International Payment Delays in Tanzania: Which Desk Is Holding It

Why is an international payment to or from a Tanzanian company delayed? Almost always because the authorised dealer bank cannot reconcile one field: the purpose evidence, the withholding-tax proof, the customs declaration, or a beneficiary name that disagrees with the account. Currency availability at the treasury desk and screening at the correspondent explain most of the rest. The bank holds the instruction under the Foreign Exchange Act Cap. 271 and the Anti-Money Laundering Act Cap. 423, and no ministry letter overrides that. Obtain the payment reference and the written query, repair that one field, then re-instruct before the cut-off.
This page is the stalled cross-border payment operating file: which desk is holding the instruction, and which document releases it. It is not a parallel-market commentary and not a sanctions-law opinion.

Who is holding the instruction, and what the trace must say
A cross-border payment is executed by a licensed bank acting as an authorised dealer, supervised by the Bank of Tanzania under Cap. 197 and licensed under the Banking and Financial Institutions Act Cap. 342. That bank serves two frameworks: foreign exchange, which asks what the money is for, and anti-money-laundering, which asks who stands behind it. A delay is the bank declining to release until one of those questions is answered on paper.
Start with the message, not a phone call. Ask for the unique end-to-end transaction reference that follows an instruction through every intermediary: it shows whether the funds left Tanzania, where they sit, and who raised the question. The free-format query message carries the wording of the request. Without that wording you are guessing, and a guess costs a week.
Currency, banking and foreign exchange are Union matters, so the framework is identical for a Zanzibar company. The identity file differs: the extract comes from BPRA rather than BRELA, and local indirect-tax evidence from the Zanzibar Revenue Authority, while income tax and customs stay with TRA.
Six places a cross-border payment actually stops
| Desk holding it | The question behind the query | What releases it | Planning range |
|---|---|---|---|
| Purpose desk, dealer bank | What is this payment for, and does the paperwork agree? | Contract or invoice matching the remittance class | 1 to 3 business days once complete |
| Tax desk, dealer bank | Was withholding deducted, and can you evidence it? | TRA receipt and withholding certificate; tax clearance where the class requires one | 1 to 5 business days |
| Treasury desk, dealer bank | Do we hold that currency in that size today? | Dealt-rate confirmation, a split, or a booked forward | Same day to several days on large tickets |
| Customs reconciliation | Does the declaration match the invoice being settled? | TANSAD declaration number, transport document, release order | 2 to 5 business days |
| Correspondent bank | Who ultimately owns this and what is the underlying trade? | One complete reply covering contract, shipping and ownership chain | 3 to 10 business days, longer across holidays |
| Beneficiary bank | This name and this account do not agree | Amended details or written confirmation of the legal name | 1 to 3 business days after amendment |
Those ranges are observed planning figures, not statutory periods. No instrument guarantees a clearing time.
The purpose pack the authorised dealer reconciles
The officer is matching a payment class to a story. Build the file to that class before the instruction is lodged; a pack supplied after a query has lost its credibility.
- The bank's outward remittance application, signed by the mandated signatories
- Commercial invoice with the contract or purchase order: a proforma rarely carries a goods payment
- Transport document: bill of lading, airway bill or consignment note
- Certificate of incorporation and the current BRELA or BPRA extract
- TIN certificate and, where the class needs it, a TRA tax clearance
- Board resolution where the mandate or the payment size demands one
- Withholding evidence for services, royalties, interest and management fees
- Audited accounts and the dividend resolution where profits are leaving
- Investment registration certificate where repatriation rests on registered capital
Related-party payments attract more questions, not fewer. A transfer-pricing file a stranger could follow shortens that conversation.
TRA evidence: the withholding leg and the customs leg
Two tax files stop more outward payments than currency shortage does. The first is withholding. Under the Income Tax Act Cap. 332, a resident payer deducts at source on payments to non-residents: service fees at 15%, royalties at 15%, interest at 10%, and dividends at 10%, reduced to 5% for a company listed on the Dar es Salaam Stock Exchange. Tax withheld reaches the Commissioner within seven days after the end of the month of payment, and the certificate follows. A double-taxation agreement can lower a rate on proof of residence, documented rather than asserted. An imported service may also carry reverse-charge VAT at the standard 18% under the Value Added Tax Act Cap. 148 where the recipient cannot recover a full credit. Confirm the live schedule on tra.go.tz.
The second is customs. For goods, the declaration lodged in the TRA customs system carries a value, a supplier, a quantity and a tariff line. Where the invoice shows a different seller, a different sum, or goods never declared, the officer is reading two accounts of one shipment. Part-shipments, freight billed separately, and advances paid before any declaration exists produce most of those contradictions.
Currency availability, cut-offs and value dates
A complete pack still waits if the treasury desk cannot source the currency at that size on that day. Large tickets are filled in tranches and priced against the rate dealt at execution, not the rate quoted when the file was lodged. Ask whether the instruction is queued for funding: that is not a compliance hold, and it has a different answer: split the payment, book forward, or move the value date.
Clock arithmetic finishes the job. Dar es Salaam runs three hours ahead of London and eight ahead of New York, so an instruction released late in the East African afternoon meets a dollar clearing system already closed. Add the mismatch between Tanzanian public holidays and the correspondent's calendar, and a Thursday instruction becomes a Tuesday credit with nobody at fault.
Correspondent holds, screening and the request for information
Tanzanian banks reach the dollar and the euro through correspondents, which apply their own due diligence and screen every message against sanctions and terrorist-financing lists. A hit is frequently a resemblance rather than a match: a common surname, a vessel, or a city listed for an unrelated reason. The correspondent then raises a request for information and the funds sit.
Answer it once, completely, through your own bank. A second version of the story, sent later to improve the first, reads as concealment and turns a documentary question into a relationship review. Dual-use goods, routing through a jurisdiction the contract never mentions, and a third-country beneficiary extend the review by design.
Tanzania left the Financial Action Task Force grey list on 13 June 2025. That lifted country risk ratings; it did not remove a correspondent's duty to interrogate a single transaction, and de-risking is a commercial choice no Tanzanian instrument reverses.
Name, address and account-field mismatches
The cheapest delay to prevent is a spelling. Four names must agree: the account mandate, the registry extract, the invoice party, and the beneficiary field in the message. "Ltd" against "Limited", a dropped initial, a trading name where the registered name belongs: each is enough for a receiving bank to park the credit.
Since cross-border messaging moved to structured ISO 20022 data in November 2025, address fields are validated rather than tolerated. A beneficiary line with a post-office box and no street, a missing country code, or a retired intermediary identifier is rejected before a human reads it. For inbound funds, give the counterparty the registered name, account number, branch and bank identifier code in one written instruction.
The sequence a stalled payment takes
- Get the status in writing: reference, timestamp, the desk holding it and the exact field queried. A verbal summary from a third officer is not a status.
- Classify the payment: goods, service fee, royalty, interest, dividend, capital or loan repayment. The class fixes the pack and the tax treatment.
- Rebuild the underlying file to that class: contract, invoice, delivery evidence, and the corporate authority behind it.
- Clear the tax leg: deduct, pay and evidence any withholding; reconcile the customs declaration against the invoice.
- Match the four names: mandate, extract, invoice and beneficiary field, character by character.
- Reply to the correspondent once: one document set, one narrative, routed through your bank.
- Re-instruct against a live rate and inside the cut-off, confirming the value date on release.
- Escalate inside the bank first: its written complaint procedure, then the Bank of Tanzania. An escalation that skips the bank returns there.
Illustrative arithmetic: an installation fee leaving Tanzania
A Dar es Salaam manufacturer owes a non-resident engineering firm TZS 520,000,000 for commissioning work on site. Service fees to a non-resident carry withholding at 15%, so TZS 78,000,000 is deducted and TZS 442,000,000 is the sum the bank is asked to remit, with the deduction paid over by the seventh day after that month closes.
Two failures follow from mishandling it. If the contract promises the supplier that sum free of Tanzanian taxes, the payer has agreed to gross up and carries the tax on top of the fee. If the application is lodged for the whole contract value with no withholding evidence, the tax desk stops it while a receipt is chased. Illustrative arithmetic, not a quotation; the bank converts at its own dealt rate, which this page does not publish.
What moved since 2024
Three changes reach this file. The Finance Act 2024 amended the Bank of Tanzania Act Cap. 197 to require domestic goods and services to be priced and settled in Tanzanian shillings, with regulations gazetted in 2025 and limited exemptions. A contract in dollars between two resident parties now invites a question the counter did not previously ask.
The grey-list exit of June 2025 changed country ratings without changing transaction-level scrutiny. The ISO 20022 migration made structured party data mandatory, which is why an address that passed in 2023 fails now.
Where the file stalls
- Sending a second payment because the first "seems lost": the duplicate is trapped beside it and recall outlasts the query
- Changing the stated purpose after a query, which reopens the entire review
- Paying a supplier from a director's personal account because the corporate mandate is not yet updated
- Splitting one invoice across several transfers to sit below a threshold nobody published
- Contacting the correspondent directly, so bank and client answer inconsistently
Desks this file does not replace
The bank decides whether to execute; the Bank of Tanzania supervises it but does not process your instruction. The correspondent sets its own risk appetite and owes you no explanation. TRA owns the withholding assessment and the customs declaration. The Financial Intelligence Unit receives reports under Cap. 423 and deals with the bank, not the payer. Zatra prepares the pack, reconciles the evidence and coordinates those desks; it does not practise law, audit or issue approvals.
What to confirm before you act
- The written query and its reference, from the bank holding the instruction
- Which desk raised it: purpose, tax, treasury, customs or correspondent
- The documentary list for that payment class, issued in writing this month
- The withholding rate and treaty position for that supplier, against the live TRA schedule
- The registered name, exactly as spelled in the extract and the mandate
- The cut-off for that currency and the holiday calendar at both ends
Frequently asked questions
Is Tanzania blocking outward payments?
No. Trade, service and dividend transfers clear daily through licensed banks. An individual delay is documentary, a funding queue at treasury, or a correspondent question. Establish which of the three applies.
How long should a complete pack take?
No instrument sets a clearing time. Observed files move in one to three business days at the dealer bank once the pack is whole, and longer where a correspondent has asked something.
Can I recall a payment that is stuck?
Your bank can send a cancellation request, but the receiving institution need not return funds already credited. Recall runs slower than correction, so repairing the queried field is the faster route.
Does an investment certificate speed up a transfer?
It evidences registered capital and supports a repatriation story. It is not an instruction to any bank, and it displaces neither the invoice, the tax evidence, nor downstream screening.
Are inbound payments delayed for the same reasons?
Partly. Arriving credits stall on name mismatch, a thin purpose narrative and source-of-funds questions. They also fail on account details the sender copied incorrectly, which only the sender can amend.
Does the grey-list exit mean fewer questions?
Country risk improved from 13 June 2025. Transaction-level due diligence did not. Every message is still screened, and the contract behind it can still be demanded.
Is the position different in Zanzibar?
Banking and foreign exchange fall to the Union, so the same rules apply. The company extract comes from BPRA and local indirect tax from the Zanzibar Revenue Authority; income tax evidence still comes from TRA.
