Paying Foreign Suppliers from a Tanzanian Bank Account: Documents Banks Require

What documents does a Tanzanian bank require to pay a foreign supplier? A licensed bank will typically ask for the supplier invoice, the underlying contract or purchase order, evidence that the goods or services are what the invoice describes — a bill of lading, airway bill or service report — and the company’s own KYC pack. Import payments often add the TRA / TANCIS references the bank’s list names. Service payments to non-residents often add withholding-tax evidence. There is no single national form. What documents does a Tanzanian bank require to pay a foreign supplier?

Who this is for — and the jurisdiction

Importers and companies buying foreign services from a Tanzanian account. This page is Mainland-first. Zanzibar has its own registrar (BPRA), revenue authority, investment authority (ZIPA), labour and land systems. Income tax, customs and excise are Union matters and generally carry across; VAT, licensing and company registration do not. A Mainland filing is not a Zanzibar approval.

Is this activity open to non-citizens?

Clearing and forwarding as a business is reported among the GN 487A reserved activities. Paying a licensed agent for your own import is a different question from holding that licence. Confirm the activity before you build an in-house clearing desk.

The pain point

Finance sends a PDF invoice and a SWIFT instruction. The bank returns it because the contract is expired, the supplier name does not match, or the import declaration is not on the file. Each bounce costs a sailing or a supplier relationship.

The framework

The bank is not being difficult. It is applying BOT reporting and its own correspondent-bank rules. A missing bill of lading looks like a capital flight.

The sequence

Read the order as logic, not as a promised calendar. Customer due diligence at the bank, at the registry and at any adviser is part of elapsed time: identity documents, proof of address, source of funds, beneficial ownership, and for a corporate shareholder its own ownership chain. That is not the same file as BRELA beneficial-ownership disclosure.

  1. Collect the commercial pack — Contract, invoice, and proof of shipment or service. Names must match the beneficiary account.
  2. Add the tax line if it is a service — Withholding on non-resident services is a TRA file. See the cluster withholding titles.
  3. Add the import line if it is goods — TANCIS / pre-arrival references the bank names. Do not invent a form number.
  4. Submit on the bank channel it actually uses — Branch, host-to-host or online — the checklist is the same idea, the upload fields differ.

Packs differ by class and by the live form. This list is orientation. Exact fields follow the portal on the day you file.

A worked scenario

A processor in Morogoro must pay a Chinese spare-parts invoice. The first pack is only the invoice. The bank asks for the contract and the bill of lading. Adding those two documents, plus the import declaration number, clears the payment. Elapsed time with a complete pack is often days; with a missing B/L it is the next vessel.

Frequently asked questions

Is there one BOT form for supplier payments?

No. The bank’s checklist is the working document.

Do I always need a bill of lading?

For goods, the bank wants transport evidence. For services, it wants a contract and proof the service occurred. Confirm the list.

Can I pay a supplier in cash dollars?

Corporate supplier payments belong on the bank file. Cash-dollar shortcuts create both BOT and TRA problems.

What if the supplier is a related party?

Does a pro-forma invoice suffice?

Some banks accept it for an advance. Many then want the final invoice and the shipping paper before the balance. Confirm.

Zanzibar importer, Mainland bank?

The company and tax files must match the bank’s customer. Do not pay Zanzibar imports from a Mainland company account without the bank agreeing the story.

Are correspondent delays BOT refusals?

Often they are compliance queries on the other end. Ask the bank which field bounced.

Are charges listed?

No. Bank tariffs are the bank’s, in TZS for a domestic service.
