Transit Goods Through Tanzania: The Bond Is the File

How do you move goods through Tanzania to a landlocked neighbour? As a customs transit under the East African Community Customs Management Act, 2004, administered by TRA Customs and Excise at the port of discharge and at the exit station. A licensed customs agent lodges the transit declaration in TANCIS, security is executed for the duties and taxes at risk, an electronic seal is armed, and that security is released only when the border post certifies the goods left the country. The destination sets the regime: EAC Partner States clear under the Single Customs Territory, while Zambia and Malawi remain classic bonded transit.
This page is the transit-goods operating file: which customs regime a consignment bound for a landlocked neighbour actually moves under, what secures it while it is on Tanzanian road or rail, and what releases that security. It is not a freight-rate comparison, and it is not the destination country's import file.

As at 14 September 2026. Confirm procedure, security formats and exit-station hours with TRA Customs and Excise on tra.go.tz. This file rests on EACCMA and its Regulations of 2010, the Value Added Tax Act Cap. 148, the Tanzania Shipping Agencies Act, 2017 and the reserved-activity list at Government Notice No. 487A of 2025.
Transit is a customs regime, not a freight arrangement
Cargo landed at Dar es Salaam for Lusaka, Bujumbura, Kigali or Lubumbashi is never entered for home use here. EACCMA holds it under customs control from discharge until an officer at an exit station certifies that it left. Import duty, value added tax and excise are suspended rather than forgiven. They sit behind a security and fall due in full, with interest and penalty, if the boxes cannot be proved out.
Customs is a Union matter. TRA applies the same Act at Dar es Salaam, Tanga, Mtwara and the Zanzibar ports. The Zanzibar Revenue Authority owns non-Union taxes on the islands and has no claim on cargo that never enters home use anywhere in the United Republic. Goods landed at Zanzibar and then shipped to the Mainland are not in transit at all. That is a movement between two parts of one Union with separate value-added-tax laws, and Mainland VAT arises on arrival.
Screen the reserved list before you build the chain
Owning cargo that passes through is open to anyone. Owning the Tanzanian links of the chain is not. GN No. 487A of 2025 carries the reserved-activity schedule, and customs clearing and forwarding together with domestic road haulage are the entries that most often stop a foreign shareholder. Read the schedule itself rather than a summary of it; it has been amended since it first appeared, and the amendment decides.
Two gates sit above it. The Shipping Agencies Act gives TASAC an exclusive clearing and forwarding mandate over designated categories of cargo, so establish whether your commodity falls inside one before you appoint anybody. Road carriage of goods is licensed by LATRA under the Land Transport Regulatory Authority Act, 2019. A foreign-plated truck may lawfully run a sealed load across Tanzania; lifting a domestic backload on the return leg is cabotage and a separate licence question.
Single Customs Territory or classic bond: the destination decides
Where the consignee sits in an EAC Partner State, the Single Customs Territory applies: officers of the destination revenue authority work at the port, assess against their own tariff and collect before release, and the road leg becomes a monitored movement rather than a Tanzanian exposure. Where the consignee sits outside the Community, the cargo moves as classic transit and Tanzanian security stands behind it the whole way.
| Destination | Regime on the Tanzanian leg | Who assesses duty | Usual exit station |
|---|---|---|---|
| Rwanda | Single Customs Territory | Rwanda Revenue Authority | Rusumo one-stop post |
| Burundi | Single Customs Territory | Office Burundais des Recettes | Kabanga to Kobero |
| Uganda | Single Customs Territory | Uganda Revenue Authority | Mutukula |
| DR Congo | Territory treatment where applied; lake leg via Kigoma | Direction Générale des Douanes et Accises | Kigoma or Tunduma |
| Zambia | Classic transit, Tanzanian security | Zambia Revenue Authority | Tunduma to Nakonde |
| Malawi | Classic transit, Tanzanian security | Malawi Revenue Authority | Kasumulu to Songwe |
What the security has to cover
Security is computed on revenue at risk, never on invoice value and never on freight: the tariff line, its rate band, the value added tax that would have arisen on the duty-inclusive figure, and excise where the commodity attracts it. Misclassify the goods and the instrument is short by exactly the margin of that error.
Most consignments run against a general bond held by the licensed agent, and that bond has a ceiling. Ask the agent in writing what headroom remains before the vessel berths, not after demurrage starts running.
Release comes on acquittal, and until the exit certificate is matched against the lodged declaration the movement stays open. A demand on an unacquitted transit runs first to the principal on the instrument, then to the agent, then to the cargo owner by contract.
Seals, the monitoring centre and the corridor clock
Every transit unit moves sealed. Electronic cargo tracking arms a seal at the port or at an inland container depot, reports position and tamper events to a monitoring centre, and is disarmed by an officer at the exit station. An alarm on the Morogoro to Dodoma stretch produces a response vehicle, not a query letter. Drivers who cut a seal to re-stow a shifted load, however honestly, create a diversion file that takes weeks to close.
The transit period runs from the date of declaration, not from the day the truck loads. The Regulations of 2010 fix that period and give the Commissioner power to extend it on written application; settle the live period and the extension route with the station before a breakdown at Manyoni becomes an enforcement matter.
The sequence the desks take
- Classify and screen the commodity: tariff line, whether it sits in a sensitive category, and whether TASAC designation applies.
- Appoint a customs agent licensed by the Commissioner and confirm the headroom on the general bond in writing.
- Lodge the transit declaration in TANCIS against the bill of lading, with container and seal numbers as manifested.
- Execute the security, or, for a Single Customs Territory consignment, let the destination authority raise and collect its assessment at the port.
- Arm the electronic seal at the port or the container depot and record the arming reference on the file.
- Run the corridor through the TANROADS weighbridges and the customs checkpoints, keeping the driver's copies intact.
- Present at the exit station, where the seal is disarmed and the exit certificate is raised on both sides of the border.
- Close the movement: acquittal matched in TANCIS, security released, and the pack filed for the next audit.
What the file carries
Ocean papers first: bill of lading, delivery order from the line or its agent, commercial invoice, packing list, and a certificate of origin where the destination tariff turns on it. Then the customs layer: the TANCIS declaration, the security instrument or the destination authority's assessment and receipt, and the electronic seal record.
The road layer is the one that goes missing. A consignment note naming the actual carrier and consignee, the LATRA licence for a Tanzanian carrier, the driver's passport and any visa the exit post requires, regional third-party motor insurance recognised at the far border, and a TANROADS permit where the load is abnormal in weight or dimension. Axle-load and gross-weight limits are harmonised by the East African Community Vehicle Load Control Act, 2016 and enforced at the weighbridges; take the ceiling from TANROADS, not from the transporter's optimism.
Illustrative arithmetic on one Lubumbashi consignment
Illustrative arithmetic, not a quotation. Two forty-foot containers of finished building materials are discharged at Dar es Salaam for a site in Lubumbashi. The customs value, converted at the rate applied that day, is TZS 468,000,000. Import duty at the Common External Tariff finished-goods band of 25% would be TZS 117,000,000. VAT at the Cap. 148 standard rate of 18% falls on value plus duty: 18% of TZS 585,000,000, or TZS 105,300,000. Revenue at risk is therefore TZS 222,300,000, and that, not the TZS 468,000,000 of cargo value, is what the security must reach.
The Common External Tariff runs bands of 0%, 10% and 25%, with a maximum band of 35% over a list of sensitive goods, so a change of tariff line moves exposure further than a change of route; confirm the live schedule on tra.go.tz.
Where transit files stall
- Container or seal numbers differing by one digit across the manifest, the declaration and the truck: the gate does not release on a near match.
- Exhausted bond headroom discovered on the day of discharge, with the vessel already worked.
- Sugar, edible oil, cigarettes, spirits, fuel and used clothing drawing escort or scanning nobody warned the shipper about.
- An acquittal that never returns because the exit certificate was raised in a name the declaration does not carry.
- Overload at a weighbridge, forcing a roadside transfer that breaks a seal with no officer present.
- Territory cargo planned as though it were bonded, with security arranged for tax the destination authority already took.
What moved on the Central Corridor
The Democratic Republic of the Congo's accession to the Community pulled a large share of Lubumbashi and Kalemie volume out of pure bonded movement and towards Territory treatment. Plan the tax leg against the current position for that Partner State, not against an older routing memo.
On the Tanzanian side, phased commissioning of the standard-gauge railway westward has changed the mode mix for containerised cargo and the point at which seals are armed, because rail loads consolidate at depots rather than at the quay. Designated exclusive clearing categories under the Shipping Agencies Act have also been amended, narrowing who may act for certain commodities. Both are procedure, not tariff, and both stop a file drawn on the old arrangement.
Mandate-holders this file does not replace
TRA owns the regime, the declaration and the acquittal. The Tanzania Ports Authority owns the quay, the yard and the storage clock. TASAC owns shipping agency and the designated clearing categories. LATRA licenses road carriage; TANROADS owns weighbridges and abnormal-load permits. Immigration owns the driver. The destination authority owns the assessment wherever it makes it.
Zatra prepares, structures and coordinates the Tanzanian corporate and compliance side of a transit chain. It does not act as a customs agent, execute bonds, or obtain approvals. Where a matter needs a licensed agent, an advocate or an insurer, that hand-off belongs in the contract.
What to confirm before you act
- The regime for your exact destination, and where its assessment is actually raised.
- The tariff line, the band it falls in, and whether the commodity sits in the sensitive list.
- The agent's licence, and written bond headroom dated within the week of discharge.
- The transit period and the extension procedure at the station handling your declaration.
- Whether the 487A schedule or TASAC designation touches any company you intend to own or appoint.
- The exit station's operating hours and its documentary list for your commodity, in writing.
Frequently asked questions
Do transit goods pay Tanzanian import duty or VAT?
Not if they leave. Import duty, VAT and excise sit suspended behind a security, and every shilling falls due where no exit certificate can be produced.
Can a foreign-owned company clear its own cargo here?
Screen the 487A reserved-activity schedule first, since clearing and forwarding commonly appears on it, then check whether TASAC designation covers your commodity. Settle both points before incorporating anything.
What actually releases the security?
Acquittal. The certificate raised at the exit post returns and is matched in TANCIS. A delivery note signed at a destination warehouse does not close a Tanzanian movement.
Is cargo for Rwanda handled like cargo for Zambia?
No. Rwanda is a Partner State, so the Single Customs Territory applies and its revenue authority assesses in Dar es Salaam. Zambia sits outside the Community, so Tanzanian security carries the load.
What happens if the truck breaks down and runs late?
Apply to the station in writing for an extension before the period lapses; the Commissioner holds that power under the Regulations of 2010. Silence turns a delay into a suspected diversion.
Does a transit movement touch Zanzibar's tax system?
Customs is a Union matter administered by TRA. The islands' revenue authority has no claim on goods that never enter home use. Landing at Zanzibar then shipping to the Mainland is a different file.
Where are Zatra's fees published?
Only on /pricing/. Government charges, port charges, agent commission and bond costs are separate lines paid to their own holders, and none of them belongs on a consultancy invoice.
