Registering as a Government Supplier: PPRA, NeST and the Tender Route

Direct answer

How do you register as a government supplier in Tanzania? There is no single national roll of approved suppliers. Procuring entities buy under the Public Procurement Act No. 10 of 2023, in force since 17 June 2024, and the process runs through the National e-Procurement System of Tanzania. A supplier opens a NeST profile against a BRELA certificate, a TIN, a current business licence and a live TRA tax clearance, then answers a published advert. The Public Procurement Regulatory Authority regulates and monitors; it does not award. Screen reserved activities and sector boards first. Confirm live categories at ppra.go.tz.

This page is the government-supply operating file: which registrations must be in hand before a tender closes, and which desk owns each one. It is not a bid-writing course, nor a list of open opportunities.

As at 15 September 2026. This file rests on Act No. 10 of 2023 and the Regulations made under it; confirm the live tender categories, forms and Government Notice numbers at ppra.go.tz.

Who buys, who regulates, who hears the complaint

Four roles sit behind every government order. The procuring entity buys: a ministry, an independent department, an executive agency, a local government authority or a public corporation, each carrying an accounting officer, a tender board and a procurement management unit. Regulation, monitoring and procurement audit belong to the Public Procurement Regulatory Authority, which holds no budget for your goods. The Government Procurement Services Agency runs framework arrangements for common-use items and services: a separate admission. The Public Procurement Appeals Authority hears the tenderer who says the process broke.

The governing statute commenced on 17 June 2024 under Government Notice No. 455 of 2024, gazetted a week earlier in Gazette No. 13 Vol. 105, displacing the 2011 legislation, Cap. 410. Regulations made under the new statute carry the detail on methods, thresholds and preference. Confirm their Government Notice number at the regulator.

Zanzibar sits outside all of this. The islands procure under their own public procurement and disposal of public assets legislation, through their own authority; island tax clearance comes from the Zanzibar Revenue Authority, and corporate identity on an island bid is BPRA paper. A Mainland profile answers a Mainland advert.

The registration is an account, not an entitlement

Because the 2023 statute mandates electronic procurement, NeST carries the advert, the tender document, every clarification, the submission and the award notice. Registration produces a supplier profile tied to one taxpayer identification number, one set of trade categories and one authorised signatory.

The profile lets a bidder pull documents, receive addenda automatically and lodge before the closing minute. It confers no prequalification, no shortlisting and no relationship with any accounting officer. Suppliers who treat it as a directory listing and wait for a call are waiting for nothing.

Select categories honestly. A profile registered against every code attracts adverts the firm cannot answer; one registered too narrowly misses the advert it exists for.

Screen the reservation before you touch the registration

Some trades are closed to foreign-owned companies. The reserved list at Government Notice No. 487A of 2025 withdraws named activities from non-citizen participation, and licensing under the Business Licensing Act Cap. 208 is where the refusal surfaces. No supplier account cures a licence the law will not issue.

The statute also carries preference for local firms and locally produced goods, restated in each tender document. The margin sits in the Regulations; read the evaluation criteria of the actual document rather than last year's.

Where expatriates are named as key personnel, the work permit under the Non-Citizens (Employment Regulation) Act, 2015 and the residence permit under the Immigration Act Cap. 54 must exist at mobilisation. Naming a technical director with no permit is an evaluation risk.

Which registration answers which question

RegisterQuestion it answersQuestion it leaves open
BRELA: Companies Act Cap. 212 or Business Names Registration Act Cap. 213Does the bidder legally exist, and who owns itWhether it may lawfully trade or bid
TRA: taxpayer identification and clearanceIs this taxpayer current on returns and assessmentsTechnical or financial capacity
Local authority licence: Cap. 208May the activity be carried on at this addressSuitability for one specific supply
NeST supplier profileMay the bidder receive and lodge documentsEligibility under a tender's own criteria
GPSA framework arrangementMay entities order common-use items from this firmAnything beyond that framework's scope
Sector board: CRB, ERB, AQRB, TMDA, TBSIs the firm or product qualified for the classPrice, delivery record or past performance

Those rows are orientation. The eligibility clause of the document in front of you is the operative test.

Tax clearance is the gate that fails most often

A tax clearance certificate is the Commissioner's statement that a taxpayer is current: entity-specific, short-lived, and refused where a return is outstanding or an assessment unpaid. A bid carrying a certificate that lapsed between download and closing is disqualified, and no tender board may overlook that.

Behind the certificate sits the ordinary tax file. Registration for value added tax becomes compulsory once annual taxable turnover reaches TZS 100 million under the Value Added Tax Act Cap. 148, at a standard rate of 18 per cent. Provisional tax under Cap. 332 falls due on the last day of the third, sixth, ninth and twelfth months of the accounting period. Service levy of 0.3 per cent of turnover under the Local Government Finance Act Cap. 290 arrives with each licence renewal.

Employers also carry the skills and development levy at 3.5 per cent of gross pay where ten or more employees are engaged, under the Vocational Education and Training Act Cap. 82; social security at 20 per cent of gross pay, the employer bearing at least half, under Cap. 50; and 0.5 per cent of the private-sector wage bill to the Workers Compensation Fund under Cap. 263. Arrears on any one of them will hold up the clearance. Confirm the live schedule on tra.go.tz.

Documents the file needs

Certificate of incorporation with memorandum and articles, or the business name certificate; TIN certificate; VAT registration where the threshold has been crossed; a current business licence; tax clearance valid on the closing date; audited accounts for the years the document names; a bank reference or credit line; power of attorney for the signatory; sector registration; and beneficial ownership already filed at BRELA.

Goods bids add a manufacturer's authorisation where the specification names a brand, standards evidence, and a delivery schedule. Works bids add the contractor's class under the Contractors Registration Act Cap. 235, an equipment schedule, and personnel with their ERB or AQRB numbers. Nearly every document also demands a declaration of non-debarment and of conflicts touching the entity's staff.

Scan quality matters more than it should: an unreadable certificate uploaded late is treated as an absent one.

The sequence the desks actually take

  1. Screen the activity against the reserved list and any sector statute before spending on registration.
  2. Fix the legal identity at BRELA: incorporation or business name, beneficial ownership filed, the register accurate.
  3. Take the TIN and licence from TRA and the council for the address actually traded from.
  4. Clear the tax file: outstanding returns, assessments, objections, and only then request the certificate.
  5. Register the sector class where one applies, since that certificate cannot be produced retrospectively.
  6. Open the NeST profile against that TIN, choose categories, appoint a signatory who will be reachable.
  7. Answer one advert properly rather than twenty carelessly, keeping every addendum and clarification on file.
  8. Diary the securities and the standstill, so guarantees, validity periods and complaint windows are managed by date.

Securities and the arithmetic on a TZS 900 million supply

Money leaves a supplier's balance sheet before any arrives. Tender security, or a tender-securing declaration where the document permits one, holds the bid to its validity period, and performance security replaces it at signature. An advance payment, where granted, is matched by a guarantee of equal amount; retention is held from each certificate until the defects period closes. Each carries a bank charge and cash cover set by the bank, not the entity.

Illustrative arithmetic, not a quotation. A resident firm wins a desk-supply contract at TZS 900,000,000 before tax. Value added tax at 18 per cent adds TZS 162,000,000, so the invoice reads TZS 1,062,000,000. Withholding on payments for goods supplied to the Government and its institutions, at 2 per cent under the Income Tax Act Cap. 332, removes TZS 18,000,000 from the consideration: creditable against the year's liability, not lost. The council's service levy is TZS 2,700,000. If the special conditions set performance security at one tenth, a further TZS 90,000,000 sits with the bank from signature to completion. Anyone who priced that contract on 900 million of free cash has mispriced it.

Where the file stalls

None are judgement calls by a tender board. They are mechanical, and they account for most losses.

What the 2023 statute moved

Electronic procurement stopped being optional. The earlier portal was retired and NeST now carries adverts, addenda, submissions and award notices end to end. The legislation pushed force-account work, framework arrangements and local participation harder than its predecessor, and reorganised the review machinery around them.

For a supplier the consequence is narrow: one channel only. Paper left at a registry counter that is not mirrored on the system is not a submission.

Complaint, standstill and appeal

A tenderer who believes the process broke complains first, in writing, to the accounting officer of the procuring entity, within the period the legislation and its Regulations prescribe. If the answer does not satisfy, the matter goes on appeal to the Public Procurement Appeals Authority. A standstill period runs from the notice of intention to award, and exists precisely so a complaint can be lodged before signature.

Those windows are short, and not extended for a director who was travelling. Confirm the current day counts against the statute and its Regulations, not a number quoted in a tender forum.

Mandate-holders this file does not replace

PPRA owns regulation, monitoring and the procurement audit. The accounting officer owns each award. GPSA owns common-use frameworks. PPAA owns appeals. TRA owns clearance and withholding. BRELA owns identity and beneficial ownership. The Contractors Registration Board, Engineers Registration Board and Architects and Quantity Surveyors Registration Board own professional class. TMDA owns medicines and devices, the Tanzania Bureau of Standards product standards, and the Medical Stores Department is itself a procuring entity for health commodities. Zatra prepares, structures and coordinates a supplier file; it issues nothing on this list and guarantees no award.

Frequently asked questions

Is there a single register of approved government suppliers?

No. Registration on the national e-procurement platform lets a firm receive and lodge documents. Eligibility is decided tender by tender, against the criteria in each document.

Does a supplier account bring invitations?

Only for open adverts in the categories selected. Restricted methods, framework arrangements and prequalified lists work differently. A dormant profile generates nothing; the firm still has to read adverts and respond.

Do I need a tax clearance certificate for every bid?

Assume yes, and assume it must be valid on the closing date rather than the download date. Certificates are short-lived, entity-specific, and refused where returns or assessments are outstanding.

Can a foreign-owned company supply the Government?

Where the activity is not on the GN No. 487A reserved list and the firm is properly licensed, yes: subject to whatever preference margin the evaluation criteria give domestic bidders and domestic goods.

Does Mainland registration cover Zanzibar tenders?

No. The islands run separate procurement legislation and their own authority, with BPRA identity and Zanzibar Revenue Authority clearance. Budget for a parallel set of papers.

What does GPSA registration add?

Admission to the common-use framework arrangements, against which many entities order without running a fresh tender. It is an extra route into supply, never a replacement for the ordinary open advert.

The award looks wrong, where do I complain?

To the entity's accounting officer first, in writing and within the prescribed window, then to PPAA if that answer does not settle it. Complaining after the contract is signed is materially harder.
