VAT Return Tanzania: Filing by the 20th, Input Tax, Penalties and Zanzibar

When is the VAT return due in Tanzania? Every VAT-registered person in Mainland Tanzania files a monthly VAT return with TRA and pays the net VAT by the 20th day of the following month, even when no VAT is due. Returns are filed online in TRA's IDRAS taxpayer portal. Input tax older than six months from the invoice or fiscal receipt cannot be claimed.
The return is a self-assessment: output tax on sales, less input tax on purchases, less any VAT withheld by a withholding agent. Zanzibar runs its own VAT at 15 percent, filed with the Zanzibar Revenue Authority (ZRA), not TRA.
What the law says about the monthly VAT return
The VAT return Tanzania businesses file each month is governed by the Value Added Tax Act, Cap. 148 R.E. 2023. The 2023 revised edition renumbered the Act. Returns now sit in section 70, the net amount in section 71, input tax credits in sections 72 to 74, and refunds in sections 85 to 88. Older guides cite sections 66 to 84 from the 2014 text. Use the R.E. 2023 numbers in any letter to TRA.
Section 70(1) requires a taxable person to lodge a return on the 20th day of the month after the end of the tax period. The duty applies whether or not any net tax is payable. Section 71 says a positive net amount is paid when the return is due, without waiting for an assessment.
The Finance Act, 2025 amended the VAT Act in Part XXXIII, sections 122 to 135. It introduced withholding VAT agents and a 16 percent reduced rate, and it changed what a return must attach. The Finance Act, 2026 then set new remittance dates for withholding agents from 1 July 2026.
The machinery for filing, penalties, interest and objections sits in the Tax Administration Act, Cap. 438 R.E. 2023. Section 44 requires fiscal receipts, section 46 requires electronic filing, section 89 sets the late filing penalty and section 62 governs objections.
Who is affected by the monthly VAT return?
Every person registered for VAT with TRA files every month. Registration, not turnover in a given month, creates the duty.
- Businesses over the threshold. Section 28 of the Act and the VAT Regulations set the threshold at taxable turnover of TZS 200 million in 12 months, or TZS 100 million in 6 months ending at the end of the previous month (register F0242). A business that crosses it applies within 30 days.
- Professional service providers and government entities. TRA's VAT page says the threshold does not apply to them.
- Intending traders. A business with contracts, tender awards or bank financing may register before it starts trading. It then files from its first registered month.
- Persons registered compulsorily. The Commissioner General may register a person regardless of turnover under section 33.
The threshold itself comes from the regulations under section 28(4). The Ministry of Finance publishes the Value Added Tax (General) (Amendment) Regulations, 2023, read as one with the VAT Regulations, 2015. A small business below the threshold pays income tax under the presumptive regime instead. When is the VAT return due?
The tax period is the calendar month. The return and the payment are both due on the 20th of the next month. TRA's VAT page states that payment is due on or before the 20th day of the following month, "which is also the deadline for submitting the VAT return".

The R.E. 2023 text moved the deadline to the next working day when the 20th fell on a weekend or public holiday. The Finance Act 2025, section 131, deleted a subsection of section 70 and renumbered the rest. We could not confirm from the text we read whether the working-day rule survived. File by the 20th, or the last working day before it.
Older summaries, including some adviser notes, still give the 7th or the last working day of the month. Those dates are out of date for Mainland VAT.
How do you file the VAT return in IDRAS?
TRA's VAT page says registration and returns run through the Taxpayer Portal, the Integrated Domestic Revenue Administration System (IDRAS). PKF Eastern Africa, in its note on IDRAS of 5 February 2026, gives 9 February 2026 as the start date. IDRAS combines registration, returns, payments, fiscal receipts and assessments in one account.
IDRAS replaced the VAT e-filing system that TRA introduced on 1 March 2022. The Africa Legal Network's note on that system described its main feature. Input tax is accepted only for EFD receipts or invoices that carry a verification code, and for imports backed by a valid customs entry. Receipts claimed twice were rejected.
In IDRAS the filer opens the return for the month, confirms sales by rate, enters purchases by receipt verification code and imports by customs entry, claims withheld VAT against certificates, submits, and generates a control number for payment.
What figures go into a VAT return?
Section 71 builds the net amount in three steps: output tax, less input tax credits, then plus or minus adjustments. A positive result is paid. A negative result is carried forward.

Section 72(3) blocks input tax on entertainment that is not part of the business, sporting and social club memberships, and most passenger vehicles and their running costs. Where a business makes both taxable and exempt sales, section 74 apportions the credit by formula. Above 0.90 the full credit is allowed. Below 0.10 none is allowed.
How do EFD and VFD receipts affect input tax?
Section 44 of the Tax Administration Act requires a person who supplies goods or services to issue a fiscal receipt. Electronic fiscal devices (EFDs) and virtual fiscal devices (VFDs) produce that receipt with a verification code. Section 73(3) of the VAT Act requires a valid tax invoice or fiscal receipt, plus proof of payment, at the time of filing.
In practice, every input claim is matched against the supplier's fiscal record. A receipt that the supplier never transmitted, a wrong verification code or a cash purchase without a receipt will fail. Reconcile three records each month before filing:
- Sales: the EFD or VFD Z-reports against the sales ledger, so that output tax equals what TRA already holds.
- Purchases: each supplier receipt against the purchase ledger and the bank or mobile money payment.
- Imports: each customs entry against the VAT paid at the port.

How long do you have to claim input tax?
Six months. Section 73(1) places the credit in the tax period when the VAT became payable. If it is missed there, it may be claimed in any one of the six following tax periods. Section 73(2) adds that input tax cannot be deducted after six months from the date of the tax invoice, fiscal receipt or other evidence. TRA's VAT page repeats the six-month bar, and register line F0245 records it.
The Finance Act 2025, section 133, also deleted the words "or is liable to pay" from section 72(1)(c). The effect is that credit follows payment of the consideration, not the mere receipt of an invoice. A purchase still unpaid at the filing date is a weak claim.
A receipt dated 3 March 2026 cannot be claimed after 3 September 2026, so it is lost to the September return.
Does a business with no sales still file a nil return?
Yes. Section 70(1) requires the return "whether or not any net tax is payable". A registered person with no sales, or with input tax larger than output tax, still files by the 20th. A missing nil return attracts the fixed penalty under section 89 of the Tax Administration Act, because the floor applies even when no tax is unpaid.
A business that has stopped trading for good should apply to cancel its registration. TRA's VAT page gives 14 days after permanently ceasing taxable supplies. Until TRA cancels the registration, monthly returns remain due. Cancellation also triggers adjustments on stock and assets under section 84.
Is the 16 percent reduced rate in force?
The law is in force; the practical rate is not yet in use. Section 124 of the Finance Act 2025 inserted section 5(6) into the VAT Act. It sets a 16 percent rate on a standard-rated supply in Mainland Tanzania to an unregistered person who pays through a bank or an electronic payment system approved by the Commissioner General. The subsection came into operation on 1 September 2025 (register F0240).
The same subsection lets the Commissioner General specify eligible persons and the manner of implementation by public notice. TRA's public notice of 2 September 2025 said that notice was still being prepared. PwC's Worldwide Tax Summaries, last reviewed on 9 September 2026, still describe the rate as pending a final implementation notice. VATCalc's report of 8 September 2025 called the cut on hold.
Until a TRA notice names eligible suppliers, charge 18 percent. A supplier that does use 16 percent must, under section 70 as amended by section 131 of the 2025 Act, submit proof of the bank or electronic payment with the return.
How does withholding VAT change the return?
From 1 July 2025, withholding agents keep part of the VAT they owe to suppliers. Agents include the Ministry of Finance, government entities that retain their own revenue and registered persons appointed by notice. The supplier still charges 18 percent. The agent withholds 3 percent of the consideration on goods and 6 percent on services (register F0233).

For mixed supplies, the 2026 Act splits the value between goods and services in the ratio 3:2. Vemma Consult Attorneys, in its review of the Finance Act 2025 of 16 September 2025, notes that the certificate must be issued on or before the VAT due date to support the credit. When can a business claim a VAT refund?
A negative net amount is carried forward under section 85. A refund without carry forward is available in narrower cases under section 86, and section 88 governs the application. PwC reports that a remaining credit can be claimed six months after it first became due, provided all intervening returns are filed. Exporters and others in a regular refund position may apply to claim monthly.
TRA's VAT page lists the evidence. A claim needs a certificate of genuineness from an auditor registered with the NBAA who is also a TRA-registered tax consultant. Regular repayment traders add customs and transport documents and the EFD receipts. TRA's page says the Commissioner General decides within 90 days, and late refunds attract interest. TRA may set a refund off against other taxes owed, with written notice.
What are the penalties for a late VAT return?
Late filing and late payment are charged separately, for each month or part of a month. All amounts below are from the Zatra fee register at 26 September 2026.

A nil return filed late still costs at least TZS 300,000 a month for a company. The Commissioner General may remit interest and penalties under section 81 of the Tax Administration Act, but remission is discretionary.
Worked example: one month's VAT return for a Dar es Salaam supplier
For example, take Pwani Building Supplies Ltd, a VAT-registered company in Dar es Salaam. Its September 2026 return is due on 20 October 2026. All figures exclude VAT unless stated.

The arithmetic is 36,000,000 less 26,100,000 of allowable input tax, less 600,000 withheld. The company pays TZS 9,300,000 against the IDRAS control number by 20 October.
Now suppose the company files and pays on 5 November instead. The penalty is the higher of 2.5 percent of 9,300,000, which is 232,500, or the 15 currency point floor of TZS 300,000. So TZS 300,000 applies (NEW-02-06). Interest for one month at 8.75 percent a year is about TZS 67,813 (NEW-02-08, NEW-02-09). The 16-day delay costs about TZS 367,813.
The interest line is an illustration; TRA computes interest on its own ledger. Tax, penalty and interest are paid to TRA at the official amount against TRA's control number. They are separate from any professional fee.
How do you correct or amend a filed VAT return?
Section 50 of the Tax Administration Act says a return can be corrected only as the relevant tax law allows. The VAT Act allows a taxable person to request an amendment within three years after the end of the tax period. The R.E. 2023 text placed this in section 70(3); the 2025 Act renumbered the subsections.
The Commissioner General may decide the request without an audit, and must decide in writing with reasons within 90 days. If the request comes before any notice of audit or investigation, the taxpayer pays the unpaid tax and the late payment interest. A voluntary correction also reduces the false statement penalty by 10 percentage points (NEW-02-11).
Minor errors are adjusted in a later month under section 82. Credit and debit notes go through sections 75 to 77, issued within seven days of the event.
What happens if TRA disagrees with the return?
TRA may audit and issue an adjusted assessment. A taxpayer that disputes it objects within 30 days of service. The objection is admitted only after paying the greater of the tax not in dispute or one third of the assessed tax (register NEW-02-19, TAA s.62). The appeal route then runs to the Tax Revenue Appeals Board and the Tribunal, with their own fees (NEW-02-20, NEW-02-21).

Does a Zanzibar business file its VAT return with TRA or ZRA?
With ZRA. VAT is not a Union tax. The Mainland VAT Act applies in Mainland Tanzania, and Zanzibar has its own VAT law. The ZRA VAT page cites the Value Added Tax Act No. 4 of 1998, final consolidated 2025, and the VAT Regulations of 2012. Returns are filed on ZRA's ZIDRAS portal.

A group trading on both sides files two sets of VAT returns. Goods moved from Zanzibar to the Mainland can carry Zanzibar input tax, which section 72(1) of the Mainland Act recognises as creditable on import. What to do now
- Diary the dates. Put the 10th (withholding certificates) and the 20th (return and payment) in the finance calendar for every month.
- Close the sales side. Reconcile EFD or VFD Z-reports to the sales ledger in the first week of the month.
- Clear the purchase receipts. Match each supplier receipt to its payment and drop any older than six months.
- Collect withholding certificates. Ask every withholding agent customer for its IDRAS certificate before the 20th.
- Keep charging 18 percent. Apply 16 percent only after a TRA notice names your business as eligible.
- File nil returns. File every month while registered, and apply to cancel within 14 days of ceasing business.
- Pay against the control number. Generate it in IDRAS and pay by bank or mobile money by the 20th.
- Correct errors early. Request an amendment before any audit notice to limit penalties.

Frequently asked questions
Can a VAT return be filed after paying the VAT?
Both are due on the 20th. Paying on time but filing late still triggers the late filing penalty, at least the 15 currency point floor of TZS 300,000 a month for a company. Filing on time without paying triggers interest and the 2.5 percent limb. Do both together.
Does a company with a TIN but no VRN file VAT returns?
No. A TIN alone creates income tax duties, not VAT returns. The VAT return duty starts from the effective date of VAT registration shown on the VAT certificate. Check that date in IDRAS, because returns are expected from that month even if trading started later.
Can input tax on a supplier's handwritten invoice be claimed?
Not safely. Section 73(3) requires a valid tax invoice or fiscal receipt at filing, and the filing system checks receipt verification codes. Ask the supplier for a fiscal receipt from its EFD or VFD. Without it, the claim is likely to be rejected or reversed on audit.
What if a withholding agent does not issue the certificate in time?
The supplier cannot subtract the withheld amount without a valid certificate, so it pays the full net VAT and carries the gap. Chase the agent in writing before the 20th, keep the payment advice showing the deduction, and claim in a later period once the certificate is issued, within the time limits.
Is VAT on rent from a commercial property filed on the same monthly return?
Yes, if the landlord is VAT registered. Commercial rent is a standard-rated supply, so the output tax goes into the same monthly return as other sales. Some property supplies are exempt under the Schedule to the Act, so check the specific property type before charging.
When can VAT on an unpaid customer invoice be recovered?
Section 78 allows a decreasing adjustment once the consideration has been overdue for more than eighteen months and written off as bad. The customer that claimed the input tax makes a matching increasing adjustment. If the debt is later paid, a further adjustment reverses the relief.
How long must VAT records be kept?
Keep tax invoices, fiscal receipts, customs entries, withholding certificates and ledgers for at least five years under section 43 of the Tax Administration Act. Keep them longer while an amendment request, refund claim, audit or objection on that period remains open.
Can TRA refuse a refund and use the money against other debts?
TRA's VAT page says a refund may be set off against other taxes, penalties and interest the taxpayer owes, with written notice. A business expecting a refund should clear old ledger balances first, or the refund will shrink before it is paid.
