Fertilizer Dealer Licensing in Tanzania: TFRA’s Class, Not a Product Registration

crop rows: Fertilizer Dealer Licensing in Tanzania
Crop rows: fertiliser dealing is a TFRA class, not a farm photograph. Caption date: 10 September 2026. A photograph is not a filing.
Direct answer

What licence do you actually need to sell fertiliser in Mainland Tanzania? A Tanzania Fertilizer Regulatory Authority dealer class under the Fertiliser Act, 2009, not a BRELA certificate and not a TOSCI seed file. A dealer licence, a product registration for each formulation, and an import permit are different papers. This desk has seen reporting of Fertiliser Regulations, GN No. 68 of 20 February 2026: confirm the gazetted instrument; this page reprints no fee schedule and no penalty. On-farm crop purchasing remains a GN 487A screen where the activity is buying crop, not stocking fertiliser. Confirm tfra.go.tz.

This page is the TFRA dealer-class file: who may sell, blend, import or manufacture fertiliser on the Mainland. It is not a TOSCI seed-dealer walkthrough, not a TMDA product registration, and not a crop-buying licence.

As at 10 September 2026. Confirm tfra.go.tz. Zanzibar agriculture is a different desk.

Agro-dealers who stock seed, agrochemicals and fertiliser under one tin roof still need the live class for each pile. A TOSCI certificate on the wall does not cover the urea. A TFRA dealer class does not cover the hybrid maize. TMDA sits on veterinary and human medicines, not on this file.

GN No. 68 of 2026: reported, not reprinted

Secondary reporting in 2026 has pointed at Fertiliser Regulations published as Government Notice No. 68 of 20 February 2026. This page treats that citation as a lead to the Gazette, not as a schedule we will freeze. Fees, classes, labelling and penalties belong on the gazetted instrument and on tfra.go.tz. If the live TFRA portal and the Gazette disagree, the Gazette wins until TFRA administers the new text.

The Fertiliser Act, 2009, remains the parent statute unless a later Act has repealed it. Confirm the Attorney-General e-library before you cite a section number in a filing. This page does not reprint a penalty.

Premises, labels and the inspector’s first question

TFRA inspects stores, not slogans. The first question is whether the product on the shelf is the product on the registration, in the bag the label describes, at the premises the dealer class names. Rebagging, “our blend,” and unmarked piles in a go-down are how inspections start. Keep batch identity. Keep invoices that name the registered product, not “fertiliser mixed.”

Import consignments stall when the product registration, the import permit and the bill of lading describe three different goods. PVoC / TBS conformity, where it applies to the HS code, is a sister file, not a TFRA exemption.

Sequence

  1. Form the company and open the TRA file. TFRA will not licence a ghost.
  2. Name the activity: retail, wholesale, import, blending, manufacture. Do not file the cheapest class against a blending plant.
  3. List every product you will actually hold. Register products that are not already on the live register, or do not import them.
  4. Take the TFRA dealer class for the premises you will use. A second store is often a second file.
  5. If you import, take the import instrument the live regulations name, consignment by consignment as required.
  6. If you also sell seed, open the TOSCI file. If you also buy crop at the farm gate, screen GN 487A.

Worked path: the agro-dealer who added a blending line

A licensed retailer starts blending NPK “to customer order” in the back room. Retail is not manufacture. The live class list will say so in its own words. Stop the blender, or take the class the blender needs, including product registration for the blend if the live rules treat a new formulation as a new product.

A different stall: a foreign-owned company assumes fertiliser dealing is reserved because GN 487A reserves on-farm crop purchasing. Those are different activities. This page does not invent a reservation for fertiliser dealing. Confirm the live TFRA eligibility and take a written opinion if the shareholding is foreign.

What the inspector opens that blogs never mention

TFRA inspectors open the store, the register, and the bags. They do not open your TISEZA slide. The register should show inward lots against registered products, not a single line that says “stock.” Bags should still wear the registered label. A go-down that is cooler than the shop is still premises: if the dealer class named only the shop, the go-down is a second file or a breach. Keep the same company name on the invoice, the TFRA class, and the TRA TIN. Mixed trading names are how a query starts.

Subsidy and government-tender fertiliser, when those programmes run, sit on their own distribution rules. A TFRA dealer class is not an allocation. Do not bid a subsidy programme on a blog checklist. Confirm the live Ministry of Agriculture instrument for that season.

Import arithmetic you should not freeze

Duty, VAT and port dwell are TRA and terminal files. They are not TFRA fees. A consignment that sits because product registration lagged will burn Dar free time: that cost lives on the demurrage sibling, not on this page. This page reprints no CIF percentage and no inspection fee. Confirm TRA, TBS/PVoC where the HS code requires it, and TFRA the week the vessel sails.
