TISEZA Industrial Plots And Investment Land Facilitation

Construction crane on an industrial development site
Direct answer

How does TISEZA facilitate industrial or investment plots in Tanzania? TISEZA publishes a land-acquisition route for investment land, including derivative rights created out of granted occupancy. Some industrial or processing projects also sit inside special economic or export-processing zones that TISEZA administers. Facilitation is not an automatic plot, not a building permit, and not a factory operating licence. Confirm tiseza.go.tz/pages/land-acquisition and the live SEZ/EPZ pages. Approvals are not guaranteed.

TISEZA land facilitation is a process for qualifying investment land, not a private sale of a plot. A Certificate of Incentives does not by itself grant occupancy. Mainland-first, 22 August 2026. Confirm the live TISEZA land pages before you budget a site.

The gain is separating land facilitation from factory permission so a zone brochure is not treated as a title. If a sentence here disagrees with the live portal, the portal wins. Fees, forms, classes and processing times change. This page does not reprint a fee table that will be wrong after the next notice.

Dar to Pwani parks (BWM, Kwala and Bagamoyo Eco Maritime City) are mapped on the Eastern Zone file. This page remains the land-facilitation instrument.

What this page decides

This page decides whether you are asking TISEZA for investment-land facilitation, for a zone plot, or for a private lease on industrial general land. It is not a TBS, OSHA or building-permit guide.

Name the process (assembly, storage, agro-processing), the power and water assumption, and whether you need a zone incentive file before anyone “reserves” a plot on WhatsApp.

Typical sequence

Use the order to sequence work, not to promise a date.

  1. Register the investor entity: A TIN identifies the taxpayer. It does not allocate a plot.
  2. Decide zone vs ordinary industrial land: SEZ/EPZ land and a private or municipal industrial plot are different files.
  3. Follow TISEZA’s live land steps if that is the path: Published guidance is orientation only.
  4. Register the instrument: Then sequence EIA and building files. See building permits.

Documents the file usually needs

Confirm the current TISEZA checklist on the day you file.

Mainland vs Zanzibar

Mainland TISEZA land pages do not decide a Zanzibar industrial site. Use the Zanzibar institutions that actually control that land.

Frequently asked questions

Does TISEZA give free land?

No sentence on this page promises free land. Confirm the live TISEZA land page for the current facilitation model.

Is an SEZ plot the same as a municipal industrial plot?

No. Zone land and ordinary municipal/general-land plots are different instruments. Confirm which register you are on.

Does land facilitation include EIA and building permits?

No. Those remain with NEMC and the competent municipal/building authorities.

Can I start installing plant on a reservation letter?

Not on the strength of this page. Confirm the registered instrument first.

Is this the old investment-centre land desk?

Visible copy on this site uses TISEZA. Confirm the live authority name on tiseza.go.tz.

Are official charges included in a Zatra professional fee?

No. See Pricing. Government and third-party charges stay separate.
