Seed Dealers in Tanzania: TOSCI Certification, Not a Fertiliser Licence

Is a fertiliser dealer licence enough to sell certified seed in Tanzania? No. Dealing in certified seed is a Tanzania Official Seed Certification Institute file under the Seeds Act, Cap. 308: certification of the seed itself, and dealer or agro-dealer registration as the live TOSCI and district rules name. Variety release, seed-class (breeder, foundation, certified), and a shop licence are different papers. TMDA does not cover seed. TFRA does not cover seed. Confirm tosci.go.tz.
This page is the TOSCI seed-dealer file. It is not a TFRA fertiliser walkthrough, not a TMDA registration, and not a crop-buying licence.
- Fertiliser dealers: TFRA, not TOSCI
- Cashew crop board: a different crop, a different board
As at 10 September 2026. Confirm tosci.go.tz. Zanzibar seed is a different administration.
Certification of the lot, then the dealer
| Instrument | What it is | What it is not |
|---|---|---|
| Variety release / national list | This variety may be sold as seed | Permission for you to retail it |
| Seed class (breeder / foundation / certified as live-named) | The generation and the standard the lot met | A shop licence |
| TOSCI dealer / producer / importer registration | You may deal in certified seed from named premises | A TFRA fertiliser class |
| District agro-dealer overlays | As local rules still name them | A substitute for TOSCI |
Uncertified grain sold as “seed” is how farmers lose a season and how TOSCI inspections start. Keep lot identity, labels, and the certification documents that travelled with the bags. Rebagging certified seed into unmarked sacks is the failure mode, not a margin strategy.
Importers still need the live TOSCI import and quarantine path, plus plant-health instruments the Tanzania Plant Health and Pesticides Authority (or the live successor name) administers. TOSCI certification is not a phytosanitary certificate. Do not collapse those desks because both sit in agriculture.
Sequence
- Name the crop, the variety, and whether you produce, import, or only retail.
- Confirm the variety is on the live list. Do not import a variety that is not releasable.
- Form the company. Take TOSCI dealer (and producer, if you produce) registration.
- If you import, take the import and plant-health instruments consignment by consignment as required.
- Keep lot documents with the bags. Sell only labelled certified seed.
- If you also sell fertiliser, open TFRA. If you also buy crop at the farm gate, screen GN 487A.
Worked path: the agro-dealer who poured seed into smaller bags
A licensed dealer splits 50 kg certified bags into 2 kg unlabelled piles because smallholders ask for “just a little.” The certification travelled with the original bag. The piles are now uncertified. Stop, or pack only in labelled units the live rules allow. A different stall: a seed company treats TFRA product registration as covering a maize hybrid. Fertiliser and seed are different statutes.
Germination printed on the label is a claim TOSCI can test
Certified seed carries a labelled germination and purity the lot met at certification. Selling last season’s bags without checking remaining life is how a district complaint starts. Keep lot numbers. Keep the certificates. If the live rules require retesting after a period, confirm that period. This page will not freeze it. Counterfeit hybrid maize is a known East African failure mode. Buy from the person TOSCI actually registered, not from a pickup at the roadside.
Producer versus dealer
Producing certified seed (isolation distances, inspections, processing plant) is a heavier TOSCI file than retailing sealed bags. Do not file as a dealer and then run a production farm. Importers who relabel foreign bags as “certified in Tanzania” without the live TOSCI path are not importers. They are a seizure. Plant-health (TPHPA) still sits on the consignment. Two desks, two stamps.

Not into unlabelled piles. Confirm the live packing rules.
