Fish Export Licensing in Tanzania: The Competent Authority, Not a BRELA Extract

What actually lets you export fish from Mainland Tanzania? Approval of the establishment by the fisheries competent authority under the Fisheries Act, Cap. 279, plus a health or catch certificate for the consignment, plus a TRA TANCIS export declaration. A BRELA extract is identity. It is not a fish-establishment approval, not an EU listing, and not a Nile-perch health certificate. Lake, marine and aquaculture products sit on different inspection tracks even when they share a cold store. Confirm mifugouvuvi.go.tz and the live fisheries regulations. This page publishes no inspection fee and no EU-list number.
This page is the competent-authority export file for fish and fishery products. It is not a company-registration walkthrough, not a TISEZA livestock-investment window, and not the Halal or Nile-perch market note on a sister page.
- Livestock investment window: TISEZA livestock file (different question)
- TANCIS declarations: what the system files
- Export documentation stack: permits and documents
As at 10 September 2026. Confirm the Ministry of Livestock and Fisheries and the Director of Fisheries as the live competent authority. Zanzibar fisheries are a Union-adjacent but administratively separate file: do not paste a Mainland establishment number onto a Unguja landing site.
The establishment is the gate, not the company
Importing markets, the European Union especially, buy from listed establishments, not from a BRELA name. The competent authority approves the plant against hygiene, HACCP, water, ice, and traceability rules the live Fisheries Regulations name. Until that approval exists, a TRA export declaration is a customs story about goods the plant was not allowed to pack.
EU listing, where you need it, is a further overlay: the establishment must appear on the live list the destination publishes. A Tanzanian approval that is not on that list does not move a container into the EU. This page does not freeze establishment numbers. Print the live list the week you book the vessel.
Papers that are not substitutes
| Paper | Desk | Substitute? |
|---|---|---|
| Establishment approval / processing licence as live-named | Fisheries competent authority | No |
| Health / catch / movement certificate for the consignment | Same authority, consignment by consignment | A year’s licence is not a week’s certificate |
| TANCIS export declaration | TRA | No |
| BRELA + TIN | Identity and tax | No |
| TBS or destination lab tests | As the live standard names them | Not a health certificate |
Lake Victoria Nile perch, marine tuna, and pond aquaculture do not share one inspection story. A cold store that handles all three still needs the live approval for each stream. Mixing lots is how a destination RASFF notification starts.
Sequence
- Name the species, the water body, and the destination market. Destination rules decide whether EU listing is in scope.
- Form the company and open TRA. The plant will be named as that person.
- Bring the establishment to the standard the competent authority inspects against. Do not book a first vessel on a construction timetable.
- Take the live processing / establishment instrument. Then, if needed, the destination listing.
- Build lot traceability back to landing site or farm. A “mixed lake fish” invoice is not traceability.
- Certificate the consignment, then declare on TANCIS. The person on the certificate, the declaration and the invoice must match.
Worked path: the Dar cold store that added export
A domestic wholesaler with a working cold room starts stuffing a container for the EU because a buyer asked. Domestic trade is not an export establishment. The competent authority has not approved the room. The EU list does not name it. The container is a detention waiting to happen. Fit the room, take the approval, then book the vessel.
A different stall: a fishing company treats a TISEZA livestock-and-fisheries investment slide as the export licence. TISEZA registration is facilitation. It is not a health certificate.
Traceability is the product
Destination competent authorities buy lots they can walk backwards: landing site or farm, vessel or pond, processing date, freezer tunnel, load-out. A “Lake Victoria mixed” carton is not a lot. Keep the landing records the live Fisheries Regulations name. If you buy from outgrowers, the outgrower identity has to survive an inspection, not a WhatsApp group. Aquaculture farms need the live farm registration the Ministry names; a pond behind a house is not an export farm until that paper exists.
What RASFF and similar alerts actually punish
Histamine, unauthorised additives, dirty ice, and mixed species in a Nile-perch carton are how destination alerts start. The competent authority’s health certificate is only as good as the plant it inspected. A certificate issued on a file that no longer matches the room is a problem for the next audit, not a shipping document you can keep using. When the authority suspends an establishment, the EU list, if you were on it, will not save a container already at sea. Build the room so the certificate remains true.
Live fish, frozen fish and dried dagaa are different packaging and inspection stories. Do not paste a Nile-perch EU file onto a dagaa consignment for the regional market and call it the same licence.

Frequently asked questions
Is a BRELA extract a fish-export licence?
No. The fisheries competent authority approves the establishment.
Does a TISEZA certificate replace a health certificate?
No. TISEZA is facilitation.
Do I need EU listing?
If the destination is the EU, print the live list. A Tanzanian approval that is not listed does not move the container.
Are lake, marine and aquaculture the same file?
Not on this page’s authority. Confirm the inspection track for the species you actually pack.
Fees?

Exporting from Tanzania
The permit, the proceeds and the port decide the rest.
- The ten exports that carry a tax or levy, each against its instrument
- The permit each product needs: crop boards, COPRA, TPHPA, minerals, fish and forest produce
- Customs in TANCIS, proceeds within 90 days, zero rating and the refund
