Institutions on a mandate
Company and tax
BRELA, TRA
Sector licence
Mining Commission, BoT, TMDA, CRB or TBS
Environment
NEMC screening, EIA or ESIA pathway
Land and premises
Ministry of Lands, TIC derivative right
People
Labour Commissioner, Immigration
Investment status
TISEZA registration where eligible

Which of these apply is settled in the route diagnosis, in dependency order, before the first filing.

Why the third regulator

The first two filings are routine. The third depends on both.

Company registration and the tax number are predictable. The sector licence, the environmental certificate and the investment registration each depend on evidence produced by the others — in an order that is rarely written down anywhere.

  • A licence filed before the environmental screening is returned.
  • An export permit filed before the local-content plan waits for it.
  • Capital paid in against the wrong licence tier sits idle.

Our team writes the order down first — the route diagnosis — and only then files.

Quick answer

What is a multi-agency mandate, and when does a project need one?

One written scope and one named principal where several regulators apply at once.

Send the brief, the capital and the timetable for a senior route review.

Send a brief
Accountable
One principal, named before work begins, from brief to handover.

Approval
Rests with the regulator. What we control is the order of the filings.
Who it is for

Built for projects that answer to more than one regulator.

Company registration is one filing on a longer route. Our team owns the whole sequence: licences, approvals, environmental pathway and investment registration, so nothing on the critical path is discovered late.

Mining & minerals

From prospecting licence to first export

The Mining Commission route in the right order — prospecting, mining or dealer licence, local-content plan, mineral-export sequencing — with every counterparty screened before offtake or joint-venture terms are signed.

Land & real estate

Secure title before the first drawing is approved

Derivative-right and occupancy routes for foreign-owned projects, location and zoning screening, NEMC coordination and the full approval set a development must hold before construction begins.

Microfinance & finance

Licensed by the Bank of Tanzania, ready to lend

Licence-tier selection, fit-and-proper files for directors and shareholders, capital and governance documentation, and the compliance calendar a regulated lender must run from day one.

Agriculture & agro-processing

Land, plant and export permits that open together

Land access, processing-plant approvals, product registration and export documentation sequenced so the factory and its market are ready on the same date.

Construction & infrastructure

A registered contractor and a compliant project entity

CRB and ERB registration routes, foreign-firm requirements, project-company structuring and the complete tax and permit map for a defined works contract.

Energy & utilities

Every regulator on the generation and supply route

EWURA and sector-regulator roadmap, environmental pathway coordination and investment-registration eligibility for generation, distribution and fuel-handling projects.

How our team works

Five steps, each closed with a document.

From the first brief to the dated roadmap, every stage ends in a document the Client can hold our team to.

  1. 01

    Confidential brief

A principal of the firm reads the brief and confirms within one business day whether the mandate belongs on this team.

  2. 02

    Route diagnosis

Delivered within three working days of the evidence list: every licence, registration and approval in sequence, with reserved and restricted activities stated before any structure is proposed.

  3. 03

    Written scope

A scope letter names the deliverables, the institutions, the evidence required, the professional fee and the timeline. Execution begins on signature.

  4. 04

    Multi-agency execution

Filings, regulator meetings and environmental-pathway coordination are run by the named senior lead and reported directly to the Client’s principal.

  5. 05

    Roadmap and handover

A dated 12-month implementation roadmap the board and lenders can rely on, with the compliance calendar that follows launch.

Accountability

Scope, fees, timing and who does the work, answered before any document is exchanged.

What is the Multi-Agency Mandates Desk?

A senior engagement for capital-intensive or regulated projects in Tanzania that require approvals from more than one institution. It delivers route diagnosis, multi-agency dependency mapping, environmental pathway coordination, TISEZA eligibility, a sector-regulator roadmap, a named senior lead and a 12-month implementation roadmap.

How much does our team cost?

The professional fee is published on the pricing page and confirmed in the written scope. A written scope with the exact fee is issued before execution; the engagement letter and invoices are issued in Tanzanian shillings. Government and regulator charges are quoted separately.

Does Zatra conduct the EIA study?

No. Zatra coordinates the NEMC screening and the EIA/ESIA pathway with registered environmental experts; it does not conduct the study itself.

How long does the route diagnosis take?

Three working days from receipt of the evidence list. The evidence list itself is issued within one business day of the brief, so a principal typically holds the full route — every institution, in sequence — within one week of first contact.

Is the brief confidential?

Yes. The brief is read only by a principal of the firm and is not shared outside the mandate team. Submitting it creates no engagement and no fee; the engagement begins only on signature of a written scope letter.

What is not guaranteed?

Regulatory approval, licence grant, timelines set by institutions, or the outcome of environmental studies. Zatra prepares and coordinates; decisions rest with the regulator. Reserved activities and local-participation conditions are stated in the diagnosis before any structure is proposed.
