Pesticide Registration in Tanzania: The TPHPA Route, Not TPRI

Direct answer

Who registers pesticides and agrochemicals in Tanzania? The Tanzania Plant Health and Pesticides Authority, under the Plant Health Act, 2020 (Act No. 4 of 2020, now Cap. 133) and the Plant Health Regulations, 2023 (GN No. 284 of 2023). TPRI is the predecessor name, not a live registrar. Nothing may be imported, formulated, sold or sprayed until it holds a certificate: full registration runs five years under regulation 14, provisional two years under regulation 15, and unregistered product enters only on a one-year experimental use permit. The usual stall is a dossier lodged before any Tanzanian efficacy season exists. Confirm the live forms on tphpa.go.tz.

This page is the pesticide registration operating file: which certificate an active ingredient needs before it reaches a Mainland store, shelf or knapsack, and in what order the desks issue it. It is not a toxicology manual and not a phytosanitary export guide.

As at 14 September 2026. Confirm the live forms, fees and register on tphpa.go.tz. This file rests on Cap. 133 and on the 2023 regulations made under it.

The registrar is TPHPA; TPRI is the name it replaced

The Plant Health Act, 2020 folded the Tropical Pesticides Research Institute and the Ministry of Agriculture’s plant health services into one authority and gave it a registrar of pesticides. Supplier decks, old tender annexes and distributor contracts still write TPRI. A certificate in that name is history, not a permission. The live certificate, the live application forms and the live register sit with TPHPA at Arusha and its zonal offices.

The operating detail is in GN No. 284 of 2023, made under section 64 of the Act and gazetted on 21 April 2023. Those rules displaced the plant protection regulations practitioners had worked since 1998, and any checklist older than April 2023 describes the previous regime.

Zanzibar sits outside that Act. Plant protection is not a Union matter, so an islands file runs through the Zanzibar ministry responsible for agriculture under its own statute, and ZRA rather than TRA assesses the non-Union charges. A Mainland certificate does not travel to Unguja or Pemba on its own.

Clear the ownership and land questions before you open a dossier

Screen the intended trade against the reserved-activity schedule in GN No. 487A of 2025 before you incorporate. Retail and small-scale distribution classes sit differently from importation, formulation and wholesale supply, and a non-citizen shareholder who learns the difference after lodging a dossier has paid twice. Get the classification in writing.

Trial plots, a formulation plant and a depot all stand on land. A company with non-citizen shareholders takes land for investment purposes through a derivative right rather than by purchase, under the Land Act Cap. 113. See agricultural land access. The sector certificate is also not a trading licence: the Business Licensing Act Cap. 208 licence, the TIN and the local authority registration are three more desks.

Four doors into the register, and what each one buys

ClassRuleTermWhat it permits
Full registrationRegulation 14Five years, renewableImport, formulate, distribute and apply the registered use
Provisional registrationRegulation 15Two yearsTrade while the outstanding data is generated
Restricted use registrationRegulation 16Set on the certificateHighly hazardous or persistent product, controlled handlers only
Experimental use permitRegulations 9 and 37One year, renewableTrial quantities under protocol; no sale
Import permitRegulation 36(1)Per consignmentClears one shipment of an already registered product

Provisional status is a trading window with a deadline attached, not a softer grade of approval. If the missing residue or toxicology work is not finished inside the two years, the line comes off the shelf.

What the evaluation team actually reads

Under regulation 4(5) to (7) the Authority appoints a team of scientists (bio-efficacy evaluators, toxicologists, technologists and analysts) to assess the dossier, and decides on their recommendation. Write for those four readers, not for a procurement officer.

The pack carries: identity and physico-chemical data for the active ingredient and the formulation as sold; five-batch analysis against the FAO or WHO specification; acute and chronic toxicology; ecotoxicology covering bees, fish and soil organisms; residue data and the maximum residue limits claimed; the certificate of analysis; the safety data sheet; a free-sale certificate from the country of origin; a letter of access where the study data belongs to someone else; and the proposed label artwork. A brochure with a data sheet stapled behind it never reaches the scientists.

Efficacy evidence is grown here, not imported

Performance on Brazilian soya registers nothing against a Tanzanian pest. Bio-efficacy work runs locally, on the exact crop and pest pair the label will claim, at sites inside the agro-ecological zones the claim covers. That work needs the experimental use permit first: one year, renewable, and trial quantities only.

Stations under the Tanzania Agricultural Research Institute, Sokoine University of Agriculture and other centres the Authority accepts do this work. More than one season and more than one site has been the registrar’s habit for a broad claim: settle the protocol before you plant, because a season lost to the wrong design costs a year. Landing a commercial container against a trial permit converts a registration file into an enforcement file.

The order the desks take it

  1. Classify the product and the trade. Pesticide, fertiliser, biological control agent or veterinary product: each has a different registrar, and the wrong one costs months.
  2. Incorporate and licence locally. A registrant or agent with a Tanzanian identity, a TIN and premises the inspector can visit.
  3. Take the experimental use permit and import trial quantities under it.
  4. Run the bio-efficacy seasons at accepted institutions, on the claimed crop and pest.
  5. Lodge the dossier on the regulation 6(1) application with the trial reports and the draft label.
  6. Answer the evaluation team through the query rounds; expect label revisions before the certificate.
  7. Licence the channel. Dealer and premises licences for every point that will hold stock, and operator licences for anyone spraying for reward.
  8. Open the renewal file early and take a consignment import permit for each shipment.

Papers, forms and what the label must carry

Named applications: regulation 6(1) to register the product, regulation 36(1) for the consignment import permit, regulation 28(2) for a dealer, regulation 32(1) for a pest control operator. Behind them sit the certificate of incorporation, the TIN, the trading licence, a lease or title for the store, evidence of a qualified storekeeper, a disposal arrangement for obsolete stock and empty containers, and the agency agreement appointing the local registrant.

The label is part of the approval, not packaging. It carries Kiswahili and English text, the registration number, the active ingredient and concentration, only the crop and pest uses on the certificate, dosage, re-entry and pre-harvest intervals, the hazard colour band matching the WHO classification, first-aid and antidote information, batch number and expiry, and the registrant’s details. Artwork translated by a freight agent to clear a port is a recall in waiting.

Licensing the channel and clearing each shipment

The certificate registers a molecule. It does not licence the shop. A dealer licence under regulation 28(2) covers the wholesaler, the distributor and the village agro-dealer, and the premises are inspected: separation from foodstuffs and animal feed, ventilation, bunded floors, lockable storage, protective equipment, a spill kit and stock records that reconcile. Anyone fumigating a warehouse or spraying for reward needs the operator licence under regulation 32(1).

Each shipment then needs its own permit, taken before the vessel sails and quoting the registration behind it. Customs entry follows through TANCIS against HS heading 38.08. Where a standard applies, Tanzania Bureau of Standards conformity is a parallel gate; where the chemical falls outside the pesticide register, the Government Chemist Laboratory Authority owns it under the Industrial and Consumer Chemicals (Management and Control) Act Cap. 182. Settle which register your molecule belongs to before the container is on water, because demurrage runs while desks argue.

The sector’s live commercial problem is repackaging: genuine drums decanted into unlabelled bottles, or fake product sold under a registered brand. That is an enforcement and a civil matter at once. See acting against counterfeits.

Illustrative arithmetic, not a quotation

A distributor carries one fully registered herbicide and a contract-spraying arm. Turnover for the year, net of VAT, is TZS 4,000,000,000: TZS 3,200,000,000 of product supply and TZS 800,000,000 of spraying services.

Spraying for reward is a taxable supply. Output VAT at the standard rate of 18% under the Value Added Tax Act Cap. 148 is TZS 144,000,000 on that arm. Service levy under the Local Government Finance Act Cap. 290 is charged at 0.3% of turnover net of VAT by the local authority where the depot stands: 0.3% of TZS 4,000,000,000 is TZS 12,000,000. Where the product line sits in the exemption schedule rather than at the standard rate, input VAT on freight, warehousing and the trial programme cannot be set against it and has to be apportioned. Confirm the live schedule on tra.go.tz. Income tax is paid as four provisional instalments under the Income Tax Act Cap. 332, on the last day of the third, sixth, ninth and twelfth months of the accounting period. None of that belongs to the registrar; it is the diary a registered line creates.

Where this file stalls

What the 2023 rules changed

They put the classes and their terms on the face of the regulations, named the evaluation team and its disciplines, and numbered the forms for registration, importation, dealing and operating. Before them, practice ran on the 1998 plant protection rules under a repealed Act, and much of what circulated as guidance was institutional memory rather than text. Form and section references quoted from that era do not match the current file. A Finance Act can move the tax rows above at any budget.

Mandate-holders this file does not replace

Fertilisers and soil conditioners belong to the Tanzania Fertilizer Regulatory Authority under the Fertilizers Act, 2009. Seed certification and seed dealing belong to TOSCI: a separate certificate. Veterinary medicines and several public-health classes belong to the Tanzania Medicines and Medical Devices Authority. Product standards and processing premises belong to TBS: food processing premises. NEMC assesses a formulation plant, OSHA the workplace, the Fair Competition Commission and the courts the counterfeits, TRA the duty and the tax. TPHPA itself also issues phytosanitary certificates for exports; that is the other half of Cap. 133.

Frequently asked questions

Is TPRI still the pesticide registrar?

No. The Tropical Pesticides Research Institute was absorbed when the Plant Health Act, 2020 created the Authority. Certificates in the old name are historic documents. Registration, renewal and import permits are issued by TPHPA.

How long does a registration last?

Full registration runs five years and is renewable, under regulation 14. Provisional registration runs two years under regulation 15. Restricted use carries the term written on the certificate. Open the renewal file well before expiry.

Can I sell on a provisional registration?

Yes, within the two-year window and within the approved label. It exists so a product with partial data can trade while the outstanding studies are completed. If the data is not delivered, the line comes off.

My product is registered in Kenya. Do I still need local trials?

Yes. Foreign approvals support the toxicology and chemistry sections but do not prove efficacy against Tanzanian pest pressure. Bio-efficacy is generated here under an experimental use permit before the dossier is lodged.

Does an import permit mean my product is registered?

No. The permit under regulation 36(1) clears one consignment of a product that already holds a certificate. It is a shipment document with no standing as an approval of the molecule.

Who registers fertiliser and seed?

Neither belongs to this register. Fertiliser goes to TFRA, seed to TOSCI. One agro-input company therefore carries three unrelated approvals, each with its own inspector, renewal date and premises rules.

Does a Mainland certificate cover Zanzibar?

Not automatically. The islands legislate plant protection for themselves, apply their own registrar and collect non-Union charges through ZRA. Confirm the islands position in writing before you book freight to Unguja or Pemba.
