Insurance Broking and Agency in Tanzania: TIRA Licences, Not a Company Certificate

open office: Insurance Broking and Agency in Tanzania
An open office: TIRA licences the intermediary, not the furniture. Caption date: 10 September 2026. A photograph is not a filing.
Direct answer

Can a newly incorporated company start selling insurance in Tanzania on its BRELA certificate? No. Intermediating insurance is a Tanzania Insurance Regulatory Authority licence under the Insurance Act, Cap. 394. Broking and agency are different TIRA classes from being an insurer, and bancassurance is a further overlay. Principal officers, capital, professional indemnity and the register of intermediaries are the live tests. This page freezes no shilling capital figure, because those floors move. Confirm tira.go.tz.

This page is the TIRA intermediary-class file: broker versus agent versus insurer. It is not a product-underwriting manual, not a medical-insurance shopping note, and not a “top Dar brokers” ranking.

As at 10 September 2026. Confirm tira.go.tz. Zanzibar insurance regulation is a related but administratively careful file: do not assume a Mainland TIRA class runs the islands.

Classes people merge because the business card is one word

Class (as live-named)What it isWhat it is not
InsurerTakes risk onto its own balance sheetA broker with a fancy office
BrokerIndependent intermediary placing with insurersAn agent tied to one principal, if the live rules draw that line
AgentIntermediary as the live agency class namesA broker

TIRA publishes registers of licensed insurers and intermediaries. If a name is not on the live register, it is not licensed this week. A 2022 certificate in a frame is discovery. Print the register the week you appoint.

Capital, professional indemnity insurance, a principal officer, and premises are the usual pack. Exact shilling floors belong on the live TIRA schedule. This page will not reprint a 2018 circular as live capital.

Sequence

  1. Decide broker, agent, or insurer. Those are different applications and different capital conversations.
  2. Form the company. Name a principal officer who can survive TIRA’s fit-and-proper test.
  3. Read the live TIRA application form and capital schedule. Hedge every figure.
  4. Place professional indemnity as the live rule requires, before, not after, the licence.
  5. Apply. Do not bind cover “subject to licence.” Binding is the licensed act.
  6. Keep the register print in the board pack. Banks and corporate clients will ask.

Worked path: the consultancy that added “insurance advisory”

A corporate-services firm starts placing clients’ covers and collecting premiums “as a convenience.” That is intermediary activity. A BRELA objects clause that mentions insurance is not a TIRA class. Stop, or take the class. A different stall: a foreign broker assumes a home-state licence passports into Tanzania. It does not. TIRA licences the local person.

Premium is client money

Brokers and agents who collect premiums are holding money that is not theirs. The live TIRA rules on premium remittance and client accounts are the operating constraint. Mixing premiums into the consultancy’s operating account is how a TIRA query becomes a criminal one. This page reprints no remittance day-count. Print the live circular. Insurers will also police their own agency agreements: being appointed by an insurer is not a TIRA class, and a TIRA class is not an appointment.

Principal officer and the person who actually sells

TIRA will name a principal officer. The person on LinkedIn who “runs the book” has to be that person, or a licensed individual the live rules recognise. A foreign specialist flying in to close a large energy placement still needs the work-permit overlay and, if they intermediate in Tanzania, the TIRA overlay. Do not treat a home-state broker pass as a passport. Reinsurance placements have their own TIRA conversation; do not assume a local agency class covers a facultative placement into London.
