OSHA in Tanzania: Workplace Registration, Not a Company Certificate

Workplace, not letterhead

A second site is often a second workplace file. A go-down behind the shop is still a workplace. Remote founders in Dubai do not exempt the Dar plant.

Sequence

1. Name every place people will work — office, plant, site, farm.
2. Register the workplace as the live OSHA form requires. Do not wait for an injury.
3. Keep the notice the inspector will look for on the wall.
4. If you also build, add CRB and the building permit. OSHA does not issue those.
5. If the activity triggers EIA, that is NEMC’s overlay.

Failure modes: treating OSHA as “for factories only” when the live Act is wider; paying a broker for a photocopy; mixing OSHA fees into a CRB invoice.

Accidents, notices and the file the inspector opens

When someone is hurt, OSHA will ask whether the workplace was registered and whether the live notice and first-aid arrangements existed. A BRELA certificate in Dar does not answer for a site in Mwanza. Reportable incidents belong on the live OSHA instrument — this page reprints no hour-count. Construction sites still need CRB and the building permit; OSHA sits beside those papers, not instead of them.

Which places are workplaces — including the ones boards forget

The Occupational Health and Safety Act, Cap. 297, is wider than “factories.” Offices, warehouses, farms, construction sites and the go-down behind the shop can all be workplaces. A second site is often a second file. A laptop in Dubai does not exempt the Dar plant. Confirm osha.go.tz for the live registration card. OSHA does not class a contractor. CRB does — that walkthrough is the CRB keeper. OSHA does not grant a building permit. The local authority does. OSHA does not issue an EIA. NEMC’s overlay does. Mixing those invoices is how a site opens with the wrong paper on the wall. A BRELA frame in the reception is identity. It is not workplace registration.

Mines still sit under the Mining Commission for the mineral right. They can still be workplaces under Cap. 297. Do not treat a mining licence as OSHA. Do not treat OSHA as a mineral right. Farms that employ people are workplaces even when the activity is “agriculture.” Confirm the live form for the place you actually operate.

What the inspector looks for that is not the BRELA frame

Registration evidence, the notice the live rules want displayed, first-aid and welfare arrangements as the workplace class requires, and whether the people on site match the story. When someone is hurt, the file that opens is this one — plus any sector class you also skipped. Reportable incidents belong on the live OSHA instrument. This page reprints no hour-count and no “notify within n hours” figure that will be wrong after the next notice.

Zanzibar occupational safety is a different administration. A Mainland OSHA letter does not run Unguja. Construction still needs CRB and the building permit beside OSHA, not instead of it. A fitting-out that “is not operations yet” is still a workplace if people are on the tools. Do not wait for an injury to start the file.

Sequence boards skip when they are ‘only fitting out’

1. List every place people will work this quarter — including the temporary yard.
2. Register each workplace the live form names.
3. Put the notice where the inspector will stand.
4. If you build, add CRB and the permit. If you trigger EIA, add NEMC.
5. Diary the renewal or re-inspection the live card names. Do not treat registration as a one-time poster.

Temporary yards, contractors on your plot, and who registers

A temporary yard, a contractor’s site office, and a night-shift go-down are still places people work. Confirm whether the live OSHA form wants the occupier, the owner, or the contractor to register that place. Do not assume the main plant registration covers the yard across the road. Do not assume the contractor’s CRB class is your workplace file.

The wall the inspector photographs is the notice the live rules want displayed, plus first-aid and welfare the workplace class requires. A framed extract and a fire extinguisher are not that notice. When a contractor’s person is hurt on your plot, both files can open. Write who registered which place before the first tool arrives.

One company, three places, three files

A head office in Dar, a warehouse in Pugu and a site in Morogoro are three workplaces if people work in all three. Register each place the live OSHA form names.
