Bank Of Tanzania Licence Which Financial Businesses

Which businesses need a Bank of Tanzania licence? BOT approval is for activities the Bank of Tanzania Act and related laws treat as regulated financial business: banks, some deposit-taking activities, bureaux de change, and other classes BOT currently lists (including microfinance where those statutes apply). Selling goods, running a farm, or opening a corporate current account is not a BOT licence. Confirm the live BOT licensing pages before you market a ‘fintech bank’. Ordinary trading still needs a Tanzania business licence on a different desk.
BOT classes attach to the activity (banking, bureau, microfinance, payment), not to a BRELA printout. Union financial regulation still applies where the law says so. As of 19 August 2026. A Zanzibar office does not cancel a BOT class the mainland activity triggers.
The gain is a negative map: what is ordinary banking-as-a-customer versus what is a regulated financial institution. If a sentence here disagrees with the live portal, the portal wins. Fees, forms, classes and processing times change. This page does not reprint a fee table that will be wrong after the next notice.
What this page decides
This page decides whether your activity is a BOT licence class. It is not a how-to to become a commercial bank.
Four facts have to be stable before bank of Tanzania licensing is worth starting: what the business actually does, who controls it, whether the work happens on the mainland or in Zanzibar, and write the activity in verbs. Here the first of those is write the activity in verbs. Filing against provisional answers produces certificates you cannot use.
Competent institutions (verify live)
| Institution | What it actually controls | What it does not replace |
|---|---|---|
| BOT | Licensing and supervision of listed financial businesses | BRELA company existence |
| TCRA | Payment/comms overlays where they apply | A banking licence |
Eligibility and common misconceptions
If you take deposits from the public, deal in foreign currency as a business, or intermediate payments as a regulated class, stop and read BOT. If you only want a company account, use the corporate-bank guide instead.
Customer vs licensee
| Activity | Typical path | Sister page |
|---|---|---|
| Open a company current account | Bank KYC, not a BOT licence | Corporate accounts |
| Bureau de change | BOT class | This page + live BOT schedule |
| Microfinance | Microfinance statute + BOT/other as applicable | Microfinance |
| Payment service / fintech | Map BOT + TCRA overlays | Fintech |
Typical sequence
The sequence is fixed; the schedule is not. The Bank of Tanzania sets its own pace, and an incomplete file resets it.
- Write the activity in verbs: Take deposits? Buy/sell FX for others? Lend as a business? Issue e-money?
- Open the live BOT licensing list: Do not use a 2016 PDF as the class list.
- Do not market the product until the class is clear: ‘Soon-to-be-licensed’ landing pages create enforcement risk.
- Incorporate only the vehicle the class allows: Some classes require a dedicated company.
- File the BOT (and any sister-regulator) pack: Capital, fit-and-proper, systems, as the live form lists.
Documents the file usually needs
Packs for bank of Tanzania licensing differ by class and by form revision. The list is orientation; the exact fields follow the Bank of Tanzania on the day you file.
- Whatever the live BOT application checklist lists for that class
- Fit-and-proper evidence for controllers
- Business plan the supervisor asked for, not a generic pitch deck
Mainland vs Zanzibar
A Zanzibar company doing a BOT-regulated activity is still in a regulated class. Confirm both corporate and financial regulators.
Common mistakes, delays and repairs
- Calling a mobile-money agency a bank
- Trading FX on WhatsApp without a bureau class
- Using ‘fintech’ to skip licensing
What this process does not include
- How to open a current account
- A capital figure invented here
- TCRA courier licences

Frequently asked questions
Do I need BOT approval to open a company bank account?
No. That is KYC with a licensed bank. BOT licences the bank, not every customer.
Is every lender a microfinance licensee?
Not every private loan is a regulated class, but lending as a business often is. Confirm the microfinance statute and BOT.
Can a foreigner own a bureau de change?
Ownership rules sit in the live BOT class. Confirm BOT: do not copy a rumour.
Are official fees for Bank of Tanzania Licence listed as a Zatra package?
No. BOT licence fees are not listed here. Confirm the live Bank of Tanzania tariff.
Does BRELA registration license me to take deposits?
No. BRELA creates the company. Taking deposits is a Bank of Tanzania licence class.
What if I only process payments for my own shop?
Accepting cards as a merchant is usually a merchant-acquirer contract, not a bank licence. Becoming the payment institution is the regulated step.
