Investment Consultants in Tanzania: What Investors Should Expect

“Investment consultants” in Tanzania can mean a market-entry desk, a placement agent, or a person with a PDF about GDP. This page is about the first kind: someone who will structure a file that can be filed. It is commercial investigation, not a pitch deck about the country. What an investment consultant actually delivers, concretely

If the engagement is real, you leave with artefacts, not adjectives:

• A structure recommendation — Tanzanian company, branch, or another vehicle — with the tax, licence and banking consequences stated as orientation, not as a ruling.
• A regulator map — BRELA, TRA, TISEZA if the project qualifies, Immigration if people will move, and the sector board that owns the activity.
• A document list keyed to the live forms, including foreign-shareholder legalisation. Start from the foreign-investor checklist.
• A sequence and a range of time with queries called out. Not a guaranteed date.
• A fee split — professional vs statutory vs third-party (notaries, translations, bank).
• Where relevant, a feasibility / model scope — what the model must test, not a global template with Tanzania typed in.

If the first invoice buys only a “market opportunity” memo with no document list, you bought content, not an investment engagement.

TISEZA and investment incentives — when they apply

TISEZA is the current home of investment registration and special economic zone routes that many still search as TIC. Not every company needs it. A small local trader usually needs BRELA and TRA, not an investment certificate. A qualifying capital project may need both: company first, then investment registration if the live rules include that project.

Feasibility and financial modelling as part of the engagement

Boards and lenders will not fund a paragraph. A Tanzania-specific model shows local costs (including regulatory lines), a ramp that can be stress-tested, and assumptions with sources. That work is scoped — often closer to the board-pack / Executive tier than to a Standard company pack. What a first investment consultation should cover

1. Activity in one sentence — Goods, services, site, and whether it is classified.
2. Ownership and source of funds — Who the bank and TRA will see.
3. People — Who will live and work in Tanzania in year one.
4. Mainland vs Zanzibar — Two files if both.
5. Whether TISEZA is even in scope — A yes/no with reasons, not a default upsell.
6. Next artefacts — Document list, sequence, professional fee band, statutory orientation.

A normal first consultation is this diagnosis. It is not a ceremony and it is not a promise of incentives. If you already have a company and only need a licence, say so — the engagement should shrink.

How long before operations can begin

Incorporation plus TIN for an unregulated activity can be working days once documents are complete. Adding TISEZA, sector licences, immigration and a bank account is additional clocks, sometimes measured in weeks to months depending on class and queries. Anyone who quotes a single “investment structuring” number without naming those tracks is averaging incomparable files. Verify before you commit capital

Search the consultancy as a company, visit the Dar es Salaam office, and keep government receipts in the project company’s name. The consultant coordinates. BRELA, TRA, TISEZA and the sector board still decide.
