Tanzania Multi-Agency Desk From USD 12,500

What is the Multi-Agency Mandates Desk? The Multi-Agency Mandates Desk is a priced, setup-adjacent professional product from USD 12,500 for capital-intensive or multi-regulator files, including EIA pathway coordination. The figure is a floor, not an all-in project price. Scope is written after senior diagnosis. Zatra liaises; it does not conduct the EIA study (an independent NEMC-registered expert does; that cost is third-party). Approvals are not guaranteed. Zatra does not buy, sell or value metals, gemstones or livestock.
Multi-Agency is the desk for files that span several regulators at once. The from-USD 12,500 figure on pricing is a professional starting point after written scope, not a government tariff. As of 22 August 2026. It is not Fast Track with a larger invoice.
It is not a fourth equal company-registration card. Standard, Fast Track and Executive remain the three setup packages. Multi-Agency sits beside them for files that several authorities must clear. Zatra professional fees are published on pricing (Standard Business Setup USD 999; Fast Track Business Setup USD 1,500; Executive Investor & Regulated Setup from USD 2,500. Multi-Agency Mandates Desk from USD 12,500. Advisory: Senior Advisory Session USD 49; Market-Entry Assessment from USD 199; Onsite Supplier or Asset Verification from USD 499; Custom Mandates scoped after assessment). BRELA, TRA, licence, bank, notary and sector-permit charges are third-party and billed separately.
Use this desk when
- More than one government authority must clear the same project
- An EIA or ESIA pathway is in play. Confirm class on EIA compliance and when EIA is required
- TISEZA, sector licences, NEMC and land or building instruments have to be sequenced, not filed as strangers
Do not use this desk when
- You need an ordinary municipal licence and a company: that is Standard or Fast Track
- You need one named regulator or agreed permits: that is Executive
- You want Zatra to purchase or consign commodities: that request is declined
EIA boundary
Zatra coordinates and liaises. Zatra does not conduct the EIA study. Budget the independent expert and NEMC charges in Column B. See professional versus government fees.
What you receive after diagnosis
- A written scope and milestone plan
- Named workstreams (entity, tax, licences, EIA liaison, TISEZA if applicable)
- A professional-fee figure that may sit on the floor or above it, never invented in a chat
Submit a mandate from live pricing. The matcher treats “multi-agency project (EIA, several regulators)” as this route, not as auto-Executive.
What “several authorities” means in practice
A plant, mine, fuel site or factory file often has to clear entity, tax, sector licence, environment and sometimes land or building instruments in an order the law actually requires. Filing them as strangers is how you pay for a study that the next desk will not read. Confirm environmental class on NEMC, investment registration on TISEZA where it applies, and company existence on BRELA. Import/export procedure cards live on the Tanzania Trade Portal.
| Workstream | Who decides | Zatra role |
|---|---|---|
| Entity / beneficial ownership | BRELA | Professional coordination |
| EIA / ESIA class | NEMC + independent expert | Liaison only: Zatra does not conduct the study |
| Investment registration / SEZ where applicable | TISEZA | Support where scoped, not an incentive guarantee |
| Sector or trade licences | Named regulator / Trade Portal card | Named applications in the written scope |
Floor, not a plant budget
From USD 12,500 is the published professional-fee floor on live pricing. It is not an all-in capex, not a commodity brokerage and not a seven-equal-packages card. Standard, Fast Track and Executive remain the three setup packages. Multi-Agency sits beside them. EIA-expert invoices, NEMC charges, licence tariffs and bank KYC stay in Column B.
Hard declines
Zatra does not buy, sell or value metals, gemstones or livestock. Consignment and “you hold the gold” structures are declined. Hidden ownership that disagrees with beneficial-ownership filings is a legal and banking problem, not a packaging trick.
Verify before you submit a mandate
Use the EIA lander and the live NEMC notices to test whether the activity is even in class, then brief the desk. Approvals are not guaranteed. Silence from a regulator is not consent.
Frequently asked questions
Is USD 12,500 the total for my mine or factory?
No. It is a professional-fee floor. Written scope and third-party study, NEMC, licence and expert invoices come after diagnosis.
Do you conduct the EIA?
No. Zatra coordinates liaison. An independent NEMC-registered expert conducts the study. Zatra is not that expert by default.
I only need one sector licence. Is this the product?
Usually not. One named regulator is typically Executive (from USD 2,500). Multi-Agency is for several authorities or an EIA pathway.
Can you guarantee the certificate?
No. Authorities decide. Silence is not consent.
Is nominee for life inside this floor?
Nominee support is annual and renewable, subject to KYC, law and terms. The first 12 months sit on Multi-Agency only if expressly included in signed scope.
Can you buy gold or livestock for me under this desk?
No. Zatra does not buy, sell or value metals, gemstones or livestock. Those requests are declined.
