Pre-Arrival Declaration in Tanzania: Clearing Before the Ship Reports

What does a pre-arrival declaration do in Tanzania? It puts the customs entry ahead of the cargo. TRA Customs and Excise accepts the declaration in TANCIS under the East African Community Customs Management Act, with supporting papers attached, and publishes a processing target of twenty-four hours from registration to the clearance report. Classification, customs value, the risk channel and any absent permit surface while the box is still at sea. Bulk fuel, courier and postal consignments, temporary imports, provisional entries and transit cargo sit outside the facility. Duty does not fall because the file went in early; storage and demurrage do. Confirm the live procedure on tra.go.tz.
This page is the pre-arrival declaration operating file: what TRA will accept before a vessel reports, and what must still be true on the day it berths. It is not a tariff classification manual and not a schedule of terminal charges.
- Where importing sits in the first trading quarter: the 90-day launch plan
- Landed cost as the ledger has to carry it: records that support returns
- Imported stock sold online: e-commerce registration and payment rules
- Warehousing on land you are still buying: investment land due diligence
As at 15 September 2026. TRA publishes the facility and its exclusions at tra.go.tz; this file rests on the customs Act of the East African Community and on the Value Added Tax Act Cap. 148.
TRA takes the entry before the ship reports
The Commissioner for Customs and Excise at the Tanzania Revenue Authority administers importation, and the customs Act permits goods to be entered ahead of the carrier’s report of arrival. That is the whole mechanism. Nothing is waived: the same declaration, attachments and assessment, moved to a week when the container is not yet accruing rent.
It is lodged electronically. The importer, through a licensed agent, keys the declaration into TANCIS, the customs system of record, and uploads the commercial and regulatory papers against it. TRA states a processing time of one day, registration to issuance of the clearance report.
Customs is a Union matter, so one Act and one system run at Dar es Salaam, Tanga, Mtwara and the island ports. What changes at Zanzibar is the second assessment: the Zanzibar Revenue Authority collects the non-Union taxes under the islands’ own value added tax and excise legislation, and cargo landed at Malindi and later moved across is declared again.
What the facility does not cover
TRA names the exclusions and they are not arbitrary. Fuel in bulk, the white products, clears on the petroleum procedure. Post and courier consignments move on a simplified regime. Temporary imports come in against security and go out again, so there is no home-use assessment to advance. Goods on a provisional declaration are not finally valued or quantified: the opposite of what an advance entry is for.
Transit is the exclusion discovered late. Cargo destined for Uganda, Rwanda, Burundi or the eastern Democratic Republic of the Congo runs under the Single Customs Territory, where the destination country assesses and collects at the first point of entry through its own officers at the port. A Dar es Salaam forwarder cannot advance-file a Kampala liability in the Tanzanian system.
Timing, and what each choice costs
| When the declaration registers | What is settled before discharge | What the slip costs |
|---|---|---|
| Before the carrier files its manifest | No manifest line yet for the bill of lading to attach to | The agent re-keys; the head start is gone |
| Manifest in, vessel still at sea | Code, value, channel, assessment, payment | Only whatever the permits still owe |
| On or shortly after berthing | Nothing until an officer opens the file | Free days expire while the entry queues |
| Lodged, then amended after discharge | An amendment reopens valuation and can re-route the inspection channel | Yard rent runs throughout the query |
| Never entered | Nothing; uncleared goods take the course the Act sets for them | Customs warehouse rent, then the statutory disposal route |
Read the first row twice. An agent who keys an entry against a bill of lading the system cannot yet see has filed twice, not early.
The permits, not the entry, set the release date
Most consignments sitting at Dar es Salaam are held not by customs but by a regulator whose approval nobody applied for. The Tanzania Electronic Single Window System now carries those applications and returns a reference the declaration quotes, which removes the walking between offices, not the decision.
The Tanzania Bureau of Standards runs pre-shipment verification of conformity: for goods inside that programme the certificate is issued in the supplier’s country, before loading. It cannot be obtained retrospectively. Anything that sails without one meets destination inspection here, at the consignee’s cost and on the inspector’s calendar.
The same logic runs through the rest. Medicines, devices and diagnostics answer to the Tanzania Medicines and Medical Devices Authority; industrial chemicals to the Government Chemist Laboratory Authority; plant consignments need an import permit and the exporter’s phytosanitary certificate; animal products a veterinary clearance; radio equipment type approval from the Tanzania Communications Regulatory Authority; fertiliser its own regulator. None of those desks reports to customs; none accelerates for a berthed ship.
The sequence the desks take
- Screen the goods against the regulators before any deposit is paid: code, permit, conformity scheme, restriction.
- Obtain the permit and, where it applies, the conformity certificate while the cargo is still in the supplier’s warehouse.
- Get final commercial papers. A proforma is a quotation; the entry needs what the supplier actually invoiced.
- Wait for the manifest. Only once the carrier reports can a declaration find the consignment.
- Lodge in TANCIS with every attachment uploaded and the consignee named exactly as the TIN certificate names it.
- Answer any query the day it lands. Valuation and classification questions asked at sea are cheap; the same question in the yard is not.
- Pay against the control number through the government payment gateway and keep the receipt with the entry.
- Take the customs release, then the line’s delivery order and the terminal’s gate pass: three documents, in that order, from three parties.
Documents the entry carries
- Bill of lading or air waybill, consignee identical to the company on the TIN certificate.
- Final commercial invoice showing incoterm, currency and payment terms.
- Packing list reconciling to that invoice line by line.
- Certificate of origin where an East African Community or SADC preference is claimed.
- Conformity certificate for goods within the pre-shipment programme.
- The sector permit, licence or type approval for those goods.
- Freight invoice and insurance certificate; the dutiable value is built from them.
- Exemption or relief certificate where one has been granted, not requested.
- Written authority appointing the licensed agent for that consignment.
What the assessment is built from, and what lateness adds
The base is the customs value on cost, insurance and freight terms. Import duty follows the East African Community Common External Tariff rate for the classification. The Railway Development Levy takes 1.5% of that same value on goods entered for home use. Value added tax under Cap. 148 is charged at 18% on the value together with the duties payable on importation. Excise applies where the goods are excisable. Confirm live rates on tra.go.tz before budgeting.
Take a consignment valued at TZS 300,000,000 falling in the 25% duty band. Duty is TZS 75,000,000. The levy at 1.5% is TZS 4,500,000. Value added tax is charged on TZS 379,500,000, giving TZS 68,310,000. The total payable to the revenue authority is TZS 147,810,000: identical whether the declaration was registered a week before the vessel or a week after.
What is not identical is everything else. Assume the line charges TZS 300,000 a day once free time expires and the terminal TZS 200,000 a day for storage, both contractual, set by carrier and port rather than by statute. Nine days between discharge and release is TZS 4,500,000. Add the capital locked in the tax payment over those nine days at an 18% facility rate, roughly TZS 656,000. Call it TZS 5,150,000 avoidable on one box. Illustrative arithmetic, not a quotation.
What early filing actually buys: the channel
A registered declaration is routed. Green passes without intervention, yellow draws a documentary check, red books physical verification, blue releases the goods and sends the file to post-clearance audit. Routing happens on registration, so an entry lodged at sea knows its channel days before the crane moves.
That is the real gain, and it is operational rather than fiscal. A red consignment can be examined on the day it comes off, with agent, goods and officer arranged in advance. A documentary query raised while the ship is sailing is answered from an office. The same query on day four of storage is answered while paying rent, usually with a document that belonged in the original upload.
Where this file stalls
- The transport document names a director personally, or a sister company, while the entry carries the importing company’s TIN. Correcting a cargo report is a carrier matter, not a TRA one.
- A tariff code copied from the supplier’s paperwork. Foreign classification is not a Tanzanian ruling, and verification tests it.
- Freight and insurance left out of the declared value, so an uplift is raised after the goods have landed.
- An exemption applied for but not yet issued. Nothing can be assessed on a relief that does not exist on the day of entry.
- One shipment split across two entries to stay under a threshold nobody published.
- Treating the shipping line’s delivery order as clearance. It proves freight was paid and nothing more.
- Changing agent mid-file, leaving declaration, payment and authority under three accounts.
What has moved
Three things matter to an import file opened in 2026. The single window has absorbed permit applications once carried between agencies on foot, so approval and declaration travel as one record. TRA works from the 2023 revised edition of the customs Act, which is the text to read rather than an older download. And the Common External Tariff has carried a fourth band, maximum 35%, since 1 July 2022, so a forwarder quoting 25% from memory on finished goods understates landed cost.
Mandate-holders this file does not replace
TRA Customs owns the entry, the assessment, the release and the audit that reopens all three. The Tanzania Ports Authority owns the terminal, the storage clock and the gate. The shipping line owns free time, demurrage and its delivery order. The standards, medicines, chemicals, plant health and communications regulators each hold a clearance on the goods themselves. Only a licensed clearing agent may transact at the customs boundary for another person; liability for the declaration stays with the owner. Zatra prepares, structures and coordinates the pack; it issues no permit, no release and no assurance of an outcome, and it does not practise law.
What to confirm before you act
- Whether your goods fall inside the conformity programme: ask before the supplier books space, because that certificate cannot follow the cargo.
- The live rates and current procedure at tra.go.tz, which move by Finance Act and by public notice.
- That the vessel’s manifest is already in the system before an entry is keyed against it.
- That transport document, TIN certificate and declaration show one name, not three near-matches.
- How many free days the contract of carriage gives, counted from discharge rather than from arrival.
- For island landings, what is assessed separately on Zanzibar and what a later transfer to the Mainland requires.
Frequently asked questions
Is a pre-arrival declaration compulsory?
TRA operates it for imports generally and names five excluded classes. Whether it is obligatory for your trade is a question for the live procedure at tra.go.tz. The commercial case does not depend on that answer.
How early can the declaration go in?
Once the cargo has been reported and final commercial documents exist. Before a manifest reaches the system there is nothing for the entry to attach to, and an unattached declaration must be lodged again.
Does filing early reduce the duty?
No. Tariff rate, levy and value added tax are identical whenever an entry is registered. Early filing saves demurrage, storage, the cost of money tied up in a stalled container, and the time a query takes to answer.
Can the importer lodge its own entry?
In practice a licensed clearing agent keys the declaration in TANCIS. Liability does not move with the keyboard: what an authorised agent declares is treated as the owner’s own statement, and a post-clearance demand follows the goods to their owner.
What if the goods arrive without a conformity certificate?
The consignment meets destination inspection by the standards bureau, at the importer’s expense and on a timetable the bureau controls. No advance entry shortens it. Confirm the current scheme and its charges with the bureau before shipping.
Does this cover transit cargo to Rwanda or the Congo?
No. Transit declarations sit outside the facility. The assessment belongs to the revenue authority of the country the goods are going to, made here at the port by its own staff under the Single Customs Territory arrangement.
Does it work for cargo landing in Zanzibar?
Customs sits on the Union list, so TRA administers the import entry at the island ports as on the Mainland. Non-Union taxes are assessed by the Zanzibar Revenue Authority separately, and moving goods onward to the Mainland is a further declaration.
