Payment Service Provider Licensing: BOT First: TCRA Is a Different Overlay

Payment Service Provider Licensing? If your product holds, issues or transfers customer money in Tanzania, you are usually in the Bank of Tanzania’s payment-system and electronic-money framework, not in a BRELA objects clause that lists ‘fintech’. Payment service providers, electronic money issuers and related classes are live BOT licences. TCRA sits beside the product if you use numbering resources or electronic communications. When you are in this file
Wallets, acquiring, remittance products, merchant QR that holds a float, and anything that looks like electronic money are the usual triggers. A marketplace that never touches customer funds may be outside. Confirm, do not assume. A marketplace that sits on the money for seven days is inside. Describe the cashflow honestly.
Objects clauses that list ‘fintech’ do not licence the cashflow. BRELA is identity.

Worked path: marketplace float versus true EMI
A marketplace that pays sellers the next day from its own money, never holding customer funds, may sit outside PSP. Confirm. A marketplace that holds buyer funds for seven days is inside. Draw the overnight position. If you cannot, you are not ready to apply or to launch.
A wallet that issues electronic value is the EMI conversation. White-labelling a foreign EMI without a Tanzanian licence is how you meet BOT after the ads have run. Partner-bank ‘hosting’ must be a contract a stranger can understand, not a slide.
Safeguarding and AML
Where customer money sits overnight is the question. A founder’s personal account is the wrong answer. BOT will ask about safeguarding accounts, reconciliation, and AML. Build those before the UI is pretty. Source-of-funds for share capital is a different trail: the inward sibling.

Sandbox talk
