, the operator still needs the licence.
Interconnection
Connecting to TANESCO is a network file as well as a generation file. Offers, wheeling and net-metering, where they exist, are live instruments. Do not model a 2020 tariff. Confirm the live utility and EWURA notices.
Captive plants that later sell surplus have changed class. Minute the change before the first surplus kWh. Silent surplus is how you meet a supply investigation.
Contractors and people
Foreign EPC contractors meet work-permit and, for some works, contractor-registration overlays. The locked hydropower guide already warns that EWURA is not NEMC and that contractors are not the environmental certificate. This page does not edit that guide.
Work without permit remains a separate breach. Commissioning engineers still need the live instruments. See the consequences page.
As-at 10 September 2026: threshold discipline
This page still prints no MW exemption. Print ewura.go.tz the month you apply. If a later rule exempts small solar, that rule is the exemption. Until then, do not assume sunshine is a licence.
GN 487A hedging is unchanged. TISEZA is not a generation licence. EIA issuer page remains the signature-block sibling. Zatra’s fee is on /pricing/.
What EWURA will ask that a panel vendor never asked
MW, offtakers, interconnection, consumer rules if you sell, and the live class. A quotation for containers answers none of those. Energising on a NEMC acknowledgement is the issuer-page stall. Energising without EWURA is this page’s stall. Confirm ewura.go.tz. This page still prints no MW exemption.
Donors who pay capex do not become the licensee unless they are. Write who operates, who collects, and who maintains. CSR language is not a class. Village mini-grids that sell to households are supply.
Surplus, testing and contractors
Testing that puts power on a network is generation. Surplus from a captive plant is a class change. Minute it before the first exported kWh. Foreign EPC staff still need work permits. The locked hydropower guide already warns that EWURA is not NEMC. This page does not edit it.
Land, building permits and EIA sit beside. TISEZA is not a generation licence. GN 487A hedging is unchanged. Zatra’s fee is on /pricing/.
Operator calendar
Name MW and offtakers first. EIA screen second. Land third. EWURA class fourth on ewura.go.tz. Build fifth. Energise sixth. Surplus from captive is a class change before the first exported kWh. Panels before the class is how you own containers. This page still prints no MW exemption.
What a declined pack usually looked like
A container of panels, a NEMC letter, and a village already wired. Rebuild EWURA and the offtaker story. CSR is not a class. Foreign EPC staff still need work permits. The hydropower keeper’s EWURA-is-not-NEMC warning is unchanged and not edited here. Zatra’s fee is on /pricing/.
Close-out as at 10 September 2026: generation and mini-grids
Print ewura.go.tz the month you apply. Name MW and offtakers. Screen EIA. Do not energise on a NEMC letter. Do not assume sunshine is a licence. Captive surplus is a class change. Village sales are supply. CSR is not a class. The hydropower keeper’s EWURA-is-not-NEMC warning stands and is not edited here. No MW threshold is frozen on this page. Work permits still sit for foreign EPC staff. Zatra’s fee is on /pricing/. If a later rule exempts small solar, that rule is the exemption.
Worked failure: village wired on a NEMC letter
Panels are on site. Households are connected. The paper in the data room is a NEMC acknowledgement. EWURA has not issued a class. CSR language is on a slide. That is supply without a supply instrument. Stop energising. Name MW and offtakers. Screen EIA. Apply on ewura.go.tz. Then connect. Captive surplus is a class change. No MW exemption is frozen here. Hydropower keeper’s EWURA-is-not-NEMC warning stands. Work permits still sit for foreign EPC staff. Zatra’s fee is on /pricing/.
If households are already connected without a class, stop new connections and take advice. This page is not a regularisation recipe. Confirm ewura.go.tz. Do not sell surplus silently from a captive plant.
