What is the difference between a consultant, an advocate and a CPA on a Tanzania file? An advocate holds a practising certificate and may do reserved legal work — opinions on GN 487A, conveyancing, litigation. A CPA (NBAA) signs assurance and, where live rules require it, certain tax representations. Hiring the wrong mandate wastes a quarter. An advocate who will not read a TISEZA form, and a consultant who writes a fake legal opinion, both fail the officer. Zatra’s named advocate reviews appear on locked operating files; they are not a blanket “we are lawyers” claim for every slug.
Sequence when you do not know who to hire
- Name the instrument. If it is a court or a conveyance, start with an advocate.
- If it is an audit opinion, start with a CPA.
- If it is a multi-desk investment file, start with a consultant who will pull the others in.
- Ask to see the practising number where the task is reserved.

Consultant, advocate and CPA are different tickets
A business consultant coordinates filings. An advocate practises law. A CPA(T) signs accounts. Mixing those tickets in one brochure is how a mineral-right “package” gets promised by someone who cannot appear at the Commission. What to put in the engagement before anyone files
