How Investors Get Project Land In Tanzania

Open field prepared for a Tanzania investment-land survey
Direct answer

How do investors get land for a project in Tanzania? There is no freehold purchase of Tanzanian land for a foreign investor. The usual path is a registered company, then either a derivative right created out of granted occupancy (the route TISEZA describes for investment land) or a lease/sub-lease from a lawful holder that cannot exceed the head right. Village land is not investment land until it is lawfully converted. Confirm the live TISEZA land page and the Ministry responsible for Lands. Approvals are not guaranteed.

Project land is a category and instrument decision: general land, conversion, derivative right or TISEZA facilitation as the facts fit. A memorandum of understanding is not occupancy. Mainland-first, 22 August 2026. Confirm the live certificate before anyone fences the plot.

The gain is a route map so a “we found a plot” conversation is not treated as title. If a sentence here disagrees with the live portal, the portal wins. Fees, forms, classes and processing times change. This page does not reprint a fee table that will be wrong after the next notice.

What this page decides

This page decides the first lawful land path for an investment project. It is not a construction-permit guide and not a hectare price list.

Fix four things before you pay a deposit: the activity in plain language, who owns the company, whether the site is mainland or Zanzibar, and the current land category on the ground (general, village or reserved). While any of those is still moving, every instrument issued against them will have to be restated.

Typical sequence

Use the order to sequence work, not to promise a date. What drives elapsed time is the quality of the file and the land category, not the number of steps.

  1. Incorporate and identify the investor entity: Land files typically sit on a company Lands and TISEZA can recognise. A TIN is a tax identifier, not a land right.
  2. Classify the land: General land, village land or reserved land. Informal occupation of village land is not an investment site.
  3. Choose the instrument: Derivative right via the investment-land path TISEZA publishes, or a lease from a lawful holder that cannot exceed the head right. See derivative rights vs occupancy vs lease.
  4. Search, survey and register: Unregistered paper is a dispute waiting. A brochure is not the certificate.
  5. Then building and sector files: EIA, municipal building permits and operating licences stay separate.

Documents the file usually needs

Different classes ask for different evidence, and forms are revised without notice. Verify the current fields before assembling an investment-land file.

Mainland vs Zanzibar

This vocabulary is mainland Land Act and Village Land Act. Use Zanzibar land institutions for a Zanzibar site.

Open the TISEZA land page and the Ministry responsible for Lands on the day you file. This page explains the route; the mapped service page is the commercial desk. Zatra does not issue titles, licences or permits, and live regulator rules govern.

Frequently asked questions

Can I buy land in my passport name?

Generally no for a foreign individual. Use the occupancy and derivative-right routes the Land Act and TISEZA land pages describe. Confirm the register.

Is a seller MoU enough to start building?

No. An MoU is not a registered land right.

Does TISEZA allocation replace a lands search?

No. TISEZA facilitation and the lands register are different checks. Confirm both.

Do I need a Tanzania company first?

Investment-land routes typically sit on an entity TISEZA and Lands can recognise. Confirm the live checklist.

Are processing times guaranteed here?

No. Land-office timelines are administrative. Confirm the live Ministry of Lands process.

Does this include a building permit?

No. Occupancy and construction approvals are separate files.
