Building Permits in Tanzania? You do not pour a slab in Mainland Tanzania on an architect’s PDF. A building permit is issued by the local government authority that owns that plot’s planning file, against drawings and land papers the live by-law wants. The council owns the planning file
Drawings go to the authority that owns that plot. A Dar consultant lodging Kinondoni drawings in a Dodoma inbox is how files bounce. Change of use is a sibling if the extract says residential and the drawings say kiln. Confirm the live council.

What to put in the board minutes
Write the council, the land instrument, the EIA status, and that no slab pours without the stamp. If a contractor wants to ‘start the camp’, minute whether the camp is itself building works.
What a declined pack usually looked like
Drawings in the wrong council, no extract, a NEMC acknowledgement offered as permission, and a camp already on site. Rebuild geography and land before you argue with a building officer.

Worked path: industrial shed versus office fit-out
A greenfield shed on general land is land instrument, EIA if listed, drawings at the correct council, CRB/ERB, then the stamp, then mobilisation. Pouring ‘just the blinding’ before the stamp is still building. Confirm the live council. TISEZA does not stamp the slab.
An office fit-out in an existing Dar tower may be a lighter municipal file. Confirm. Generators, change of use, and structural cuts can still pull you into permits you did not budget. Ask before the contractor’s first invoice.
Inspections and variations
Stamped drawings that are not the drawings on site are a stop-work. Variations exist so you can change honestly. Changing silently is how you meet a demolition conversation. Confirm the live inspection stages. This page invents no stage-count.
Occupancy or completion papers the live by-law names sit after the works. Moving in on a building permit that authorised construction, not occupation, is a different stall. Read the paper you hold.
Foreign contractors

What a stop-work order is telling you
That the council, or another desk, does not recognise the works as authorised. Continuing is a choice. Photograph the notice. Instruct the file the same day. Arguing that ‘TISEZA said we could’ is not a defence unless TISEZA issued a building permit: which it does not. The locked TISEZA guides are not this stamp.
Neighbours’ complaints, EIA conditions, and fire notices can all stop a site that has a building permit. The permit is necessary, not sufficient. Read the conditions on every paper in the folder.

The applicant, the landholder, and the contractor should be reconcilable. A BRELA company that is not on the extract needs a consent or assignment first.
