Tanzania Business Setup Packages: Coordinated Filings, Not One Certificate

What does a Tanzania business-setup package actually buy? Coordination of filings that different mandate-holders issue. The company is a BRELA instrument under the Companies Act. The TIN is TRA identity. The trade class is the sector board that owns that activity. A TISEZA certificate under the Investment and Special Economic Zones Act 2025 is a later overlay, not the package. This page is not the seven-day SLA slug and not the Dar walk-in desk. Confirm ors.brela.go.tz and tra.go.tz. Approvals are not guaranteed. Fees on /pricing/.
What a package can contain — and what it cannot issue
A setup package is a project plan: name search and constitution at BRELA, TIN at TRA, then the class the object clause actually triggers. It can include a bank-onboarding pack that matches those two stories. It cannot print a mineral right, a Labour work permit, an OSHA workplace card, or a Cashewnut Board buying class. Those stay on their own keepers. Zatra prepares and coordinates; it does not issue the certificate.
As at 10 September 2026, this page publishes no package price, no working-day SLA, and no “includes mining licence” line. Professional fees stay on /pricing/. Gazette fees live on the mandate-holder portal the week you file.
| Line in a brochure | Mandate-holder | What the package is doing |
|---|---|---|
| Company / business name | BRELA (Mainland) or BPRA (Zanzibar) | Identity only |
| TIN | TRA | Tax identity — not VAT |
| VAT, PAYE, SDL, WCF | TRA / NSSF / WCF as the live heads name them | Opened only when the Act requires them |
| Sector class | The board that owns the activity | Not included unless the object clause names that activity |
| Work / residence | Labour then Immigration | People files, not the company |
| Bank account | The receiving bank’s KYC | A pack, not a guarantee |
GN No. 487A still sits in front of the object clause
A package that copies a wide object clause onto a foreign-owned company can collide with GN No. 487A of 2025 on reserved activities. Screening the objects is part of the pack, not an optional extra. This page reprints no reserved-activity list and no penalty figure. A Tanzanian advocate should read the gazetted Order against the constitution before you file.
TISEZA registration, where the project actually qualifies, is section 15 of the 2025 Act — a later overlay. It does not replace BRELA, TIN, or the sector class. Do not sell “investment licence included” as if TISEZA issued the company.
How this slug stays distinct from the sequence and the seven-day page
The registration-sequence page is the order of desks. The corporate-services page kills the seven-day guarantee. The Dar desk page is geography. This page is what a commercial “package” may bundle without lying about who issues the paper.
Mainland versus Zanzibar is two packages if the workplace is two jurisdictions. BPRA and ZIPA are not BRELA and TISEZA photocopies. Confirm the island desks separately.
Failure modes packages already know
- Quoting a 2024 brochure as a 2026 fee table
- Treating “package paid” as authority to trade
- Leaving the sector class off because “we will add it after the first invoice”
- Putting a mining, cashew, or OSHA line into a general setup SKU
Board minutes should name the legal person, the desks in the pack this week, and that no certificate is guaranteed. Print ors.brela.go.tz and tra.go.tz the week you file. A screenshot without a date is a speech.

A package is a sequence of desks, not a certificate
What a package can honestly include: name search, constitution, TIN, mapped licences, a bank pack that matches those names. It cannot include a mineral right, a Cashewnut Board class or a TISEZA certificate as if they were SKUs. Approvals are not guaranteed. Fees on /pricing/.
Seven-day complete setup is a slogan. Mainland versus Zanzibar is two packages if the workplace splits. Screen Government Notice No. 487A of 2025 against the objects before you print the brochure. Work permits, OSHA and sector classes are extra files when the facts trigger them. As at 11 September 2026, coordinated filings are still not one stamp.
What a scope letter can name — and what it must not promise
A honest scope names the desks: BRELA ORS, TRA TIN, mapped ordinary and sector classes, a bank pack that matches those names. It says Zatra prepares and coordinates. It says the authority issues. It does not promise a mineral right, a Labour class, an OSHA card or a TISEZA certificate as an SKU. Approvals are not guaranteed. Fees on /pricing/.
Seven-day complete setup remains a slogan. Island work is a second package. Government Notice No. 487A of 2025 still screens objects before you print the brochure. As at 11 September 2026, a package is a sequence, not a certificate.

Frequently asked questions
Can a consultant file instead of BRELA or TRA?
No. Authorities remain the source of record. A consultant prepares and coordinates; the company still files through the live government process.
When is a consulting desk actually useful?
When entity, tax, licences, banking and people have to move together. If a single known form is the only gap, go to the competent portal.
Are published timelines a government guarantee?
No. Treat package timelines as orientation. Confirm live forms and calendars on BRELA, TRA and the sector regulator that owns the activity.
